RESOLUTION 26-202
1.Council to consider establishing and taking a record vote on the Proposed 2026 tax rate
and schedule a public hearing.
Chapter 26 of the Property Tax Code requires taxing units to comply with truth-in-taxation
laws in adopting their tax rate and requires the governing body to hold a public hearing
when the proposed tax rate exceeds the lower of the no-new revenue or voter approval
tax rate.
Administration recommends Council establish a proposed tax rate required to support the
City Manager’s proposed budget equal to a tax rate of $0.695000/$100 of valuation. In
accordance with Chapter 26 of the Property Tax Code, if the proposed rate exceeds the
no-new revenue rate of $0.683976/$100 or the voter-approval tax rate of
$0.764867/$100, the City Council must take a record vote to place the proposal to adopt
a rate not higher than the proposed rate on the agenda of a future meeting. The no-new
revenue tax rate is the rate that would produce the same amount of taxes in FY 2027 as
produced in FY 2026 if it applied to the same properties taxed in both years. The
proposed tax rate of $0.695000/$100 exceeds the no-new revenue tax rate of
$0.683976/$100 by $0.011024 /$100 or 1.61%. If the motion passes, a public hearing
must be scheduled.
The Administration recommends that a public hearing be held on September 8, 2026, at
1:30 p.m. in Council Chambers, located at 801 Main Street. The City Clerk will publish the
notice of the public hearing.

5.Council to consider a resolution for the installation of a State Historical Marker at
Beaumont Municipal Airport. – Item Pulled
The Jefferson County Historical Commission is seeking support for the installation of a
State Historical Marker from the Texas Historical Commission onto City of Beaumont
property. The Jefferson County Historical Commission is applying for a marker for the
Coastal Patrol Base No. 10, which was a Civil Air Patrol Base during World War II and
located at the current Municipal Airport.
Coastal Patrol Base No. 10 was established at Beaumont Municipal Airport during World
War II as part of the Civil Air Patrol, supporting antisubmarine patrol operations along the
upper Texas coast. Activated on July 1, 1942, the base supported anti-submarine patrols,
maritime surveillance, and search and rescue operations during a period when the Gulf of
Minutes – August 18, 2026
Mexico has become a critical theater in the war. At its peak, the base maintained 26 rated
pilots, 19 observers, and 16 aircraft, enabling sustained surveillance of critical shipping
lanes. Although operations were relocated to San Benito later that year due to increasing
congestion at Beaumont Municipal Airport, the base continued supporting federal coastal
defense efforts through regular patrols, intelligence reporting, and emergency response
missions.
The Coastal Patrol Base No. 10 played a significant and measurable role in the nation’s
wartime coastal defense network. In July 1943 alone, the base logged 583 anti-submarine
patrol flight hours and maintained continuous aircraft readiness, demonstrating its
importance within the Civil Air Patrol’s federally directed operations. While no confirmed
submarine sinkings were attributed to the base, its persistent aerial surveillance helped
deter enemy submarines, protect critical petroleum shipping routes, and strengthen the
Gulf Coast defense system.
On July 13, 2026, the Historic Landmark Commission voted 9:0:1 to recommend approval
of this request.
6.Council to consider a resolution authorizing the City Manager to allocate additional local
funds to the City's Community Development Block Grant (CDBG-DR) Disaster Relief
Program, Contract No. 24-067-018-E205.
On July 26, 2022, by Resolution No. 22-182, City Council authorized the Interim City
Manager to submit an application to the Texas General Land Office (TGLO) for Contract
No. 24-067-018-E205 (Phelps Road Drainage Improvements) under the CDBG-DR
Program to address major drainage improvements identified as being at risk due to
Tropical Storm Imelda.
The total approved project budget was $1,055,479.65, consisting of $1,000,000.00 in
CDBG-DR grant funds for construction, acquisition, and professional services, and a
required City cash match of $55,479.65 for construction activities.
Of the grant funding, $95,000.00 was budgeted for administration and environmental
services and $905,000.00 for construction. The final construction contract amount,
including approved change orders, totaled $1,029,225.30, combined with the $95,000.00
in grant-funded administration and environmental services, the total project cost is
$1,124,225.30. Accordingly, the City must allocate an additional $68,745.65 in local funds
to cover construction costs exceeding the original budget and satisfy the grant
requirements.
Funds will come from Certificates of Obligation in the amount of $124,225.30 and
Community Development Block Grant (CDBG) under the 2019 Hazard Mitigation
Competition in the amount of $1,000,000.00.

