PUBLIC COMMENT ON AGENDA/CONSENT
Citizens may speak on the Consent Agenda and Regular Agenda Items 1-8 or any other
topic. Citizens wishing to speak on Item 9 will be given the opportunity to speak during the
Public Hearing.
CONSENT AGENDA
(Items placed on the Consent Agenda are considered routine in nature and are considered non-
controversial. The Consent Agenda can be acted upon in one motion. A consensus of the Council is
required to remove any item for discussion and separate action.)
A.Council to consider approving August 4, 2026, City Council meeting minutes.
B.Council to consider a resolution rejecting all proposals submitted for the purchase of
Automotive Batteries.
C.Council to consider a resolution authorizing the Beaumont City Manager to be the
designated authorized official to apply for, accept, decline, modify, or cancel the grant
application for the Motor Vehicle Crime Prevention Authority Grant Program and all
necessary documents to accept said grant.
D.Council to consider a resolution authorizing the City Manager to renew a contract with
Motorola Solutions Inc.
E.Council to consider a resolution approving the renewal of an annual maintenance
agreement with SirsiDynix of Lehi, UT for use in the libraries.
F.Council consider authorizing the City Manager to execute a Roof Lease Agreement
with BeyondReach, LLC for use of rooftop and related equipment space at the City-
owned building located at 6375 Walden Road.
G.Council consider a resolution approving the renewal of a hardware maintenance
contract for network equipment used by IT for all departments from CDW-G of Vernon
Hills, IL.
REGULAR AGENDA
1.Council to consider establishing and taking a record vote on the Proposed 2026 tax
rate and schedule a public hearing.

Council to consider a resolution receiving the proposed FY 2027 Budget and
scheduling a public hearing
3.Council to consider a resolution receiving the proposed 2027 Capital Program and
scheduling a public hearing.

Council to consider a resolution authorizing the City Manager to accept maintenance
and authorize final payment to Eastex Utility Construction, for the Phelps Road
Drainage Improvements Project.
5.
Council to consider a resolution for the installation of a State Historical Marker at
Beaumont Municipal Airport.
6.Council to consider a resolution authorizing the City Manager to allocate additional
local funds to the City's Community Development Block Grant (CDBG-DR) Disaster
Relief Program, Contract No. 24-067-018-E205.
7.Council to consider granting a new solid waste franchise agreement to Nexus
Disposal, LLC.
8.
Council to consider granting a new solid waste franchise agreement to Local Solution
Enterprises, Inc., d/b/a Local Sanitation.
PUBLIC HEARING
Council to conduct a Public Hearing finding and ratifying the determination of the
Public Health Director that public health nuisances exist on the property owned by
Leduc Partnership LTD at 180 E Virginia St., with a legal description of EISENTRAUT
L19 B1 and order the owner to abate public health nuisances within 10 days, staff is
requesting City Council to abate said property without further notification to the
property owner of City Council action.

9.Council to consider an ordinance finding and ratifying the determination of the Public
Health Director that public health nuisances exist on the property owned by Leduc
Partnership LTD at 180 E Virginia St., with a legal description of EISENTRAUT L19
B1 and order the owner to abate public health nuisances within 10 days, staff is
requesting City Council to abate said property without further notification to the
property owner of City Council action.

Estimated properrty tax bill for the median-valued homestead for current fiscal year
(2025 tax year) $1,230.20
Estimated property tax bill for the median-valued homestead for upcoming fiscal year
(2026 tax year) if proposed budget is adopted $1,296.10
Estimated property tax bill for median-valued homestead for upcoming fiscal year
(2026 tax year) if budget is adopted at the No-New-Revenue Rate $1,275.54

TAXPAYER IMPACT STATEMENT
The FY 2027 budget’s proposed ad valorem tax rate is $.695 per $100 of
assessed value. The proposed tax rate is greater than the no-new-
revenue rate of $.683976 per $100 of assessed value. Of this rate,
.480826 per $100 of assessed value is dedicated to maintenance and
opera?ons, while .214174 is dedicated to debt service.
This budget will raise more revenue from property taxes than last year’s
budget by an amount of $3,023,465 or 4.07%, and of that amount,
$673,658 is tax revenue to be raised from new property added to the
tax roll this year. The proposed fiscal year budget is available for review
at City Hall located at 801 Main Street between 8am and 5pm Monday
through Friday, or on the City’s website www.beaumon?exas.gov.
