A Regular Meeting of the Historic Landmark Commission was held on July 13, 2026 and called
to order at 3:30 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Makin moved to approve the minutes of the Regular Meeting held on June 8, 2026.
Commissioner Sigee seconded the motion. The motion to approve carried 10:0.
REGULAR MEETING
1) PZ2026-170
: A request for a Certificate of Appropriateness to support the installation of
a State Historical Marker.
Applicant: Laurie Leister, Jefferson County Historical Commission
Location: 455 Keith Road
Ms. Albert presented the staff report. The Jefferson County Historical Commission is seeking
support of the installation of a State Historical Marker from the Texas Historical Commission onto
City of Beaumont property. The Jefferson County Historical Commission is applying for a marker

for the Coastal Patrol Base No. 10, which was a Civil Air Patrol Base during World War II and
located at the current Municipal Airport.
Coastal Patrol Base No. 10 was established at Beaumont Municipal Airport during World War II
as part of the Civil Air Patrol, supporting antisubmarine patrol operations along the upper Texas
coast. Activated on July 1, 1942, the base supported anti-submarine patrols, maritime surveillance,
and search and rescue operations during a period when the Gulf of Mexico has become a critical
theater in the war. At its peak, the base maintained 26 rated pilots, 19 observers, and 16 aircraft,
enabling sustained surveillance of critical shipping lanes. Although operations were relocated to
San Benito later that year due to increasing congestion at Beaumont Municipal Airport, the base
continued supporting federal coastal defense efforts through regular patrols, intelligence reporting,
and emergency response missions.
The Coastal Patrol Base No. 10 played a significant and measurable role in t

coastal defense network. In July 1943 alone, the base logged 583 anti-submarine patrol flight hours
and maintained continuous aircraft readiness, demonstrating its importance within the Civil Air

the base, its persistent aerial surveillance helped deter enemy submarines, protect critical
petroleum shipping routes, and strengthen the Gulf Coast defense system.
Planning staff recommended approval of the request.
Slides of the subject property were shown.
Chairman LaBiche recognized the Jefferson County Historical Commission for receiving a 2025
Distinguished Service Award from the Texas Historical Commission. He further stated that the
Jefferson County Historical Commission is one of seven county historical commissions that have
received the award every year since inception in 2002. Chairman LaBiche continued

by outlining the criteria necessary to qualify for the award.

Jefferson County Historical Commission Chair Theresa Goodness, 985 19 Street, Beaumont,
Texas, addressed the Commission regarding the 2025 Distinguished Service Award. Ms. Goodness
touched upon other prior and ongoing Commission projects. She also recognized Coordinator
Laurie Leister, Marker Chair Kate Hambright, and Commissioner William Gray in attendance.
Ms. Goodness concluded by thanking the Historic Landmark Commission for the
acknowledgment.
As a representative of the applicant, Ms. Goodness also addressed the Commission regarding the
request to support the installation of a State Historical Marker at 455 Keith Road. She stated that
Beaumont Municipal Airport is a good location for the marker due to Coastal Patrol Base No. 10

Brief discussion followed concerning the historical importance of the proposed marker.
Commissioner Hambright stated that she will abstain from voting as she is Marker Chair of the
Jefferson County Historical Commission, which is the Commission requesting the marker.

Commissioner Sigee moved to approve the request for a Certificate of Appropriateness to support
the installation of a State Historical Marker for property located at 455 Keith Road, as requested
in PZ2026-170
Commissioner Brannan seconded the motion.
A roll call vote was taken. Chairman LaBiche-Aye; Commissioner Brannan-Aye; Commissioner
Crawford-Aye; Commissioner Hambright-Aye; Commissioner Makin-Aye; Commissioner Provo-
Aye; Commissioner Ravey-Aye; Commissioner Sigee-Aye: Commissioner Strassburger-Aye;
Commissioner Thomas-Aye. The motion to approve the request carried 9:0:1 (Hambright).
HISTORIC DISTRICT CODE ENFORCEMENT REPORT
Ms. Albert presented the Historic District Code Enforcement Report for the months of May and
June 2026, including information about current violations and inspections.
The Commission thanked the City for trimming an overgrown bush blocking the street view at the

intersection of Harrison and 7 Street.
OTHER BUSINESS
1)
Recognize the Jefferson County Historical Commission for receiving a 2025
Distinguished Service Award from the Texas Historical Commission.
This item was discussed during the presentation of Regular Meeting Agenda Item No. 1.
