Council consider a resolution authorizing the City Manager to award a contract to Gulf
Coast Electric Co., Inc., of Beaumont, for the Electrical Control Improvements for
Mulberry Street, Piney Point Lane, and Wall Street Lift Stations (REBID) Project.

Greenscapes Six, of Liberty, for the Howell St and Sue Lane Pavement Restoration

PUBLIC HEARING
Council to conduct a Public Hearing to declare the following 50 structures to be
unsafe and order the owners to raze the said structures within 10 days. If the
property owner fails to comply within 10 days, staff is requesting City Council
authorization to demolish these structures without further notification to the property
owner or City Council action. Additionally, if the property owner of a structure
requests and is authorized by City Council to enroll in a work program, all delinquent
taxes shall be paid in full, or a payment plan shall be established prior to enrollment in
the work program. Enrollment in the work program shall occur within 10 days after
the effective date of the ordinance.

1.Council to consider a resolution accepting maintenance of the street, storm sewer, water,
and sanitary sewer improvements in Bellechase West Subdivision, Section Two.
Parigi Property Management, Ltd., extended Northchase Avenue approximately 534
linear feet to the north, constructed Michele Court approximately 373 linear feet east-west
to include culde-sacs and constructed Bellechase Court approximately 373 linear feet
east-west to include culde-sacs.
Recommended for acceptance are the right-of-way improvements only, which include
pavement, storm sewer, water, and sanitary sewer infrastructure for Bellechase West
Subdivision, Section Two. The improvements successfully passed final inspection by all
stakeholder entities on September 22, 2025.
Approval of the resolution.
Councilmember Crenshaw moved to APPROVE A RESOLUTION THAT THE CITY MANAGER BE
AND HE IS HEREBY AUTHORIZED TO ACCEPT MAINTENANCE OF THE STREET, STORM SEWER,
WATER, AND SANITARY SEWER IMPROVEMENTS IN BELLECHASE WEST SUBDIVISION, SECTION
TWO. Councilmember Sherwood seconded the motion.

Parigi Property Management, Ltd., extended Avenue Montclaire approximately 362 linear
feet to the north and constructed Ferncrest Drive approximately 500 linear feet east-west
from the extended Avenue Montclaire to a cul-de-sac.
Recommended for acceptance are the right-of-way improvements only, which include
pavement, storm sewer, water, and sanitary sewer infrastructure for Montclaire
Subdivision, Phase Three, Section A. The improvements successfully passed final
inspection by all stakeholder entities on September 19, 2025.

3.Council to consider a resolution authorizing the City Manager to execute Change Order
No. 1 to the contract with SETEX Construction Corp, of Beaumont, Texas for the 23rd
Street Sanitary Sewer Trunkline Rehabilitation Phase I Project.
On April 15, 2025, by Resolution No. 25-088, City Council awarded a contract to SETEX
Construction Corp., of Beaumont, Texas, in the amount of $215,908.46 for the 23rd Street
Sanitary Sewer Trunkline Rehabilitation Phase I Project.
Proposed Change Order No. 1, in the amount of $20,562.45, is needed to remove Bid
Item 20 and add a new bid item. The current project layout does not provide sufficient
space to install the work as originally designed under Bid Item 20.
An additional 35 calendar days is requested to allow for change order approval time and
lead
time for the delivery of the new manhole. If approved, the revised contract amount will be
$236,470.91.
Funds will come from Water Revenue Bonds.

1.Council to consider the creation and the appointment of members to a Bond Oversight
Committee.
To foster transparency, accountability, and promote community trust a Bond Oversight
Committee will be established should any proposition on the Bond Election pass. The
Committee will meet as necessary to review the allocation of funds and monitor the
progress of projects. The following individuals are hereby appointed: Dr. John Adolph, Dr.
Shannon Allen, Brad Brown, Tania Castelan, Justin Doss, John Eugene, Joel Foxworth,
Guy Goodson, Don King, Arthur Louis, Roy Steinhagen, Dr. Jaime Taylor, Daylyn Turner,
Dr. Sid Valentine, Dana Johnson Williams, and Fred Zeno.
Guy Goodson has been appointed as Chair.

