Commissioner Strassburger seconded the motion. The motion to approve carried 9:0. Commissioner Crawford not yet present. REGULAR MEETING 1) PZ2026-2 : A request for a Certificate of Appropriateness to allow white washing of M\]TNV!^`\]QLNP^(!TY^_LWWL_TZY!ZQ!NT\]N`WL\]!O\]TaPbLd!LYO!TY^_LWWL_TZY!ZQ!LY!3g!bZZO!\[\]TaLNd! fence. Applicant: Cody Wiebelhaus Location: 2550 Ashely Avenue Historic Landmark Commission $$ February 9, 2026 $ Ms. Albert presented the staff report. Cody Wiebelhaus, is requesting a Certificate of Appropriateness to allow white washing of brick surfaces, installation of circular driveway and ated at 2550 Ashley Avenue. Additionally, should the cleaning reveal the brick to be excessively damaged or replaced inconsistently from previous repairs the applicant is seeking to white wash the brick on the structure. Section 28.03.018 Historical-Cultural Landmark Preservation Overlay brick surfaces not previously painted may not be matched with that of :T^_\]TN_!%R&%?&%TT&!^_L_P^(!e the existing brick surface or that the painting is necessary to restore or preserve the brick itself *f Additionally, the existing cyclone fence will be replaced with a consistent wrought iron fence and privacy fence. The applicant is seeking to install an eight (8) foot framed and capped wooden privacy fence along the eastern property line extending from Ashley north to Evalon. Section 28.03.018 Historical-Cultural Landmark Preservation Overlay District (g)(3)(b) states, FE!+!219/1! or wall this is at least eighty (80) percent open may be erected to a maximum height of six (6) feet. f!! Lastly, along with new landscaping the applicant intends to clean and repair the existing fountain at the front of the home and install an additional fountain at the center with white landscaping rock. To enhance the formal entry and curb appeal, the applicant is seeking to install a concrete circular driveway. Historically, circular drives have not been permitted within the district as parking in front yards often obscures the view of architectural features of the home. However, with the significant frontage this property has, and the extensive parking area in the rear the proposed drive could enhance visibility of the structure. This home is not listed in the SPARE Beaumont Survey. $ Planning staff recommended approval of the request with the following condition: 1. All applicable permits are obtained through the Building Codes Department. Slides of the subject property were shown. Brief discussion followed concerning location of the proposed fence. The applicant was present. Cody Wieblehaus, 2550 Ashely Avenue, Beaumont, Texas addressed the Commission. Mr. Wiebelhaus discussed specifics of the current and proposed fencing. He stated that the existing interior gates will be relocated. Mr. Wiebelhaus further stated white washing of the brick surface is no longer required and wishes to remove the white washing component of the request. The motion to approve the request carried 10:0. 2) PZ2026-12 : A request for a Certificate of Appropriateness to renew the approval of relocating an existing house into the Oaks Historic District and pain house, install front door, windows and porch Applicant: James Callas Location: 2345 Louisiana Street Ms. Albert presented the staff report. James Callas, is requesting a Certificate of Appropriateness to renew the approval of relocating an existing house into the Oaks Historic District. The structure was once located at the Ida Reed Dog Park and used by the Boy Scouts as their meeting space. Since the original approval, the structure was relocated to 2345 Louisiana. Mr. Callas is seeking to remodel the structure into a residential home for rent that will contain two (2) bedrooms and one bathroom. The structure will be placed on a wood piling pier and beam foundation, he intends to finish out the soffit, fascia boards and side gables to match existing trim and siding, and install a new front door and nine (9) over nine (9) pane colonial white frame windows. Additionally, Mr. Callas is seeking to construct a front porch that will be made out of 4x6, 2x8, 2x4 pine wood for the deck, frame, and hand rails respectively and keep the wood natural in color. Lastly, Mr. Callas is seeking permission to paint the house, with the body color to be Colonial Revival Green Stone (SW2826), trim to be Downing Sand (SW2822), and the shutters and front door to be Rookwood Dark Green (SW2816). Planning staff recommended approval of this request with the following conditions: 1. All applicable permits are obtained through the Building Codes Department. 2. Porch shall be painted the same color as the trim. Slides of the subject property were shown. The applicant was present. James Callas, 5375 Rosemary Drive, Beaumont, Texas addressed the Commission. Mr. Callas provided specifics of the request and gave a brief history of the hut to be moved onto the property. 7$ $ Historic Landmark Commission $$ February 9, 2026 $ Commissioner Sigee moved to approve the request for a Certificate of Appropriateness to renew the approval of relocating an existing house into the Oaks Historic District and paint house, install front door, windows and porch, as requested in PZ2026-12, with the following conditions: 1. All applicable permits are obtained through the Building Codes Department. 2. Porch shall be painted the same color as the trim. Acting Chair Makin seconded the motion. A roll call vote was taken. HISTORIC DISTRICT CODE ENFORCEMENT REPORT Ms. LeBlanc presented the Historic District Code Enforcement Report for the month of January 2026, including information about current violations and inspections. OTHER BUSINESS Mrs. Luckey invited the Commissioners to attend the Community Comprehensive Plan Charette taking place at the Event Centre today from 5:00-7:00 pm.
