HomeMy WebLinkAbout11-4-19HLCminutes * M I N U T E S * HISTORIC LANDMARK COMMISSION November 4, 2019 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on November 4, 2019 and called to order at 3:32 p.m. with the following members present: Chairman Paula Blazek Vice-Chairman Dohn LaBiche Commissioner Marty Craig Commissioner Theresa Goodness Commissioner Marie Broussard Commissioner Janelle Templeton Commissioner Terry Hallemann Commissioner Hester Bell Commission Members absent : Commissioner Thomas Sigee Commissioner Jefferson Fisher Commissioner Lynda Kay Makin Commissioner Dennis Kiel Councilmembers present: None Also present: Adina Josey, Senior Planner Demi Laney, Planner I Fran Malvo, Recording Secretary Elayna Luckey, Historic Code Enforcement Officer APPROVAL OF MINUTES Commissioner Goodness made a motion to approve the minutes of the Regular Meeting held on September 9, 2019. Vice-Chairman LaBiche seconded the motion. Motion to approve carried 8:0. REGULAR MEETING 1) CA-3124: Request for a Certificate of Appropriateness to construct hand rails to existing porch. Applicant: Saeed Daniali Location: 2572 McFaddin Street Historic Landmark Commission November 4, 2019 Miss Laney presented the staff report. Saeed Daniali seeks permission to remove the existing metal handrail and construct wood hand rails around the porch for the property located at 2572 McFaddin Street. The handrails will be made of wood and are to extend from the sides of the porch down the front steps. Mr. Daniali has provided a picture and sketch for a visual of what the final outcome will look like, per Historic Landmark Commission’s approval. The submitted wood handrails enclosing the porch appear to be appropriate for a Craftsman style home in accordance to photos demonstrated in A Field Guide to American Houses (Virginia & Lee McAlester, 1984) on pages 459-462. However, the wood handrails extending from the porch down the front steps do not appear to be appropriate. Common materials for handrails coming down the porch steps seem to be made of metal. Staff recommended approval of the wooden handrails enclosing the porch conditional to the paint matching the existing trim. Staff recommended denial of the wood handrails extending from the porch down the front steps and recommended that to be made of metal. The house is not listed in the SPARE survey. Slides were shown of the subject property. The applicant was not present. The porch will remain the same size but will be constructed of wood. Brief discussion followed regarding the handrails on the porch. Vice-Chairman LaBiche suggested that the handrails need to be around the porch and steps. Vice-Chairman LaBiche made a motion to approve the request for a Certificate of Appropriateness to construct wooden hand rails to existing porch as requested for CA-3124 with the condition that the handrails are painted to match the existing trim. Commissioner Bell seconded the motion. Motion to approve carried 8:0. 2) 57-HC: Request for a Historic-Cultural Landmark designation. Applicant: Pastor Robert Walker Location: 140 E. Threadneedle Street Miss Laney presented the staff report. Pastor Robert Walker has applied for an HC-L (Historic-Cultural Landmark) Designation for the Iconium Missionary Baptist Church located at 140 E. Threadneedle Street. Pastor Walker states that the Church is located within the historic area of South Park and is situated just blocks away from the Historic South Park Middle School, which has a Texas Historical Commission Marker No. 10566 issued in 1988. The Church demonstrates a grand celebration of knowledge, college scholarships and community. It has continuously been cherished and valued by the surrounding neighborhoods. Its space has brought together visitors diverse in backgrounds to learn and grow. The Iconium MBC is distinguished by its thirty-five (35) foot tall ceilings and adorned with painted stained glass to enhance the design of the Church. The stained glass is fused in most windows all throughout the church. The Church has served and will continue to serve the neighborhood spiritually, financially, physically and mentally. 2 Historic Landmark Commission November 4, 2019 The historic landmark commission and the city council shall consider, but not be limited to, one or more of the following criteria in establishing an HC-L, Historic-Cultural Landmark Preservation designation: (A) Existing or proposed recognition as a national historic landmark, or Texas Historic Landmark, or entry or proposed entry into the National Register of Historic Places; (B) Existence of distinguishing characteristics of an architectural type or specimen, or of the social, economic, or political heritage of the city; (C) Identification as the work of a designer, architect, or builder whose work has influenced the growth or development of the city; (D) Embodiment of elements of architectural design, detail, materials, or craftsmanship which represent a significant architectural innovation or an outstanding example of a particular historical, architectural or other cultural style or period; (E) Relationship to other buildings, structures, or places which are eligible for preservation as historic places; (F) Exemplification of the cultural, economic, social, ethnic, or historical heritage of the city, county, state or nation; (G) Location as the site of a significant historical event; (H) Listing in the S.P.A.R.E. Beaumont Survey; (I) Identification with a person or person who significantly contributed to the culture or development of the city, county, state or nation; and (J) A building, structure, or place that because of its location has become of historic or cultural value to a neighborhood or community. The applicant has identified the Iconium Missionary Baptist Church to fulfill E and J of the criteria for establishing an HC-L, Historic-Cultural Landmark Preservation designation. Slides of the subject property were shown. Staff recommended approval of this request. The applicant was not present but the applicant’s spouse was present. Chairman Blazek asked the applicant’s spouse did they know the history of the building. She replied the church was named Highland Baptist Church before they purchased it. There was also discussion regarding the requirements for the age of the building to determine it being a Historic designation. Commissioner Craig asked will the congregation be able to apply for a loan to renovate the church if the designation is approved. Mrs. Josey replied there are currently no 3 Historic Landmark Commission November 4, 2019 funds available for the Historic Revolving Loan. Linda Walker, 140 E. Threadneedle, addressed the Commission. Mrs. Walker stated that Pastor Walker had an emergency and could not attend the meeting. Mrs. Walker asked if the designation is approved, can the church apply for any grants to renovate the church. Commissioner Goodness stated that there are funds available at the state level, but however; the designation would be considered as a city designation. She added that they pursue a state Historical Marker by submitting an application to the Historical Commission in Austin. Upon submitting the application, a fee is required for the marker and research of the history of the church must be done. Vice- Chairman LaBiche suggested that the church needs to prepare a Historic National Plan for the church by stating what the church’s intentions are and researching the complete history of the church from the date of establishment until present. A brief discussion followed regarding the difference between a grant application and a State Historical Marker. No further discussion. Commissioner Craig made a motion to approve the request for a Historic-Cultural Landmark designation as requested for 57-HC. Commissioner Templeton seconded the motion. Motion to approve carried 8:0. Mrs. Josey stated that request still has to be presented before the Planning Commission and City Council for final approval. 3) Historic District Code Enforcement Report Mrs. Luckey presented the Historic District Code Enforcement Reports for the months of September and October. Discussion followed regarding high grass and demolitions. OTHER BUSINESS None. THERE BEING NO OTHER BUSINESS, THE MEETING WAS ADJOURNED AT 3:56 P.M. 4
