HomeMy WebLinkAbout4-8-19HLCminutes * M I N U T E S * HISTORIC LANDMARK COMMISSION April 8, 2019 City Hall, 801 Main Street, Beaumont, Texas A Regular Meeting of the Historic Landmark Commission was held on April 8, 2019 and called to order at 3:32 p.m. with the following members present: Chairman Paula Blazek Vice-Chairman Dohn LaBiche Commissioner Thomas Sigee Commissioner Marty Craig Commissioner Marie Broussard Commissioner Lynda Kay Makin Commissioner Theresa Goodness Commissioner Dennis Kiel Commission Members absent : Commissioner Jefferson Fisher Commissioner Carol Fernandez Commissioner Janelle Templeton Councilmembers present: Councilmember Virginia Jordan Also present: Adina Josey, Senior Planner Fran Malvo, Recording Secretary Elayna Luckey, Historic Code Enforcement Officer APPROVAL OF MINUTES Commissioner Craig made a motion to approve the minutes of the Regular Meeting held on March 11, 2019. Commissioner Sigee seconded the motion. Motion to approve carried 9:0. REGULAR MEETING 1) CA-3026: Request for a Certificate of Appropriateness to paint a house. Applicant: Melinda McWhite Location: 2471 Long Street Mrs. Josey presented the staff report. Melinda McWhite, property owner, is asking permission to paint the exterior of the structure at 2471 Long Street, using Behr, Green meets Blue S430B, with white trim. Painting began without a Certificate of Appropriateness and a Historic Landmark Commission April 8, 2019 stop work order was issued. Staff recommended approval of the Behr, Green meets Blue S430B for the body of the house and white trim. The house is not listed in the SPARE survey. Slides of the subject property were shown. Staff recommended approval of the request. The applicant was present. Melinda McWhite, 2471 Long Street, addressed the Commission. Ms. McWhite stated that she was testing colors on her home. Historic District Code Enforcement Officer Inspector Luckey stated that she sent Ms. McWhite a letter stating that she could not continue to paint her home unless she has approval from the Historic Landmark Commission. A brief discussion followed. Commissioner Craig made a motion to approve the request for a Certificate of Appropriateness to paint the exterior of the structure as requested for file CA- 3026. Commissioner Makin seconded the motion. Motion to approve carried 8:0. Commissioner Broussard asked why the request had to be presented before the Commission. Chairman Blazek stated that the only approved color palette is from Sherwin Williams. Inspector Luckey stated that the body color was not an approved body color but the accent color is an approved accent color. 2) Historic District Code Enforcement Report Mrs. Luckey presented the Historic District Code Enforcement report. Mrs. Luckey stated that she will present a slideshow for the properties she inspects on a monthly basis. Discussion followed regarding the list of properties inspected for the month of March. OTHER BUSINESS Mrs. Josey reminded the Commission to submit their resumes to her regarding their designated positions. THERE BEING NO OTHER BUSINESS, THE MEETING WAS ADJOURNED AT 4:08 P.M. 2
