HomeMy WebLinkAbout05-11-26 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION May 11, 2026 Council Chambers, City Hall, 801 Main Street, Beaumont, Texas \\ A Regular Meeting of the Historic Landmark Commission was held on May 11, 2026 and called to order at 3:31 p.m. with the following members present: Chairman Dohn LaBiche Commissioner John Berube Commissioner Shelby Brannan Commissioner Christina Crawford Commissioner Kate Hambright Commissioner Lynda Kay Makin Commissioner Jennifer Ravey Commissioner Thomas Sigee (not voting) *arrived at 3:44 p.m. Commissioner Kirk Thomas Commission Members absent : Commissioner Ronald Kelley Commissioner Marva Provo Commissioner Julie Strassburger Also present: Tyraan Albert, Planner I Susan Smith, Recording Secretary APPROVAL OF MINUTES Commissioner Makin moved to approve the minutes of the Regular Meeting held on March 9, 2026. Commissioner Thomas seconded the motion. The motion to approve carried 8:0. REGULAR MEETING 1) PZ2026-105 : A request for a Certificate of Appropriateness to move and replace the front door and install two support columns. Applicant: Cody Wiebelhaus Location: 2550 Ashley Avenue Ms. Albert presented the staff report. Cody Wiebelhaus, is requesting a Certificate of Appropriateness to move and replace the front door and install two support columns for the property located at 2550 Ashley Avenue. Historic Landmark Commission $$ May 11, 2026 $ The applicant intends to move the front door forward to establish a clearly defined primary entrance and to replace the current front door with a historically appropriate design, while adding two columns to stabilize, preserve and reinforce the existing ironwork that is deteriorating. The columns will be made of wood and the woodwork will match the large windows on each side of the home that has large ornate framing around them. This home is not listed in the SPARE Beaumont Survey. Planning staff recommended approval of the request with the following condition: 1. All applicable permits are obtained through the Building Codes Department. Slides of the subject property were shown. The applicant was present. Cody Wiebelhaus, 2550 Ashley Street, Beaumont, Texas addressed the Commission. Mr. Wiebelhaus stated that he would like to install support columns to support the deteriorating ironwork in addition to moving the front door forward. He further stated that he has added a circular driveway. Commissioner Makin moved to approve the request for a Certificate of Appropriateness to move and replace the front door and install two support columns, as requested in PZ2026-105, with the following condition: 1. All applicable permits are obtained through the Building Codes Department. Commissioner Brannan seconded the motion. A roll call vote was taken. The motion to approve the request carried 8:0. The Commission thanked the applicant for doing a great job with the architecture of the home and for preserving the original ironwork. 2) PZ2026-137 : A request for a Certificate of Demolition to demolish a garage structure and a Certificate of Appropriateness for an addition to the rear of the home. Applicant: JN Custom Homes LLC Location: 2395 Long Avenue Ms. Albert presented the staff report. JN Custom Homes LLC, is requesting a Certificate of Demolition to demolish a garage structure and a Certificate of Appropriateness for an addition to the rear of the home located at 2395 Long Avenue. 6$ $ Historic Landmark Commission $$ May 11, 2026 $ The applicant intends to demolish the garage structure in the rear of the home to allow for an addition of a master suite to the rear of the home. The property is listed in the 1991 SPARE Beaumont Survey as built circa 1938 and classified as a house is well maintainedance of DOYMVK\]\]SMKV!\\O`S`KV*!HRO!\\OMY\\NO\\!XY^ON!^RK^!^RO!e*f!HRO!\]SQXSPSM *5!/>,473/!60!,5!<77/8!-3,99!3,:/!')(&@9!16<9/%? ^RS\]!RYWO!S\]!VS\]^ON!K\]!e Planning staff recommended the Certificate of Appropriateness to be tabled until the June meeting, as the applicant has not provided details of the addition or an elevation or site plan showing the proposed addition. Planning staff recommended approval of the request for a Certificate of Demolition with the following condition: 1. All applicable permits are obtained through the Building Codes Department. Fourteen (14) notices were mailed to property owners within two hundred (200) feet of the subject property. Two (2) responses were received in favor and zero (0) were received in opposition. Slides of the subject property were shown. th The applicants were present. Natalie Briggs and Joel Deville of JN Custom Homes LLC, 595 20 Street, Beaumont, Texas addressed the Commission. Mr. Deville stated that garage structure is failing and bricks are falling off the back of the unit. He further stated that a new attached carport will be constructed in the future. Mr. Deville also stated that it does not appear that the garage is original to the residence due to the walkway connecting the two structures. Ms. Briggs stated that the owner purchased the residence in 2021 and does not know if the garage is original to the home. She further stated that demolition is necessary because rainwater drainage from the neighboring property has caused damage to the structure. Ms. Briggs also stated that a master suite will be added to the rear of the home at the location of the existing garage. Brief discussion followed relating to specifics of the request and to concerns of approving the demolition prior to submission of proposed drawings from the applicant. Commissioner Brannan moved to table to the June 2026 meeting the request for a Certificate of Appropriateness for an addition to the rear of the home located at 2395 Long Avenue and to approve the request for a Certificate of Demolition to demolish a garage structure located at 2395 Long Avenue, as requested in PZ2026-137, with the following condition: 1. All applicable permits are obtained through the Building Codes Department. Commissioner Ravey seconded the motion. A roll call vote was taken. HISTORIC DISTRICT CODE ENFORCEMENT REPORT Ms. Albert presented the Historic District Code Enforcement Report for the months of March and April 2026, including information about current violations and inspections. OTHER BUSINESS The Commission requested that staff research permits issued for 2490 McFaddin Street and 2601 Long Avenue. THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED AT 3:51 P.M. 8$ $