TO:City Council
FROM:Christopher S. Boone, City Manager
PREPARED BY:Bridgette Evick, CPA, Chief Financial Officer
MEETING DATE:September 8, 2026
REQUESTED ACTION:Council to consider an Ordinance adopting a budget for
operating the municipal government of the City of Beaumont
for the Fiscal Year beginning October 1, 2026 and ending
September 30, 2027; adopting a Master Fee Schedule;
appropriating money for the various funds and purposes of
such budget including appropriations of money to pay interest
and principal sinking fund requirement on all indebtedness;
repealing all ordinances and appropriations in conflict with the
provisions of the ordinance; and establishing an effective
date.
BACKGROUND
In accordance with the Texas Local Government Code and the City Charter, the City
Council shall adopt an annual budget. At the conclusion of the public hearing on the
budget, the governing body of the municipality shall take action on the proposed budget.
A vote to adopt the budget must be a record vote. Adoption of a budget that will require
raising more revenue from property taxes than in the previous year requires a separate
vote of the governing body to ratify the property tax increase reflected in the budget. A
vote under this subsection is in addition to and separate from the vote to adopt the budget
or a vote to set the tax rate required by Chapter 26, Tax Code, or other law.
The City of Beaumont‘s proposed Fiscal Year 2027 Budget was filed with the City Clerk
on August 17th. The City Manager presented the proposed budget to the City Council on
August 18th. The City Council is required to hold a public hearing on the budget which
will be held today, September 8, 2026. In accordance with the City's fiscal year 2027
budget calendar for the adoption of the City's budget, and to comply with the Texas Local
Government Code requirements, the adoption of the budget is scheduled for September
8, 2026.
The proposed Fiscal Year 2027 Budget submitted on August 18th has been adjusted for
the reduction in revenues resulting from the proposed tax rate approved by City Council
being lower than that proposed in the budget. In addition, due to the approved Proposed
2026 Tax Rate being calculated during the meeting after extensive discussion, the final
calculated Proposed 2026 Tax Rate included in the budget is slightly lower at a rate of
$0.68293, down from the approved $0.6832. This slight reduction is intended to reflect
the final calculation of the stated goal of adopting a property tax rate that represents the
Current Adopted Rate, plus additional revenue to cover the full amount of General
Obligation Bond debt approved by the voters in November 2025.
The proposed budget includes the Master Fee Schedule for the 2027 Fiscal Year, and
the City's total personnel count.

REQUESTED ACTION:Council to consider a resolution authorizing the Emergency
Repair of a 60-Inch Sewer Trunk Line at the Wastewater
Treatment Plant.
BACKGROUND
On June 23, 2026, City staff identified a significant cavity near the entrance of the
Wastewater Treatment Plant between two junction boxes connected by the 60-inch
sanitary sewer interceptor. Subsequent inspection revealed that the crown of the 60-inch
concrete interceptor had deteriorated and failed, resulting in a collapse near the main
junction box. Over the following days, the remaining portion of the pipe crown also failed.
This interceptor conveys a substantial portion of the City's wastewater flow to the main
junction box located within the Wastewater Treatment Plant. The collapse created an
immediate threat to wastewater conveyance and plant operations, requiring prompt
emergency action to prevent service disruptions and potential environmental impacts.
An emergency contract has been put in place with King Solution Services, LLC, of
Houston, Texas at an estimated cost of $230,100.00 to complete the repairs.

Scope of Work
The work consists of a point repair of the existing 60-inch sanitary sewer at an approximate depth of 18 feet. The City will
coordinate temporary shutdown and isolation of the contributing lift stations to reduce influent flow during critical repair operations; a
temporary bypass pumping system is not included. The Contractor will provide temporary sewer plugging and residual flow
managemen as required; perform excavation and install engineered trench protection/shoring; remove and dispose of the failed
section of existing pipe; and place crushed stone bedding/subgrade stabilization as required. The replacement 60-inch sewer pipe
will be installed and connected to the existing system utilizing enclosure couplings, with pipe penetrations and annular spaces at the
existing junction structures sealed using approved grout, Ram-Nek, and/or compatible sealing materials. Following completion of
the pipe installation, the excavation will be backfilled with 2-sack stabilized sand, shoring will be removed in accordance with the
backfill sequence, and affected pavement, concrete, and surface improvements will be restored to existing conditions, followed by
final site cleanup and demobilization.

REQUESTED ACTION:Council to consider an ordinance reducing total compensation

BACKGROUND
Article III, Section 4 of the City Charter states salaries of the Mayor and Council members
shall be set by ordinance. In 1985, Ordinance 85-05 approved increases in the amount
of:

Councilmember$4,800$6,000$6,000
This reflects the Council’s current compensation.
In 2023, total compensation was evaluated and the proposed salary increases were
rejected by the Council. At the request of Councilmembers Williams and Hilliard, an
ordinance is being proposed to reduce total compensation for the Mayor and Council to
