HomeMy WebLinkAbout10-13-25 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION October 13, 2025 Council Chambers, City Hall, 801 Main Street, Beaumont, Texas \\ A Regular Meeting of the Historic Landmark Commission was held on October 13, 2025 and called to order at 3:30 p.m. with the following members present: Chairman Dohn LaBiche Commissioner John Berube Commissioner Shelby Brannan Commissioner Christina Crawford Commissioner Kate Hambright Commissioner Ronald Kelley Commissioner Lynda Kay Makin Commissioner Jennifer Ravey Commissioner Thomas Sigee Commissioner Julie Strassburger Commissioner Kirk Thomas Commission Members absent : Commissioner Marva Provo Also present: Elayna Luckey, Planner II Tyraan Albert, Planner I Susan Smith, Recording Secretary Silas Clutter, Demolition Coordinator Abigail LeBlanc, Oaks Historic Code Enforcement Inspector Chairman LaBiche began the meeting by welcoming the newly appointed Commissioners and asked all Commissioners to introduce themselves. APPROVAL OF MINUTES Commissioner Makin moved to approve the minutes of the Regular Meeting held on August 11, 2025. Commissioner Sigee seconded the motion. The motion to approve carried 11:0. REGULAR MEETING 1) PZ2025-303 : A request for a Certificate of Appropriateness to support the installation of Historic Landmark Commission $$ October 13, 2025 $ a State Historical Marker. Applicant: Jennifer Trenbeath, Jefferson County Historical Commission Location: 3930 Babe Zaharias Drive The Jefferson County Historical Commission is seeking Mrs. Luckey presented the staff report. support of the installation of a State Historical Marker from the Texas Historical Commission onto City of Beaumont property. The historical marker has been approved through the Texas Historical 8\[YYU__U\[Zj_!JZPQ^`\[XP!CM^WQ^!\\^\[S^MY!R\[^!FM`UXX\[!b)!H`M`Q)!ITQ!FM`UXX\[!RMYUXe!^Q\]aQ_`QP!R\[^!`TQ! marker to be placed near the Civilian Conservation Corps building in Tyrrell Park. On December 17, 1930, Beaumont native, Sadie Patillo sat in the white section of a city bus and ^QRa_QP!`\[!Y\[bQ!`\[!`TQ!hDQS^\[i!_QO`U\[Z!cTQZ!M_WQP!MZP!cM_!aX`UYM`QXe!RUZQP!`TQ!YMdUYaY!\\QZMX`e! under the 1891 Separate Coach Law. Patillo appealed the decision in the Court of Criminal Appeals \[R!IQdM_)!FM`UXX\[j_!M``\[^ZQe'!KUXXUMY!Ga__QXX!7XMUZ'!M^SaQP!`TM`!`TQ!HQ\\M^M`Q!8\[MOT!BMc!cM_! codified prior to the invention of municipal bus service and only applied to railways, street cars and interurban railways. The court sided with Patillo and Blain since the law did not expressly mention buses or other public conveyances. Planning staff recommended approval of the request. Slides of the proposed site were shown. A representative of the applicant present. Theresa Goodness, Jefferson County Historical Commission Chair, 1149 Pearl Street, Third Floor, Beaumont, Texas addressed the Commission. She stated that the State of Texas will fund the marker and provided details relating to the Patillo lawsuit. Ms. Goodness further stated that the family requested that the marker be placed at Tyrrell Park. She also read the statement that will be placed on the marker. Commissioner Hambright, Jefferson County Historical Commission Marker Chair, provided additional comments relating to the location of the proposed marker. Mrs. Luckey noted that Tyrrell Park is included in the Parks For All Master Plan Update and that the marker could possibly be featured as part of the Plan. Commissioner Hambright stated that she will abstain from voting as she is the Marker Chair of the Jefferson County Historical Commission, which is the Commission requesting the marker. Commissioner Sigee moved to approve the request for a Certificate of Appropriateness to support the installation of a State Historical Marker, as requested in PZ2025-303. Commissioner Crawford seconded the motion. A roll call vote was taken. The motion to approve the request carried 10:0:1 (Hambright). 2) PZ2025-311 : A request for a Certificate of Appropriateness to paint a structure. Applicant: Shellie Gums Location: 2590 Pecos Street Ms. Albert presented the staff report. Shellie Gums is requesting a Certificate of Appropriateness to paint the brick façade of the structure at 2590 Pecos Street. She intends to paint the brick façade and the trim white. Section 28.03.018 Historic-Cultural Landmark Preservation Overlay District (g)(H)(ii) states, K4C<5=!DFC8357D!@AE!BC7G<AFD>J!B3<@E76!?3J!@AE!47!B3<@E76!F@>7DD!E:7!3BB><53@E!7DE34><D:7D!E:3E!E:7! color and texture of replacement brick cannot be matched with that of the existing brick surface AC!E:3E!E:7!B3<@E<@9!