HomeMy WebLinkAbout8-12-19HLCminutes * M I N U T E S * HISTORIC LANDMARK COMMISSION August 12, 2019 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on August 12, 2019 and called to order at 4:00 p.m. with the following members present: Chairman Paula Blazek *arrived @ 3:54p.m. Vice-Chairman Dohn LaBiche Commissioner Marty Craig Commissioner Thomas Sigee Commissioner Marie Broussard Commissioner Lynda Kay Makin Commissioner Theresa Goodness Commissioner Dennis Kiel Commission Members absent : Commissioner Jefferson Fisher Commissioner Janelle Templeton Councilmembers present: Councilman Taylor Neild Also present: Adina Josey, Senior Planner Demi Laney, Planner I Fran Malvo, Recording Secretary Elayna Luckey, Historic Code Enforcement Officer APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held on July 8, 2019. Commissioner Makin seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-3085: Request for a Certificate of Demolition to demolish a garage apartment. Applicant: City of Beaumont Location: 2215 Hazel Avenue Miss Laney presented the staff report. Boyd Meier, Building Official, requests a Certificate of Demolition for the garage apartment located at 2215 Hazel Avenue. According to the inspection report, the structure was originally tagged on March 6, 2018. It states there is deterioration of the roof and floor joists. The structure has missing siding, rotted windows and rotted rafters. There is visible water damage and severe termite damage. The owner has Historic Landmark Commission August 12, 2019 signed the consent form for demolition of the garage apartment. The Building Codes Staff is recommending a raze order. Planning staff recommended approval of the request. The house is listed in the 1990 SPARE Beaumont survey. SPARE states that the house was built c. 1925. The house is typical of middle class housing built to accommodate the rising population in Beaumont in the 1920’s. Slides of the subject property were shown. Commissioner Craig asked is there any recourse for the city to recoup any funds for demolishing the structures. Mr. Meier replied not for residential structures but that liens are filed on commercial properties. Mr. Meier addressed the board. A brief discussion followed describing the condition of the structure. No further discussion, questions or comments. Commissioner Sigee made a motion to approve the request for a Certificate of Demolition to demolish a garage apartment as requested for File CA-3085.Commissioner Goodness seconded the motion. Motion to approve carried 7:0. 2) CA-3087: Request for a Certificate of Appropriateness to remove and replace a front door. Applicant: Brian Johnson Location: 2420 Long Street Miss Laney presented the staff report. Brian Johnson requests permission to replace the front door of his home located at 2420 Long Street. Mr. Johnson plans to paint the new door the same color to match the existing front door. He has provided a picture of the door he proposes to install, pending approval. The home is categorized as a French Eclectic house. The existing front door does not appear to be appropriate for a French Eclectic house in accordance to photos demonstrated in A Field Guide to American Houses (McAlester et al., pg. 393). Mr. Johnson’s proposed door, which includes a speakeasy, seems appropriate for a French Eclectic style (McAlester et al., pg. 388). Staff recommended approval to replace the front door. The house is not listed in the SPARE survey. Slides were shown of the subject property. The applicant was present. Samantha Slaughter, 2420 Long Street addressed the Commission. No questions or comments for Ms. Slaughter. Commissioner Craig made a motion to approve the request for a Certificate of Appropriateness to replace a front door as requested for CA-3087. Commissioner Makin seconded the motion. Motion to approve carried 7:0. 3) CA-3096: Request for a Certificate of Appropriateness to remove shutters, reduce and replace two front windows. Applicant: Taha Kahn Location: 2225 Pecos Street Miss Laney presented the staff report. Taha Kahn, property owner, reduced and replaced the 2 Historic Landmark Commission August 12, 2019 two front windows and removed the shutters from the house located at 2225 Pecos Street without the benefit of a CA. Mr. Kahn requests to keep those changes per the Historic Landmark Commission’s approval. The original windows were larger and contained an eight over eight profile. The new windows are reduced in size and have a six over six profile. The shutters have also been removed from the house. The house is categorized as a Craftsman style home. The original larger windows appear to be more appropriate for a Craftsman style house in accordance with photos demonstrated in A Field Guide to American Houses (McAlester et al., pgs. 456-457). The examples listed in the book all display the front windows to be of larger size, but do not reveal that shutters are not typical of this style home. Staff recommended denial of Mr. Kahn’s request to reduce the size of the two front windows. Staff does not recommend approval to allow the removal of shutters conditional to painting the exposed siding to match the rest of the house and installation of trim to match original. The house is not listed in the SPARE survey. Slides were shown of the subject property. The applicant was present. Taha Kahn, 8025 Turnberry Circle addressed the Commission. Mr. Kahn stated that he had just recently purchased the property and is currently working on the foundation of the home. He stated that he was not aware that he needed a permit to have work done on his home and he has owned the property for over a year. Commissioner Craig made a motion to deny the request for a Certificate of Appropriateness to remove shutters, reduce and replace two front windows as requested for CA-3096. Commissioner Goodness seconded the motion. Motion to deny carried 7:0. Discussion followed regarding the windows on the home. 4) CA-3098: Request for a Certificate of Appropriateness to replace, reduce and enclose windows to a house. Applicant: Ken Broussard Location: 2220 Pecos Street Miss Laney presented the staff report. Ken Broussard, property owner, replaced and reduced four windows and enclosed two windows to his house located at 2220 Pecos Street without the benefit of a CA. Mr. Broussard requests to keep the changes pending approval from the Historic Landmark Commission. The front window has been reduced in size and now contains a six over six profile. Along the left side of the house, two windows have been enclosed and three have been reduced in size with a six over six profile. The shutters have also been removed from the house. The original front window was a two over two profile and larger in size. The windows along the left side of the house varied in size. This house is categorized as a National Folk house. The original larger front window and windows along the left side of the house appear to be more appropriate for National Folk house in accordance with photos demonstrated in A Field Guide to American Houses (McAlester et al., pg. 93). The examples listed in the book all display the front windows to be of larger size, but do reveal that shutters are not typical of this style home. 3 Historic Landmark Commission August 12, 2019 Staff recommended denial for all window enclosures and reductions. Staff does recommend approval to allow the removal of shutters conditional to painting the exposed siding to match the rest of the house and installation of trim to match original. The house is not listed in the SPARE survey. The applicant was present. Danita Broussard, 2220 Pecos Street addressed the Commission. Mrs. Broussard explained the condition of the home and stated that she was unaware that she needed to obtain a permit before doing any work to the home. No questions or comments for Mrs. Broussard. Commissioner Craig made a motion to deny the request for a Certificate of Appropriateness to replace, reduce and enclose windows to a house as requested for CA-3098. Commissioner Makin seconded the motion. Comissioner Sigee had a question about the windows and a discussion followed regarding the size of the windows that were replaced on the home and the windows that were removed and enclosed. Mrs. Luckey passed around photographs of the home to the Commission. More discussion followed regarding the motion that was made. Vice-Chairman LaBiche made a recommendation to deny all window enclosures and reductions, except the kitchen window, shutters are not allowed to be removed and the replacement siding should match the existing home and install trim to match the original windows. Commissioner Makin seconded the motion. Motion to deny all window enclosures and reductions, except the kitchen window carried 8:0. *Chairman Blazek arrived at 3:54 p.m.* 5) Mrs. Luckey presented the Historic District Code Enforcement Report. The Commission suggested inviting the City Attorney to the next meeting to address concerns regarding the demolition process and the vacant properties that exist after demolition.
