HomeMy WebLinkAbout9-9-19HLCminutes * M I N U T E S * HISTORIC LANDMARK COMMISSION September 9, 2019 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on August 12, 2019 and called to order at 4:00 p.m. with the following members present: Chairman Paula Blazek Vice-Chairman Dohn LaBiche Commissioner Thomas Sigee Commissioner Marie Broussard Commissioner Lynda Kay Makin Commissioner Dennis Kiel Commissioner Janelle Templeton Commission Members absent : Commissioner Jefferson Fisher Commissioner Marty Craig Commissioner Theresa Goodness Councilmembers present: Councilman Taylor Neild Also present: Adina Josey, Senior Planner Demi Laney, Planner I Fran Malvo, Recording Secretary Elayna Luckey, Historic Code Enforcement Officer APPROVAL OF MINUTES Commissioner LaBiche made a motion to approve the minutes of the Regular Meeting held on August 12, 2019. Commissioner Makin seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-3105: Request for a Certificate of Appropriateness to replace the front door to a house. Applicant: Jim Dangaran Location: 2555 Louisiana Street Miss Laney presented the staff report. Jim Dangaran seeks permission to replace the front door to his property located at 2555 Louisiana Street. Mr. Dangaran has provided a picture of the door he intends to use, pending your approval. The submitted door choice does appear to be appropriate for a Minimal Traditional house in accordance to photos demonstrated in Historic Landmark Commission September 9, 2019 A Field Guide to American Houses (Virginia & Lee McAlester, 1984), on page 478. The transom light in the paneled door appears to have been a popular trend for that era. Planning staff recommended approval of the request. The house is listed in the 1991 SPARE Beaumont survey. SPARE states that the house was built c. 1942. The house is an example of World War II housing popular throughout the country. Slides of the subject property were shown. The applicant was present. No questions or comments for the Miss Laney or the applicant. Vice-Chairman LaBiche made a motion to approve the request for a Certificate of Appropriateness to replace the front door to a house as requested for CA-3105. Commissioner Makin seconded the motion. Motion to approve carried 7:0. 2) CA-3107: Request for a Certificate of Appropriateness to change the front porch steps to a house. Applicant: Jonah Kelly Location: 2220 Broadway Street Miss Laney presented the staff report. Jonah Kelly seeks permission to change the front porch steps to his property located at 2220 Broadway Street. The original porch steps have recently collapsed and they were made of concrete. Mr. Kelly is requesting to construct wooden steps to fit the same footprint and width as the concrete steps that had previously existed. The steps will fit in between the two brick columns, which did not collapse. Immediately after construction, he intends to paint the wooden steps gray to match the wooden deck of his existing front porch. Mr. Kelly has provided a picture for a visual of what the final outcome of the wooden steps will look like, per approval from the Commission. The submitted wooden steps appear to be appropriate for a Queen Anne style house in accordance to photos demonstrated in A Field Guide to American Houses (Virginia & Lee McAlester, 1984), on pages 269-271. The examples reveal that brick or wooden porch steps were common for that era. Staff recommended approval of the wooden steps conditional to the paint matching the existing wooden deck of the front porch. The house is in the 1989 SPARE Beaumont survey. SPARE states that the house was built in 1905. The house is a typical example of a local adaption of the Queen Anne style and is representative of middle class housing in Beaumont around the turn of the century. Slides were shown of the subject property. The applicant was not present. No questions or comments for Miss Laney. Commissioner Makin made a motion to approve the request for a Certificate of Appropriateness to change the front porch steps to a house as request for File CA-3107. Commissioner Sigee seconded the motion. Motion to approve carried 7:0. 2 Historic Landmark Commission September 9, 2019 3) CA-3115: Request for a Certificate of Appropriateness to replace the siding and windows of a house and replace. Applicant: Rigoberto Torres Location: 2225 Pecos Street Miss Laney presented the staff report. Rigoberto Torres, property owner, wishes to replace the siding and windows to his home and convert his double door two bay garage into a single, large door two-bay garage located at 2650 Long Street. He intends to decrease the original siding to an 8” profile using HardiePlank material. Additionally, he wants to replace all windows with vinyl windows and reduce the size of the window located at the right side of the front door. Mr. Torres intends to transform his current double door two-bay garage into a single, large door two bay garage. The attached elevation drawings display the final outcome, per approval from the Commission. The house is categorized as a Ranch style home. The smaller siding does appear to be appropriate for this style home as demonstrated in A Field Guide to American Houses (Virginia & Lee McAlester et al, 1984) in exhibit 10 on page 480. Both a double door two bay garage and a single door two bay garage appear to be appropriate for this era per exhibits 3 and 4 on page 479. Staff recommended approval of siding conditional to the paint match existing, conversion of the garage conditional to consultation from the Building Codes department to ensure the support beams will be structurally sound. Staff also recommended denial for the reduction of the front window. The house is not listed in the SPARE survey. Slides were shown of the subject property. The applicant was present. No questions for Miss Laney. Mrs. Debra and Leo Torres, 2650 Long Street, addressed the Commission. Mrs. Torres explained to board her desire to replace the windows on the house. Discussion followed between Mrs. Torres and the board regarding the size and type of window to replace on the house. Vice-Chairman LaBiche asked Mrs. Torres if she had photos of the windows. Mrs. Torres provided photos of the windows. She stated that the windows are old on the home and she needs more privacy in the bathroom and would like to change out those windows as well. More discussion followed regarding the size of siding and matching the windows. No other questions or comments. Vice-Chairman LaBiche stated he will provide drawings of how the home should look with the windows and siding. He also made a motion to approve the12” siding and not the 8’, approval of the garage door being enlarged, drawings were submitted of what the home should look like, side of garage windows should be three (3) 2 over 2 windows size 24x36, the bathroom windows should be two (2) 2 over 2 windows, size 24x36, and the remainder of the windows should be 4 over 4 size 36x48. Commissioner Kiel seconded the motion. Motion to approve carried 7:0. 3 Historic Landmark Commission September 9, 2019 4) CA-3116: Request for a Certificate of Demolition to demolish a garage apartment. Applicant: City of Beaumont Location: 2505 Angelina Street Miss Laney presented the staff report. Boyd Meier, Building Official, requests a Certificate of Demolition for the garage apartment located at 2505 Angelina Street. According to the inspection report, this structure was originally tagged on August 14, 2018, and reinspected on May 8, 2019. The request states there is extensive deterioration throughout the garage apartment and specifically states that there is deterioration of the fascia boards and the soffits have holes. Furthermore, the structure is partially collapsing and is unsafe in its current condition. The owner has signed the consent form for demolition of the garage apartment. The Building Codes Staff is recommending a raze order. Planning Staff recommended approval of the request. The house is not listed in the SPARE survey. Slides of the subject property were shown. Twenty-one notices were mailed to property owners within 200 feet of the subject property. One notice was received in favor and none were received in opposition. Mrs. Delancey Wood, representing Building Codes, addressed the Commission and stated the owner called to inquire about a scheduled date for the demolition. Commissioner Makin made a motion to approve the request for a Certificate of Demolition to demolish a garage apartment as requested for File CA-3116. Commissioner Templeton seconded the motion. Motion to approve carried 7:0. 5) Historic District Code Enforcement Report Mrs. Luckey presented the Historic District Code Enforcement Report. Discussion followed regarding the new City Works program, high grass and demolitions. Adina Josey reminded the Commission about their resumes. OTHER BUSINESS None.