<D!@757DD3CJ!EA!C7DEAC7!AC!BC7D7CG7!E:7!4C<5=!<ED7>8&L The structure is not listed in the SPARE Beaumont Survey. Planning staff recommended denial of this request. Slides of the subject property and surrounding area were shown. Brief discussion followed concerning age of the structure. The applicant was present. Shellie Gums, 6020 Longwood Street, Beaumont, Texas addressed the Commission. She stated that she wishes to beautify the property by painting the brick façade and the trim white. Ms. Gums further stated that mansard roof will be replaced with black shingles and she would like to paint the doors brown. Further discussion followed concerning possible overall color scheme of the structure and City regulations relating to painting of brick within the Historic Landmark District. Commissioner Makin moved to deny the request for a Certificate of Appropriateness to paint a structure, as requested in PZ2025-311. Commissioner Berube seconded the motion. A roll call vote was taken. The motion to deny the request carried 11:0. 3) PZ2025-322 : A request for a Certificate of Demolition to demolish a commercial 7$ $ Historic Landmark Commission $$ October 13, 2025 $ structure. Applicant: City of Beaumont Location: 2121 McFaddin Street Ms. Albert presented the staff report. Boyd Meier, Building Official, requests a Certificate of Demolition for the commercial structure located at 2121 McFaddin Street known as the Green Beanery. According to the inspection report, this structure was originally tagged as a substandard structure on June 23, 2025 after a major fire that caused severe structural damage. The property owner boarded and secured the structure following the fire but has not entered into a work program or communicated plans for repair. Based on the extensive repairs needed for this structure the Building Codes Staff is recommending approval of the raze order. The property is listed in the 1990 SPARE Beaumont Survey as built circa 1930 and classified as a Colonial Revival. The recorder noted that structurally sound and well- K2:7!:AFD7!<D?3<@E3<@76&L! The significance of this home is listed as -class housing built K2:7!:AFD7!<D!3@!7I3?B>7!A8!?<66>7 <@!E:7!(+)'MD!3@6!(+*'MD!<@!-73F?A@E&L Planning staff recommended approval of this request. Twelve (12) notices were mailed to property owners within two hundred (200) feet of the subject property. Zero (0) responses were received in favor and zero (0) were received in opposition. Slides of the subject property and surrounding area were shown. Silas Clutter, City of Beaumont Demolition Coordinator, addressed the Commission. He stated that he has not inspected the interior of the structure. The property owner was present. Glenn Watz, 7860 Evangeline Lane, Beaumont, Texas addressed the Commission. Mr. Watz stated that the window openings have been boarded. He further stated commercial use of the property ended in 2015 and has since been used for storage. Mr. Watz also stated that there is minimal damage on the interior of the structure. He further provided a recent history of the property. Mr. Watz also stated that he wishes to donate the building to a non-profit organization for use as office space and can provide an update of the donation status within two- three weeks. He stated that he has no quote for restoration at this time, but will begin a fund for restoration. Mr. Watz further made a commitment to donate the property. He stated that the June 2025 fire was confined to one upstairs room and the roof is not leaking. Mrs. Luckey noted that approval of the request will not result in an immediate raze of the property and that placing the property on a Work Program through City Council approval will allow time (mid 2026) for renovations to begin. Mr. Clutter stated that the structure is not at risk of imminent collapse. He further explained the demolition process. 8$ $ Historic Landmark Commission $$ October 13, 2025 $ Commissioner Thomas moved to approve the request for a Certificate of Demolition to demolish a commercial structure, as requested in PZ2025-322. Commissioner Brannan seconded the motion. A roll call vote was taken. HISTORIC DISTRICT CODE ENFORCEMENT REPORT Ms. LeBlanc presented the Historic District Code Enforcement Report for the month of September 2025, including information about current violations and inspections. Brief discussion was had concerning the stacking ordinance and rodent harborage ordinance. OTHER BUSINESS Mrs. Luckey announced that updated A Field Guide to American Houses books have been distributed to the Commissioners.
