Commissioner Sigee seconded the motion. The motion to approve carried 11:0. REGULAR MEETING 1) PZ2026-36 : A request for a Certificate of Demolition to demolish a garage apartment. Applicant: City of Beaumont Location: 2394 Angelina Street Historic Landmark Commission $$ March 9, 2026 $ Ms. Albert presented the staff report. Boyd Meier, Building Official, requests a Certificate of Demolition for the garage apartment located at 2394 Angelina Street. According to the inspection report, this structure was originally tagged as a substandard structure on May 29, 2025 after multiple code violations were discovered. The roof, doors, windows, and siding all need substantial rehabilitation. In June 2025, the property owner signed into a work program however no work has taken place to repair the structure. The property is not listed in the Beaumont SPARE Survey. Planning staff recommended approval of this request. Twenty-two (22) notices were mailed to property owners within two hundred (200) feet of the subject property. Zero (0) responses were received in favor and zero (0) were received in opposition. Slides of the subject property were shown. The property owner was not present. Silas Clutter, City of Beaumont Demolition Coordinator, addressed the Commission. He stated that the structure is vacant. Mr. Clutter further stated that the property owner does not occupy the main structure. He also stated that the work permit for the garage apartment expired in November 2025 and the Building Code requires that it be demolished due to its unsafe condition. Mr. Clutter further stated that the concrete slab will also be removed. Mrs. Luckey stated that the main structure is a multi-tenant residence and is not occupied by the property owner. She further stated that the garage apartment has been in an unsafe condition for a number of years. Commissioner Makin moved to approve the request for a Certificate of Demolition to demolish a garage apartment, as requested in PZ2026-36. Commissioner Brannan seconded the motion. A roll call vote was taken. Applicant: City of Beaumont Location: 40 Minor Street-behind 2341 Angelina Street 6$ $ Historic Landmark Commission $$ March 9, 2026 $ Ms. Albert presented the staff report. Boyd Meier, Building Official, requests a Certificate of Demolition for the garage apartment located at 40 Minor Street behind 2341 Angelina Street. According to the inspection report, this structure was originally tagged as a substandard structure on March 4, 2025 after multiple code violations were discovered. The exterior is missing most of the ground floor and the structure supports are quickly degrading. There has been no response or action taken from the owner at this time. The property is not listed in the Beaumont SPARE Survey. Planning staff recommended approval of this request. Twenty-five (25) notices were mailed to property owners within two hundred (200) feet of the subject property. Zero (0) responses were received in favor and zero (0) were received in opposition. Slides of the subject property were shown. The property owner was not present. Commissioner Sigee moved to approve the request for a Certificate of Demolition to demolish a garage apartment, as requested in PZ2026-37. Commissioner Thomas seconded the motion. Applicant: City of Beaumont rd Location: 855 N. 3 Street-behind 1912 Hazel Avenue Ms. Albert presented the staff report. Boyd Meier, Building Official, requests a Certificate of rd Demolition for the garage apartment located at 855 N 3 Street behind 1912 Hazel Street. According to the inspection report, this structure was originally tagged as a substandard structure on May 22, 2025 after multiple code violations were discovered. The exterior is degraded, structural failure and unsafe alterations. In July 2025, the owner signed up for a work program, however no progress has been made. The property is listed in the Beaumont SPARE Survey; however, the listing does not include the garage apartment. Planning staff recommended approval of this request. 7$ $ Historic Landmark Commission $$ March 9, 2026 $ Twenty-four (24) notices were mailed to property owners within two hundred (200) feet of the subject property. Zero (0) responses were received in favor and one (1) was received in opposition. Ms. Albert read the response in opposition received from a resident of a neighboring property. Slides of the subject property were shown. The property owner was not present. Silas Clutter, City of Beaumont Demolition Coordinator, addressed the Commission. He stated that there has been no activity in repairs of the structure since enrollment in a Work Program. Mr. Clutter further stated that the main structure was last enrolled in a Work Program in 2010. Mrs. Luckey provided specifics of the zoning classification of this property. Commissioner Sigee moved to approve the request for a Certificate of Demolition to demolish a