A Joint Public Hearing of the Planning Commission and City Council was held on December 15,
2025 and called to order at 3:00 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Jabbar moved to approve the minutes of the Joint Public Hearings held on
November 17, 2025. Commissioner Mason seconded the motion. The motion to approve the
minutes carried 9:0.

REGULAR MEETING
1) PZ2025-245:
Request for approval of a Preliminary Plat of The Meadows Subdivision
Phase Five-West, Beaumont, Jefferson County, Texas
Applicant: Schaumburg & Polk, Inc.
Location: Extension of Meadow Run to the south
Mrs. Engman reported that the applicant requested for this item to be tabled until the next meeting.
2) PZ2025-377:
Request for approval of a Replat of Lot 30, Block 16, West Oakland
Addition and of Lot 4, Tract 1, Block 2, C.E. Smith Addition and of Lots 11, 12 and 13,
Block 2 into Lots 1-4, Block 1, United Subdivision, Beaumont, Jefferson County, Texas,
containing 33.07 acres more or less.
Applicant: Windrose Land Surveying
Location: 5945, 6001 Walden Road and lot to the West
Mrs. Engman presented the staff report. Mary Salmonsen, of Windrose Land Surveying, is seeking
approval of a Replat of Lot 30, Block 16, West Oakland Addition and of Lot 4, Tract 1, Block 2,
C.E. Smith Addition and of Lots 11, 12, 13 Block 2, Beaumont Citrus Fruit Gardens Addition,
Beaumont, Jefferson County, Texas into Lots 1-4, Block 1, United Subdivision, Beaumont,
Jefferson County, Texas, containing 33.07 acres more or less. The intent of the plat is to divide the
land into four lots for future commercial development.
Slides of the plat, subject property, and surrounding area were shown.
The Planning Staff recommended approval of the request with the following conditions:
1. Shall add the addresses provided by the Southeast Texas Regional Planning Commission
(SETRPC) on the plat prior to final recordation.
2. Shall add the location of flood zones for all areas to the plat prior to final recordation.
3. The access easement instrument be recorded on the plat.
Twenty-two (22) notices were mailed to property owners within two hundred (200) feet of the
subject property. Zero (0) responses were received in favor and zero (0) were received in
opposition.
The applicant was present. Nicky Richards, 13455 Noel Rd, Dallas, TX, addressed the
Commission. She stated that she did not have any further information but was available for
questions.
The public hearing on this item was opened at 3:03 p.m.

Mark Gonnering, counsel for Mason Construction, 6285 Walden Rd, addressed the Commission.
He stated that they had been informed about the request but did not have a lot of information about
it and that they are not necessarily opposed but have concerns about drainage and possible flooding
issues.
Brief discussion followed concerning the drainage.
The public hearing was closed at 3:05 p.m.
The applicant was given an opportunity for a rebuttal. She stated that they are working closely
with DD6 to ensure all drainage concerns are addressed and that models are being created for
mitigation and to ensure that the property is properly engineered.
Commissioner Jabbar moved to approve the request for a Replat of Lot 30, Block 16, West
Oakland Addition and of Lot 4, Tract 1, Block 2, C.E. Smith Addition and of Lots 11, 12 and 13,
block 2, Beaumont Citrus Fruit Gardens Addition, Beaumont, Jefferson County, Texas into Lots
1-4, Block 1, United Subdivision, Beaumont, Jefferson County, Texas, containing 33.07 acres
more or less, as requested in PZ2025-377, with the following conditions:

Commissioner Linton seconded the motion. The motion to approve the request carried 8:0:1 with
Commissioner Mason abstaining.
JOINT PUBLIC HEARINGS
Mayor West called the Joint Public Hearings of December 15, 2025 to order at 3:15 p.m. and
explained the purpose of the Joint Public Hearing process. Mayor West then turned the meeting
over to Chair Makin to conduct the Joint Public Hearings.
3)PZ2025-345:
Request for approval of a Specfic Use Permit to allow a washateria in a
GC-MD-2 (General Commercial-Multiple Family-2) District.
Applicant: Hung Nguyen
Location: 4515 N. Major Drive, Suite A-B
Mrs. Engman presented the staff report. Hung Nguyen requests a Specific Use Permit to allow a
washateria to be located at 4515 N Major Drive, Suite A-B. The GC-MD-2 (General Commercial-
Multiple Family Dwelling-2) zoning district requires a Specific Use Permit for all new proposed
land uses. Major Mojo Washateria will offer 24-7 self-service washing and drying machines, with
folding tables, vending machines, free Wi-Fi access, and a lounge area.

The Planning Staff recommended approval of the request with the following condition:
1. Shall comply with all applicable Building and Fire codes.
2. Construction plans must meet all requirements by Water Utilities for water and sanitary

Nine (9) notices were mailed to property owners within two hundred (200) feet of the subject
property. Zero (0) responses were received in favor and zero (0) were received in opposition.
Brief discussion followed concerning parking.

