BOARD OF ADJUSTMENT
April 2, 2009
City Council Chambers
A meeting of the Board of Adjustment was held on April 2, 2009 and called to order at 3:00 p.m. with the
following members present:
Chairperson Pat Avery
Vice Chairman Dana Timaeus
Board Member Mary Jowers
Alternate Member Christopher Plaunty
Alternate Member Christy Amuny
Board Members absent: Board Member Bob Harris
Board Member Joey HiIIiard
Alternate Member Kelli Maness
Also present: Steve Richardson, Planning Manager; Tyrone Cooper, City Attorney; Jill
Cole, Recording Secretary

PUBLIC HEARING
1) File 588-BA: Request for a variance to the landscaping requirements from one landscape island
for every ten parking spaces to islands at the ends of each parking row.
Location: East side of I11-10, north of Brooks Road
Applicant: Beaumont Independent School District
Mr. Richardson presented the staff report. BISD is building a new multi -purpose center that
includes a new 10,365 seat athletic stadium, field house and natatorium. Future plans call for an
auditorium and event center.
BISD states that the facility will have 2,575 parking spaces. The Zoning Ordinance requires one
landscape area for every ten parking spaces when the parking lot contains more than 100 parking
spaces. The proposed landscaping at the ends of each parking row will be in addition to the
landscape buffer in front of the parking areas, landscaped entry and promenade in the parking
areas, as well as the landscaping around the stadium. BISD states that of the total 85 acre site, the
school district is proposing a total of 52 acres for landscaping and green areas or 61 % of the total
area of the site.

It shall be the responsibility of the applicant to demonstrate that all three conditions necessary for
approval have been met.
Eight notices were mailed to property owners within 200 feet. No responses in favor or in
opposition were returned.
Slides of the subject property were shown.
Chairperson Avery opened the public hearing and asked for the applicant's comments.
Claudine Streeter addressed the Board on behalf of the applicant.
Chairperson Avery asked for comments in favor or in opposition. No comments were made. The
public hearing was closed.
Chairperson Avery closed the public hearing.
Discussion followed between the Board members.
Vice -Chairman Timaeus made a motion to approve a variance to the landscaping requirements
from one landscape island for every ten parking spaces to islands at the ends of each parking row
on the property located on the east side of IH-10, north of Brooks Road as requested in File 588-
BA. Board Member Jowers seconded the motion. Motion to approve carried 5:0.