The terms for all committee members shall begin on November 5, 2025, and dissolve
upon the completion of the last proposition project.
Councilmember Sherwood left the meeting during the discussion of the item at 9:52 a.m.
and returned at 9:53 a.m.
After discussion Councilmember Williams moved to table the item until after the
November 4, 2025, Special Election, this item would come back to Council at the
November 18, 2025, Council meeting. Councilmember Hilliard second the motion.

Steinhagen, Arthur Louis, John Eugene, Tania Castelan, Pat Parson, Gigi Sotolongo
Mazzla, Frank Messina, LaShon Proctor, James Andrew Edwards and Terry Roy. Mayor
Pro Tem Turner seconded the motion.
The City Attorney stated since there was a motion to establish a Bond Facilitation
Committee there would need to be two votes. One to change the name from the Bond
Oversight Committee to a Bond Facilitation Committee.
All Councilmembers voted in favor of changing the name of the Oversight Committee to
Bond Facilitation Committee.
Councilmember Crenshaw motion to APPROVE A RESOLUTION THAT A BOND FACILITATION
COMMITTEE IS HEREBY ESTABLISHED, EFFECTIVE UPON THE PASSAGE OF ANY PROPOSITION IN
THE BOND ELECTION; AND THAT THE TERM OF EACH MEMBER SHALL BEGIN NOVEMBER 5, 2025,
AND DISSOLVE UPON THE COMPLETION OF THE LAST PROPOSITION PROJECT. Mayor Pro Tem

REQUESTED ACTION:Council consider a resolution to approve the renewal of the annual
maintenance agreement for the financial software package used
across all departments.
BACKGROUND
This purchase is exempt from competitive bidding as the software is available exclusively from a
single source with exclusive modification and maintenance rights. The software maintenance
agreement includes unlimited phone support and up to three yearly software updates. The annual
cost for this maintenance is $123,458.86, covering the period starting November 1, 2025. The
agreement applies to the following applications:

MEETING DATE:October 21, 2025
REQUESTED ACTION:Council consider a resolution approving an annual maintenance
agreement for a third-party cybersecurity monitoring service.
BACKGROUND
The current solution is being used by the Information Technology department citywide on all
computers and servers to detect and respond to cybersecurity threats.
The service fully investigates, responds, and addresses any threat on protected devices within
sixty minutes, 24/7. This reduces the City’s need for immediate threat response capabilities. To
match this capacity, Beaumont would require 24/7 availability to respond to threats within one
hour.
This agreement is for an annual period beginning on October 31, 2025, in the amount of
$184,108.85.
Pricing was obtained through the Texas DIR purchasing cooperative, which provides

Steering Committee for the Beaumont Comprehensive Plan.
BACKGROUND
In accordance with Texas Local Government Code Chapter 213, the City is beginning the
process to develop a new Comprehensive Plan for Beaumont. To ensure that Beaumont
continues to grow in a thoughtful and strategic manner, staff respectfully requests the Council to
consider forming a Beaumont Comprehensive Plan Steering Committee. This committee would
serve as a representative body of community stakeholders, residents, and City staff to guide the
process of developing the long-term vision for our city. The Planning Commission and City
Council will be asked to actively participate in the development of the plan and ultimately asked
to formally adopt the Plan, setting forth a vision of Beaumont for years to come.
This item was heard at the October 20, 2025, Planning Commission meeting. The proposed
members are as follows:

Electric Company, Inc. of Beaumont for electrical services.
BACKGROUND
The contract specifies that the successful bidder will provide assorted electrical services at a
fixed hourly rate and a fixed percentage markup of materials and equipment rental to maintain
City electrical systems. The contract requires the contractor to have personnel onsite to assist the
City with emergency repairs in the event of a disaster.
Bids were requested from 412 vendors; and two responses were received. Gulf Coast Electric
Company, Inc., who has held this contract for several years, is the lowest, qualified bidder. The
total bid represents an approximate .04% decrease from the current contract, with a total
estimated annual cost of $211,050.