garage apartment, as requested in PZ2026-38. Commissioner Makin seconded the motion. A roll call vote was taken. Applicant: City of Beaumont th Location: 1194 5 Street Ms. Albert presented the staff report. Boyd Meier, Building Official, requests a Certificate of th Demolition for the house located at 1194 N 5 Street. According to the inspection report, this structure was originally tagged as a substandard structure on December 18, 2025 after multiple code violations were discovered. The roof is collapsed, the building support and exterior need severe rehabilitation. The property owner has made contact and has expressed support for demolition of this structure. The property is not listed in the Beaumont SPARE Survey. Planning staff recommended approval of this request. Twenty-one (21) notices were mailed to property owners within two hundred (200) feet of the subject property. Zero (0) responses were received in favor and zero (0) were received in opposition. The motion to approve the request carried 11:0. 5) PZ2026-40 : A request for a Certificate of Appropriateness to construct a wrap-around porch. Applicant: John Sims Location: 2490 North Street Ms. Albert presented the staff report. John Sims, on behalf of Marilyn Hampton, is requesting a Certificate of Appropriateness to construct a wraparound porch for the property located at 2490 North Street. The applicant is seeking to construct a wraparound porch that will be treated deck boards along with a treated wood foundation, the posts will be six by sixes and will be wrapped with hardy board/fiber cement siding and painted to match the existing trim. The porch roof will be wood framed into the siding and will match the asphalt shingle roof soffit. The property is listed in the 1991 Beaumont SPARE Survey and was built circa 1940 and classified as a Traditional/Tudor Revival. The significance of the structure was listed as :&3!,9*251,!4-! )461+!)*6!''!,6*!/48703.%< Planning staff recommended approval of this request with the following conditions: 1.If approved, a variance to the minimum front yard setback must be obtained from the Board of Adjustment. 2.All applicable permits are obtained through the Building Codes Department. Slides of the subject property were shown. Brief discussion followed concerning specifics of the request and work completed on the property thus far as it relates to the original 1940 character of the home. 9$ $ Historic Landmark Commission $$ March 9, 2026 $ Mrs. Luckey explained that staff has issued repair permits for windows and siding that were based upon a scope of work that is separate from the requested item currently being considered by the Commission. Ms. Albert noted that staff has approved repair permits to allow everything to be replaced to match the existing character of the home. The applicant was present. John Sims, 2190 Orange Street, Beaumont, Texas addressed the Commission. Mr. Sims stated the intentions of the wrap-around porch construction, including siding to be used, columns, windows, roofing, and doors. Further discussion followed concerning siding, columns, windows, roofing and doors. Additionally, discussion followed concerning specifics of the request directly relating to construction of the wrap-around porch. Following was discussion concerning the possibility of tabling the item versus amending the conditions in order to provide detailed requests of the Commission. Commissioner Kelley moved to approve the request for a Certificate of Appropriateness to construct a wrap-around porch, as requested in PZ2026-40, with the following conditions: 1. If approved, a variance to the minimum front yard setback must be obtained from the Board of Adjustment. 2.All applicable permits are obtained through the Building Codes Department ; and, with the following additional conditions: 3.Final column design shall be consistent with an eclectic Tudor architectural style and shall be submitted to staff for approval. 4.Shall install scalloped fascia boards consistent with the original scalloped entry detail. 5.Shall incorporate either a low-slope roof system or an appropriate pitched roof design consistent with the eclectic Tudor architectural style and shall be submitted to staff for approval. Commissioner Makin seconded the motion. A roll call vote was taken. The motion to approve the request carried 9:2. :$ $ Historic Landmark Commission $$ March 9, 2026 $ HISTORIC DISTRICT CODE ENFORCEMENT REPORT Ms. LeBlanc presented the Historic District Code Enforcement Report for the month of February 2026, including information about current violations and inspections. OTHER BUSINESS Chairman LaBiche thanked the Commissioners for voting consciously in order to maintain the Historic District. The Commission requested staff to research the zoning occupancy requirements of 2350 Long Street. THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED AT 4:52 P.M. <$ $
