HomeMy WebLinkAbout01-12-26 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION January 12, 2026 Council Chambers, City Hall, 801 Main Street, Beaumont, Texas \] A Regular Meeting of the Historic Landmark Commission was held on January 12, 2026 and called to order at 3:31 p.m. with the following members present: Chairman Dohn LaBiche *arrived at 3:36 pm Commissioner John Berube Commissioner Shelby Brannan Commissioner Christina Crawford Commissioner Kate Hambright Commissioner Ronald Kelley Commissioner Lynda Kay Makin Commissioner Marva Provo Commissioner Jennifer Ravey Commissioner Julie Strassburger Commissioner Kirk Thomas Commission Members absent : Commissioner Thomas Sigee Also present: Tyraan Albert, Planner I Demi Engman, Director of Planning & Community Development Susan Smith, Recording Secretary Abigail LeBlanc, Oaks Historic Code Enforcement Inspector Acting Chair Makin stated that the meeting will be turned over to Chairman LaBiche upon his arrival. APPROVAL OF MINUTES Commissioner Hambright moved to approve the minutes of the Regular Meeting held on December 8, 2025. Commissioner Strassburger seconded the motion. The motion to approve carried 10:0. Chairman LaBiche not yet present. Chairman LaBiche arrived at 3:36 p.m. and requested that Acting Chair Makin continue presiding over the meeting. Historic Landmark Commission $$ January 12, 2026 $ REGULAR MEETING 1) PZ2025-422 : A request for a Certificate of Appropriateness to replace windows, restore the limewash on the brick exterior, add corbels to the existing brick columns, and add a pair of French doors and a brick exterior wall where the addition and original section of the house meet. Applicant: April Malain Location: 2615 Gladys Avenue Ms. Albert presented the staff report. April Malain, on behalf of Anna and Alto Watson, is requesting a Certificate of Appropriateness to replace windows, restore the limewash on the brick exterior, add corbels to the existing brick columns, and add a pair of French doors and a brick exterior wall where the addition and original section of the house meet for the property located at 2615 Gladys Avenue. The applicant plans to replace all of the windows on the front façade of the home to have all windows and trim matching, the windows will remain being 1 over 1 and the trim will be Rookwood Shutter Green (SW 2809). The applicant also plans to restore the existing limewash on the exterior brick and will be a custom color that is a mixture of Romabio Avorio White and Romabio Toscana Beige to match SW 2829 Classical White. The applicant also plans to add corbels to the existing brick columns and will be matched to the trim color Rookwood Shutter Green (SW 2809). Lastly, the applicant plans to add a pair of French doors and a brick exterior wall where the addition of the home and the original section of the home meet to make the front wall cohesive and aligned. This home is listed in the 1991 SPARE Beaumont Survey as built circa 1942 and classified as a P\\Y\\\[VNY!_RcVcNY+!JUR!_RP\\_QR_!\[\\aRQ!aUNa!aUR!hU\\b`R!V`!dRYY!ZNV\[aNV\[RQ+i!JUR!`VT\[VSVPN\[PR!\\S!aUV`! -story house form U\\ZR!V`!YV`aRQ!N`!h8\[!ReNZ\]YR!\\S!N!P\\ZZ\\\[!ad\\ObVYa!`V\[PR!aUR!-5/,j`+i! Planning staff recommended approval of this request with the following condition: 1. All applicable permits are obtained through the Building Codes Department. Slides of the subject property were shown. Brief discussion followed concerning the history of the home. The applicant and property owner were present. Property Owner Anna Watson, 2615 Gladys Avenue, Beaumont, Texas addressed the Commission. Mrs. Watson stated that they have been working on the presentation for a year and requested approval of the request. She further stated that the project will be complete within a year. Applicant April Malain, 5570 Fleetwood, Beaumont, Texas addressed the Commission. Commissioner Crawford moved to approve the request for a Certificate of Appropriateness to replace windows, restore the limewash on the brick exterior, add corbels to the existing brick columns, and add a pair of French doors and a brick exterior wall where the addition and original section of the house meet, as requested in PZ2025-422, with the following condition: 1. All applicable permits are obtained through the Building Codes Department. Commissioner Brannan seconded the motion. A roll call vote was taken. The motion to approve the request carried 11:0. HISTORIC DISTRICT CODE ENFORCEMENT REPORT Ms. LeBlanc presented the Historic District Code Enforcement Report for the month of December 2025, including information about current violations and inspections. OTHER BUSINESS Commissioner Crawford announced that meetings of the Oaks Historic District will now be held in the evening at the McFaddin-Ward House Visitor Center.