One Komatsu PC88MR-11 Excavator, for $125,300. The new unit will replace Unit
5175.
One Komatsu D65PX-18 Bulldozer, for $617,015. This new unit will replace Unit 5217.
Both units have surpassed their useful life expectancy. The existing units will be disposed of in
accordance with the City surplus property policies.
The total purchase cost is $742,315. Pricing was obtained from Waukesha Pearce of Dallas,
through the Buyboard purchasing cooperative contract, which complies with the State of Texas’

1.General
No terms or conditions of Buyers purchase order whichis different from or inadditions to Sellersterms and
conditions set forth herein shall bind Seller unless expressly agreed to in writing by Sellers duly authorized
representative. Buyers acceptance of any offer made by Seller is expressly limited to the terms and conditions
provided herein.Unless otherwise stated, Sellersquotationmay be modified or withdrawn prior to acceptance,
and in any event, shall expire after 30 days from its date. This order is not binding on TEXAN WASTE
EQUIPMENT INC. dba HEIL OF TEXAS unit officially approved. The said machinery, equipment and/or parts are
ordered and will be purchased subject to written contract only, and are not affected by any verbal
representationsofagreements,noristhisordersubjectto cancellationbythePurchaserwithouttheSellers
consent.
2.Price andPayment
a)Pricequotedhereinareexclusiveofalltaxes.Anytaxesleviedorwhichmabecomedue,andothercharges
or assessments made by any taxing authority in connection with this contract or the sale, except those
measuredbySellersnetincome,shallbeexpenseoftheBuyerandshallbepayabletoSelleratorbeforesuch
taxorotheramountisdue.WhenBuyerisentitledtoexemptionfromanytax,BuyershallfurnishSellerwitha
tax exemption certificate acceptable to the taxing authorities.
b) Interest at the rate of one andone-half per cent (1.5%) per month (18% per annum), or the maximum lawful
rate allowable, will be charged, whichever is less, on all past due invoices. The undersigned agrees to pay all
expenses, charges, costs and fees, including , without limitation, attorneys fees and expenses, of any nature
whatsoever paid or incurred by, or on behalf of TEXAN WASTE EQUIPMENT INC. dba HEIL OF TEXS, in
connectionwithany collectionactionbrought hereunder. The invalidity of all or any part of any provisionof this
Agreement shall not render invalid the remainder of such provision or any other part of this Agreement.
c) TEXAN WASTE EQUIPMENT dba HEIL OF TEXAS, shall retain ownership of and title to the above machinery,
equipment and parts covered by this order until fully paid for in cash and until any note given in evidence of
indebtedness, and any renewals thereof, have been fully paid. If any such note is not paid in full at its maturity,
allother notes andobligations givenin evidence of indebtedness hereof shall at once become due, andthe said
TEXAN WASTE EQUIPMENT dba HEIL OF TEXAS, shall have the right to take possession of said machinery
wheresoever it may be situated and sell the same pursuant to the conditional sales statutes of the State of
Texas.
3.Delivery
a) If within5 days after receipt of the goods, Buyer fails to notify the Seller inwritingof any non-conforming
goods, Buyer shall be deemed to have accepted the goods delivered.
b) Deliveries dates are estimatedandnot guaranteed by Seller and, in any event are conditioned uponreceipt
of all specifications and other data required to be furnished by the Buyer.
c) If shipment or delivery is delayed because of an act or omission of the Buyer, payment shall be due upon
notificationbySellerthatgoodsare readyforshipment.Buyershallpayanyadditionalcharges including,but
not limited to, cost of storage, handling, and insurance.
4.WARRANTYANDLIMITATIONSOFLIABILITY
ANYEXPRESSWRITTENWARRANTYPROVIDEDBYTHEMANUFACTUREROFTHEEQUIPMENTDESCRIBEDIN
THIS QUOTATIONS IS GIVEN IN LIEU OF ALL OTHER WARRANTIES EXPRESS OR IMPLIED, INCLUDING ANY
IMPLIED WARRANTY OFMERCHANTABILITY OR FITNESSFORA PARTICULAR PURPOSE. SELLER SHALL NOT BE
LIABLE FOR SPECIAL, INCIDENTAL, OR CONSEQUENTIAL DAMAGES RESULTING FROM DEFECTIVE GOODS,
SELLERS NEGLIGENCE,

