REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD JANUARY 20 , 1981 BE IT REMEMBERED that the City Council of the City of Beaumont , Texas , met in regular session this the 20th day of January , 1981 , with the following present : HONORABLE : Maurice Meyers Mayor Tom Combs , Jr . Councilman, Ward I Evelyn M. Lord Councilman, Ward II Calvin Williams Councilman , Ward III Wayne Turner Councilman , Ward IV Ray A. Riley City Manager Lane Nichols Asst . City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by Reverend J . C . Gall , Pastor of the Parkdale Assembly of God Church . The Pledge of Allegiance was led by Councilman Lord . -000- Mayor Meyers issued the following Proclamation: January 25th through January 31st as Cystic Fibrosis Bowl for Breath Week in Beaumont . " Dr . Richard Dyck, Area Representative , Mrs . Lillie Walters, Coor- dinator of Cystic Fibrosis "Bowl for Breath , " and Mrs . E . C . Fowler , Captain and Publicity Chairman of the Beaumont Women ' s Bowling Association , accepted the Proclamation . -000- The following items on the Consent Agenda were considered : Approval of minutes of the Regular City Council meeting held January 13 , 1981 . Resolution 81-18 granting permission to continue its low altitude spraying flights over areas within the City of Beaumont . Resolution 81- 19 appointing Rosalie Anderson to the Senior Citizens Advisory Committee to fill the unexpired term of Sue Brubaker . Resolution 81-20 accepting the water , sanitary sewer , storm sewer and paving improvements in the Park Meadows Addition, Unit V , for permanent maintenance . Resolution 81-21 authorizing a one-year extension of an existing contract to purchase unleaded, regular and premium gasoline and #2 diesel from Gulf Oil Corporation . -7- January 20 , 1981 Councilman Combs made the motion to approve the above Resolutions ; seconded by Councilman Lord . QUESTION : AYES : All NAYES : None -000- REGULAR AGENDA Resolution 81-22 authorizing the purchase of Parcels 125 , 126 , 127 , 128 and 129 , needed right-of-way for Phase II of Spur 380 Lamar Freeway Project , at a price of $80 , 001 . 00 (City to be reimbursed after acquisition of the property by the State) , was approved on a motion made by Councilman Combs and seconded by Councilman Turner . QUESTION: AYES : All NAYES : None Resolution 81-23 authorizing the execution .of an agreement with Tom Kojak , Developer , for the participation in the cost of an oversize storm sewer for the Mapes Street Improvement Project in the Gulf Terrace Addition was approved on a motion by Councilman Lord; seconded by Councilman Combs . QUESTION : AYES : All NAYES : None Resolution 81-24 accepting the bid of Texas Electronics Company , in the amount of $4416 .00 with Drainage District No . 6 , for the purchase of four rain gauges, approved on a motion by Councilman Williams ; seconded by Councilman Turner . Councilman Williams asked for another report on the ditch situation . City Manager reported that ditches have been cleaned of debris ; that all ditches could be widened without any forseeable damage to the area . QUESTION: AYES : All NAYES : None An Ordinance was introduced to amend the 1981 Budget by allocating and appropriating $143 , 000 from the continguent appropriation to line item 79-40 and authorize a payment to the Jefferson County Appraisal District . Councilman Turner moved to TABLE the ordinance until more infor- mation was furnished as to how the Appraisal Board intends to use the money . Councilman Turner stated that he did not have enough information to vote on the assessed payment . Motion to TABLE was seconded by Councilman Combs . QUESTION : AYES : All NAYES : None Council asked City Manager to obtain further information relative to how the Appraisal Board intends to spend the money . Mr. Ben Rogers commended Council on their action to table; stated that he had met with the new Appraisal Board to ask some questions and was not satisfied with the answers he had received . Mr . Rogers further stated he was concerned about the spending of taxpayers ' money unnecessarily . Mr . Rogers encouraged Council to take a vital interest in this Board ; to ask questions and get answers . -8- January 20 , 1981 Resolution 81-25 accepting the bid of International Harvester Co . , in the amount of $25 , 324 . 00 , for furnishing one loader with back- hoe and grapple attachment , was approved on a motion by Councilman Turner and seconded by Councilman Combs . QUESTION : AYES : All NAYES : None Resolution 81-26 authorizing the purchase of four portable air compressors ; accepting the bids of Heatley Equipment Co . , for two (2) 100 CFM Units with one clay digger attachment for $13 , 315 and Gaedcke Equipment Company for two (2) 125 CFM Units for $17 , 607 was approved on a motion made by Councilman Combs and seconded by Councilman Turner . QUESTION : AYES : All NAYES : None -000- Councilman Williams asked about the traffic signals in the South End ; pointed out that two or three lights seem to malfunction . City Manager stated that he would investigate and give a report as to the cause of the breakdowns . Councilman Lord mentioned that she had noticed a few such signals . Mayor Meyers stated that sometime back reflectors had been attached to the bridge near Nottingham; that when the weather is bad , mud is sometimes thrown on the reflectors and could not be seen; that perhaps reflectors might not be the answer and asked that this be investigated. Also , Mayot Meyers asked that other bridges be checked for potential problems of this nature . Councilman Combs asked if the City could take the initiative to share the cost with the School District to make improvements on that portion of the street around Sallie Curtis School . City Manager stated that this had been included in our Street Parti- cipation Program for this summer ; that we recognize this as being a public thoroughfare even though it had not been formally dedi- cated ; that we should get with the School District to discuss rehabilitation of the street . -000- Mayor Meyers reflected on the activities making history in the United States this day -- the release of the 52 Hostages -- the Inauguration of President Ronald Reagan . The Mayor pointed out that the U . S . Conference of Mayors had pledged their dedication to the new Administration to help President Reagan get off to a good start . -000- Mayor Meyers recessed the meeting for seven minutes before con Linuing with the Work Session Agenda. At this time , all those present were given the opportunity to express their thoughts and feelings on the release of the Hostages . Mayor Meyers announced that at 2 : 00 P .M. , all church bells would ring; Fire and Police Department sirens would sound as our means of a total community expression of thanksgiving .
