' *MINUTES* HISTORIC LANDMARK COMMISSION December 9, 2019 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on December 9, 2019 and called to order at 3:40 p.m. with the following members present: Chairman Paula Blazek Commissioner Lynda Kay Makin Commissioner Hester Bell Commissioner Thomas Sigee Commissioner Marie Broussard Commissioner Theresa Goodness Commissioner Janelle Templeton Commission Members absent: Vice -Chairman Dohn LaBiche Commissioner Marry Craig Commissioner Terry Hallemann Councilmembers present: None Also present: Adina Josey, Senior Planner Demi Laney, Planner I Stephanie LeBlanc, Recording Secretary Elayna Luckey, Historic Code Enforcement Officer APPROVAL OF MINUTES Commissioner Makin made a motion to approve the minutes of the Regular Meeting held on November 4, 2019. Commissioner Sigee seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA -3148: Request for a Certificate of Appropriateness to install solar panels on a roof. Applicant: Ramon Reyna Location: 2250 Long Street Miss Laney presented the staff report. Ramon Reyna seeks permission to add solar panels to the south side of his home located at 2250 Long Street. Mr. Reyna plans to attach the panels to the roof of his home. The placement of the panels will be visible facing toward the street right-of-way. With permission, there will be thirty-one (3 1) panels installed on the roof Historic Landmark Commission December 9, 2019 toward the front side of the home. The contractor has provided a visual design concept for the exact placement of the solar panels on the roof. The National Trust for Historic Preservation appears to be in favor of solar panels, given that they are not visible from the street. Staff recommends approval of the solar panels being placed on the rear side of the roof, where they will not be seen from the street right-of-way. The house is not listed in the SPARE survey. Slides were shown of the subject property. The applicant was not present, however, the contractor for Sunpro, Victor Hidalgo, was available to answer questions. Brief discussion followed regarding the possibility of placement options of the panels. Commissioner Sigee made a motion to deny the request for a Certificate of Appropriateness to install solar panels on a roof as requested for CA -3148. Commissioner Makin seconded the motion. Motion to approve carried 7:0. 2) Historic District Code Enforcement Report Mrs. Luckey presented the Historic District Code Enforcement Report. OTHER BUSINESS None. FILE: CA -3160 STAFF REPORT The property owners, Dave and Deborah Carpenter, are seeking permission to paint the exterior of their home located at 2495 Ashley Avenue. Samples of the paint are located in your packets and the swatches will be available for review at the meeting. Per your approval, the color for the body of the house will be SW2834 Birdseye Maple. The color of the shutters will be SW7622 Gray and the front door will be SW2854 Caribbean Coral. The trim is to be SW7563 Restful White. Mr. and Mrs. Carpenter have yet to decide if they want their side door to be Caribbean Coral or Gray in color. The accessory structure will be painted to match the same color scheme as the main structure. This home is categorized as a Tudor style house. Examples of this style of home are located in,4 Field Guide to American Houses (McAlester et al., pg. 368). The color scheme proposed seems appropriate for a home within this era. Staff recommends approval of Dave and Deborah Carepenter's paint choices as submitted. The house is in the 1991 SPARE Beaumont Survey. SPARE states that the house was built in 1942. The house is an example of a Tudor Revival style house built in the 1940's. Exhibits are attached. The arched extension of the front-gabled all extending beyond the main house to the right is called an "arcaded wing wall." This is a feature found on both Tudor and Spanish Eclectic houses (see also Figure 3). 2. Kansas City, Missouri; 193os. An unusually tall and steeply pitched front-gabled roof forms the principal facade. Note the pedimented entry; varying interpretations of classical doorways were added to Tudor house ! forms in the 1930s. 3. Ste. Genevieve, Missouri; 1920s. It is easy to identify the simple -- . ti side-gabled form in this example and to see how the addition of the gabled entry, massive front chimney, and dominant front gable converts it to -� Tudor styling.± 4. Note the open eaves with exposed rafters, borrowed from contemporaneous Craftsman houses. FILE: CA -3163 STAFF REPORT Maria Velazquez is seeking permission to construct a two -car carport in the rear yard of her home located at 2500 Angelina Street. The carport is to be open air on all four sides. The entrance of this structure will face Duperior Street. The carport will be made of wood with the same size siding as the main house. It will have a shingle roof with the same pitch as the existing house to match the house that exists on the lot. Additionally, the garage will be painted to match the home. The measurements provided by Mrs. Velazquez's site plan obey our City's ordinance requirements in regards to our building structure setbacks. This home is categorized as a Colonial Revival style house. Examples of this style of home are located inA Field Guide to American Houses (McAlester et al., pg. 339-341). Staff recommends approval of Mrs. Velazquez's request to construct a two -car carport. All appropriate permits must be obtained through the Building Codes department to construct this structure given the Historic Landmark Commission's approval. The house is not listed in the SPARE survey. Exhibits are attached. Figure 1 is an earlier Cape Cod, which lacks the proportions of the Colonial originals (note the lower roof pitch, oversized dormers, and extra width and height of the front facade).