5.Delays
Sellers shallnot be liable for the failure or delay inperformance of any term, condition, or obligationhereunder
due to any cause beyond the Sellers control, including but not limited to Acts of God, acts of the Buyer, war,
insurrections or riots, fires, floods, accidents, acts, order or regulations of any government, inability to obtain
necessary materials, services or facilities, strikes or other labor troubles.
6.DevelopmentChanges
Changesindesign,specifications,constructionormaterials,maybemadeatSellersdiscretion,andwithout
Buyersconsent,wheresuchchangesdonotmateriallyaffectprice,deliveryorguaranteedperformance(ifany)
ofthe goods,or make unusableanyother item ofgoodsfurnishedhereunder.
7.Termination
No order may be terminatedwithout Sellers written consent. Upon any terminationBuyer shall pay reasonable
termination charges, including but not limited to, manufacturing and sales costs, overhead, cost or goods and
profit.
8.Miscellaneous
Thisagreementshallbebindinguponthe successorsandassignsofthe parties.Ifanyprovisionhereinisfound
to be invalid as a matter of law or by public policy, it shall be considered severed from the remainder of the
provisions which shall remain in full force and effect. This agreement shall be governed by
thelawoftheStateofTexas.

REQUESTED ACTION:Council consider a resolution approving a six (6) month contract for
the purchase of aluminum sulfate for use by the Water Utilities
Department.
BACKGROUND
Aluminum Sulfate is used to clarify and purify the City’s water supply. The Water Utilities
Department expects to purchase approximately two thousand four hundred (2,400) dry tons
during the term of the contract. The contract shall be in effect for a period of six (6) months. At
the end of the initial term, the City may renew the contract for two (2) additional six (6) month
periods at the price quoted.
Two hundred thirty-two (232) vendors were notified via email as well as advertising on the City
web page and in the local newspaper. Five (5) bids were submitted. Southern Ionics, Inc. of West
Point, Mississippi responded with the lowest qualified bid of $803,976. This is approximately a
64% increase in the price from the previous bid submission. Bid tabulation is attached.

REQUESTED ACTION:Council consider a resolution awarding funds for the administration
and repairs for the Owner-Occupied Minor Repair Program.
BACKGROUND
The Owner-Occupied Minor Repair Program provides home repairs to eligible applicants and
furthers the City’s goal of sustaining affordable housing inventory within the city limits. The
program is administered in partnership with the city. Each eligible and approved applicant may
receive up to $24,999 per home for repairs. A request for proposals was posted totaling $813,579
to repair approximately 32 prequalified homes. Of these total funds, $198,579 are from prior
year CDBG allocations, which must be expended before December 31, 2025. Therefore, due to
the contractor’s capacity and abilities, staff recommend that the prior year funding be awarded to
J.W. Turner Construction for the administration and repairs of eight (8) homes for the Owner-
Occupied Minor Repair Program.
The remaining $615,000 will be allocated to Habitat for Humanity and J.W. Turner Construction
when the city receives their 2025 CDBG Grant Agreement from the U.S. Department of Housing
and Urban Development (HUD). The aforementioned will be submitted as a separate item for
City Council consideration at a future date.
A formal Request for Proposal notification was sent to potential vendors via email as well as
posting on the City web page and advertising in the local newspaper. The three (3) proposals
submitted were evaluated by a committee of three (3) staff members. The evaluation score sheet
is attached.