The applicant was present. Hung Nguyen, 2648 36 Street, Port Arthur, Texas addressed the
Commission. He stated that he did not have any further information but was available for
questions. In response to questions from the Commission, he stated that there will be security
cameras and lighting and round-the-clock staffing and that this was their first business venture and
would be the only location.
The public hearing was opened and closed without comment at 3:19 p.m.
Commissioner Linton moved to approve the request for a Specific Use Permit to allow a washateria
in a GC-MD-2 (General Commercial-Multiple Family Dwelling-2) District, as requested in
PZ2025-345, with the following conditions:
1. Shall comply with all applicable Building and Fire codes.
2. Construction plans must meet all requirements by Water Utilities for water and sanitary

4) PZ2025-374:
Request for approval of Rezoning from R-S (Residential-Single Family
Dwelling) to GC-MD (General Commercial-Multiple Family Dwelling) or a more
restrictive zoning district.
Applicant: Abdallah Atiyeh
Location: 7085 Highway 105 and two lots to the East and the lot immediately West
Mrs. Engman presented the staff report. Abdallah Atiyeh, is requesting approval of a Rezoning
from an R-S (Residential-Single Family Dwelling) District to GC-MD (General Commercial-
Multiple Family Dwelling) or a more restrictive zoning district, for the property located at 7085
Highway 105 and the lot immediately west, and the two lots to the east.

According to the Comprehensive Plan of Beaumont the property is located within a Contemporary
allowing for a diversity of housing types and convenient

access to parks, schools and shopping centers while still protecting single-family residential areas
from intrusion of incompatible land uses and vehicular traffic.

Comprehensive Plan of Beaumont.
A shopping center development along this corridor is appropriate considering its proximity to
Major Drive and Highway 105.
Slides of the site plan, subject property, and surrounding area were shown.
The Planning Staff recommended approval of this request.
Fourteen (14) notices were mailed to property owners within two hundred (200) feet of the subject
property. Zero (0) responses were received in favor and two (2) were received in opposition. Mrs.
Engman reported that several were also received at the meeting, but some appeared to be copies
and they would have to be reviewed to see if the opposition meets the 20% threshold for a super
majority vote.
Mrs. Engman added that it appeared the property had been graded without a permit.
The applicant was present. Abdallah Atiyeh, 8385 Evangeline Lane, Beaumont, Texas addressed
the Commission. He stated that he is a home builder but for this property, homes would not work
and a shopping center would be the best use. He added that it would be fenced and landscaped.
Discussion followed concerning the specifics of the property, the distance from the neighbors and
the traffic patterns.
The public hearing on this item was opened at 3:28 p.m.
Frances Maurer, 7195 Clay Circle, addressed the Commission in opposition. She stated that they
already have problems with trespassing, litter and traffic and this development would add to that.
She provided pictures of the property to the Commission. She stated that this is a small
neighborhood and they would like to keep it that way.
Danny Phillips, 7190 Clay Circle, addressed the Commission in opposition. He stated that they
have a big problem with traffic in the area due to people using RFD Rd as a cut through and
because of the large number of people living in the nearby apartment complex. He added that there
are visibility problems that make it dangerous. He stated that this request will increase the traffic
problems that they already have.
Discussion followed to clarify whether this request would be spot zoning with Mrs. Engman
explaining that it would not be as it aligns with the comprehensive plan.
Mike Maurer, 7195 Clay Circle, addressed the Commission. He stated that they already have a lot
of traffic and that they previously had more trees that provided protection, but they have been

removed. He stated that he is worried about an increase in crime and that protecting the people is
more important than money.
Tom Cockerill, 5810 Scenic Dr, addressed the Commission. He stated that the neighborhood was
designed as a residential area and that he was opposed to commercial development due to the
neighborhood design and maintaining a peaceful environment.
Dawn Cockerill, 5810 Scenic Dr, addressed the Commission. She stated that the lake in the
neighborhood is an artisanal natural spring and a home to various wildlife and she had concerns
for their protection.
June Cook, 5670 Scenic Dr, addressed the Commission. She stated that she is the secretary of the
HOA and wanted to add that there is also a park and grassy area in the neighborhood that the HOA
owns and that this area was never intended for commercial development. She added that there are
no sidewalks on Hwy 105 and that traffic congestion is already a problem, so she opposes this
request.
The public hearing was closed at 3:43 p.m.
The applicant was given an opportunity for a rebuttal. He stated that there is traffic everywhere in

freedom, he is just trying to help the community by providing a business.
Discussion followed concerning options for another entrance and the possibility of approving
another zoning district such as GC-MD 2.
Commissioner Sonier moved to table this item to the January meeting and to require the applicant
to provide a rendering. Commissioner Jabbar seconded the motion.
The motion failed 3:6 with Commissioners Sonnier, Jabbar and Javed voting in favor and
Commissioners Makin, Beatty, Linton, Little, Mason and Templeton voting in opposition.
Commissioner Little moved to approve the request of Rezoning of properties from R-S
(Residential-Single Family Dwelling) to GC-MD-2 (General Commercial-Multiple Family
Dwelling-2) as requested in PZ2025-374, with one condition.
1. A grading permit be obtained.

Commissioner Linton seconded the motion. The motion to approve the request carried 6:3 with
Commissioners Makin, Beatty, Javed, Linton, Little, and Mason voting in favor and
Commissioners Templeton, Jabbar and Sonnier voting in opposition.