care accounts totaling $801,258.00 for individual accounts equal to
or exceeding $1,000.00
BACKGROUND
This request is in accordance with the write-off policy approved by City Council on December 21,
1999. The policy gives Council the final authority to write-off an individual account receivable
identified as uncollectible when the balance due equals or exceeds $1,000.00.
The City of Beaumont has been a participant in the Ambulance Service Supplemental Payment
Program (ASSPP) since FY 2016. This program allows for supplement payment to governmental
ambulance Medicaid Providers whose allowable costs exceed the fee-for-service revenues during
a specific period. In prior years, this payment has been based on Medicaid and uninsured
transport, however, in FY 2020 the program moved to a charity reimbursement methodology. As
a result, on October 1, 2019, the City of Beaumont established a Charity Care Policy providing
guidelines to determine eligibility for a charity care patient.
Central Collections in collaboration with Revenue Optimization Solutions, Inc., LLC may classify a
patient as charity if the patient meets the following requirements: uninsured, collection efforts
result in no payment over a 60-day period and the payment predictor model results in a low or
medium designation of likelihood of payment.
The predictor model provides a picture of a patient’s propensity to pay medical bills by using
dozens of points of comparison drawn from a combination of available credit-type data via
partnership with the credit bureaus, demographic data, and the healthcare provider’s own
information. The points of comparison are used in determining which accounts are eligible for
charity care by designating them as low or medium. Accounts designated as high are not eligible
for charity care. Once a patient is determined to be charity care, no further attempts are allowed
to collect from the patient.
Attached is a list of 596 EMS runs totaling $801,258.00 from July 1, 2024, to June 30, 2025, that
have been identified as charity care patients. The supplemental payment for FY 2025 is estimated
to be no greater than $286,000.00. Write-off approval is requested with an effective date of
September 30, 2025.

LIMITED WARRANTY
Limited Warranty. Each machine manufactured by VACTOR MANUFACTURING (or, "the Company") is warranted against defects in
material and workmanship for a period of 12 months, provided the machine is used in a normal and reasonable manner and in accordance
with all operating, maintenance and safety instructions. In addition, certain machines and components of certain machines have extended
warranties as set forth below. If sold to an end user, the applicable warranty period commences from the date of delivery to the end user. If
used for rental purposes, the applicable warranty period commences from the date the machine is first made available for rental by the
Company or its representative. This limited warranty may be enforced by any subsequent transferee during the warranty period. This
limited warranty is the sole and exclusive warranty given by the Company.
STANDARD EXTENDED WARRANTIES (Total Warranty Duration)
2100 Series, HXX Series and Jetters 10 years against water tank leakage due to corrosion. Nonmetallic water tanks
are covered for 5 yrs. against any factory defect in material or workmanship.
2100 Series, HXX Series and Guzzler only 5 years against leakage of debris tank, centrifugal compressor or housing due to
rust-through.
2100 Series and Jetters 2 years - Vactor Rodder Pump
Exclusive Remedy. Should any warranted product fail during the warranty period, the Company will cause to be repaired or replaced, as
the Company may elect, any part or parts of such machine that the Company's examination discloses to be defective in material or factory
workmanship. Repairs or replacements are to be made at the selling Company's authorized dealer's or distributor's location or at other
locations approved by the Company. In lieu of repair or replacement, the Company may elect, at its sole discretion, to refund the purchase
price of any product deemed defective. The foregoing remedies shall be the sole and exclusive remedies of any party making a valid
warranty claim.
This Limited Warranty shall not apply to (and the Company shall not be responsible for):
1. Major components or trade accessories that have a separate warranty from their original manufacturer, such as, but not limited to, trucks
and truck chassis, engines, hydraulic pumps and motors, tires and batteries.
2. Normal adjustments and maintenance services.
3. Normal wear parts such as, but not limited to, oils, fluids, vacuum hose, light bulbs, fuses and gaskets.
4. Failures resulting from the machine being operated in a manner or for a purpose not recommended or not in accordance with operating,
maintenance or safety instructions provided by the Company.
5. Repairs, modifications or alterations without the express written consent of the Company, which in the Company's sole judgment, have
adversely affected the machine's stability, operation or reliability as originally designed and manufactured.
6. Items subject to misuse, negligence, accident or improper maintenance.
*NOTE* The use in the product of any part other than parts approved by the Company may invalidate this warranty. The Company
reserves the right to determine, in its sole discretion, if the use of non-approved parts operates to invalidate the warranty. Nothing
contained in this warranty shall make the Company liable for loss, injury, or damage of any kind to any person or entity resulting from any
defect or failure in the machine.
THIS WARRANTY SHALL BE IN LIEU OF ALL OTHER WARRANTIES, EXPRESS OR IMPLIED, AND TO THE EXTENT
PERMITTED, CONFERRED BY STATUTE, INCLUDING WITHOUT LIMITATION, ANY IMPLIED WARRANTIES OF
MERCHANTABILITY, OR FITNESS FOR A PARTICULAR PURPOSE, OR ANY WARRANTY AGAINST FAILURE OF ITS
ESSTENTIAL PURPOSE, ALL OF WHICH ARE DISCLAIMED.
This warranty is in lieu of all other obligations or liabilities, contractual and otherwise, on the part of the Company. For the avoidance of
doubt, the Company shall not be liable for any indirect, special, incidental or consequential damages, including, but not limited to, loss of
use or lost profits. The Company makes no representation that the machine has the capacity to perform any functions other than as
contained in the Company's written literature, catalogs or specifications accompanying delivery of the machine. No person or affiliated
company representative is authorized to alter the terms of this warranty, to give any other warranties or to assume any other liability on

based hereon must be commenced within eighteen (18) months of the event or facts giving rise to such action.

Staff recommends the purchase of the following equipment from Industrial Disposal Supply of
Houston:
One IBAK Sewer Camera system with trailer, generator and product training for
$244,198.00. The new unit will replace Unit 3347.
This unit has exceeded its useful life expectancy and will be disposed of in accordance with the
City’s surplus property policies.
The total purchase cost is $244,198.00. Pricing was obtained from Industrial Disposal Supply of
Houston, through the Sourcewell purchasing cooperative contract, which complies with the State
of Texas’ procurement statutes. The purchase comes with a Manufacturer's Warranty of one
year.

safety organizations across the United States. Through its grant program, the Foundation has
awarded over $100 million in critical equipment and resources to fire departments, law
enforcement agencies, EMS unites, and other public safety entities. The application requests
funding under the Lifesaving Equipment funding area for swift water rescue boats. This
equipment will enhance the Beaumont Police Department SWAT team's ability to respond
effectively to water-related emergencies and protect lives during flood and swift water rescue
operations.

Equipment inventory is required for first responder organizations only. If your organization does not have
apparatus, vehicles or specialized equipment, please attach a document noting that the organization does not

For first responders: The inventory documentation must list the name of your organization. Please include a
list of apparatus, vehicles and other specialized equipment, if applicable. The lists we receive vary in length
depending on the size and type of organization. (For example, include items such as vehicles, extrication
equipment, breathing devices, and personal protective equipment/PPE).
If my department is located more than 60 miles from a Firehouse Subs restaurant, should I still
apply?
Our Foundation focuses its resources in areas served by Firehouse Subs restaurants, however, we recognize
the need of rural and volunteer departments throughout the country, and will consider applications outside
of the 60-mile guideline.
When can we expect to find out if our grant has been approved or denied?
Grant award notifications will be emailed to ALL applicants within two months after the grant deadline.

Does Firehouse Subs Public Safety Foundation fund requests for "use of force"?

purchase of Janitorial Supplies.
BACKGROUND
The City solicited bids for a six-month contract to provide janitorial supplies, paper products,
and trash liners across multiple departments. The contract includes provisions for two optional
six-month extensions at the original pricing.
Bid invitations were distributed to 289 vendors, resulting in nine submissions. According to the
specifications, the City may award the contract to a single vendor or multiple vendors, depending
on what best serves its interests. The bid specifications were divided into three sections. Sanitary
Supply of Beaumont submitted the most qualified bids for Sections 1 and 3, totaling $48,237.18.
Unipak Corp. of West Long Branch, NJ, met all bid specifications for Section 2 with a bid of
$7,931.50, bringing the overall contract value to $56,168.68. This is a 22% reduction compared
to the current contract.

Stations (REBID) Project will update the wet well level sensors from an outdated bubbler system
to modern pressure-sensor transducers with backup float switches.
On September 4, 2025, one (1) bid was received for furnishing all labor, materials, and
equipment for the project. A total of 674 vendors were notified through email, the City’s website
bidding system, and publication in the local newspaper. The Engineer’s Estimate for the contract
is $413,325.00. The bid total is indicated in the table below:

REQUESTED ACTION:Council consider a resolution authorizing the City Manager to award
a contract to Greenscapes Six, of Liberty, for the Howell St and Sue
Lane Pavement Restoration Project.
BACKGROUND
The City of Beaumont and Drainage District No. 6 (DD6) are partnering to improve the drainage
infrastructure along Sue Lane, between Howell Street and Wade Street, in the Mary Howell
Subdivision. The overall project includes the installation of new storm sewer lines and upgraded
curb inlets to reduce localized flooding.
This phase of the project encompasses the pavement restoration work to be completed following
DD6’s storm sewer installation. The project will consist of reworking and compacting base
material as necessary, restoring concrete pavement surfaces, and replacing curb and gutter.
Disturbed areas will be graded, topsoiled, and sodded to reestablish proper drainage and restore
the overall appearance of the project area.
The City obtained a proposal from Greenscapes Six, in the amount of $113,700.00, to provide all
material, labor and equipment necessary for the concrete pavement restoration. Greenscapes Six
has successfully performed similar concrete pavement work for the City.
The proposal was obtained through the TIPS BuyBoard. A total of thirty (30) calendar days are
allocated for the completion of this project.

a contract to Pardalis Industrial Enterprise Inc., of Houston, for the
Cattail Marsh Wetland 72-Inch Outfall Pipe Coating Project.
BACKGROUND
The Cattail Marsh Wetland 72-Inch Outfall Pipe Coating Project will provide sand blasting and
painting for the wetland’s outfall pipe.
On October 2, 2025, four (4) bids were received for furnishing all labor, materials, and
equipment for the project. A total of 704 vendors were notified through email, the City’s website
bidding system, and publication in the local newspaper. The Engineer’s Estimate for the contract
is $300,000. The bid totals are indicated in the table below:

A review of the required documents submitted by the apparent low bidder, Spector Services,
identified deficiencies, including failure to acknowledge all three project addenda, and a lack of
responsive references. Based on this review, the bid is considered non-responsive.
Water Utilities staff recommend rejecting the lowest bid and awarding the contract to the second
lowest bidder, Pardalis Industrial Enterprise Inc. in the amount of $258,356.00. The project is
allocated forty-five (45) calendar days for substantial completion.

On September 25, 2025, three (3) bids were received for furnishing all labor, materials, and
equipment for the project. A total of 621 vendors were notified through email, the City’s website
bidding system, and publication in the local newspaper. The Engineer’s Estimate for the contract

Zone Median Reconstruction Project.
BACKGROUND
The Quiet Zone Median Reconstruction Project will reconstruct the concrete medians at eight (8)
railroad crossings within the City’s West End Quiet Zone. The Federal Railroad Administration
(FRA) has determined that the existing medians no longer meet current non-traversable
standards. Reconstructing these medians is necessary to maintain the City’s quiet zone
designation and ensure continued compliance with federal requirements.
The project includes improvements at the railroad crossings located at Keith Road (North and
South), Todd Street (North and South), Wooten Road, Major Drive (North and South), and
Langham Road.

equipment for the project. A total of 486 vendors were notified through email, the City’s website

BACKGROUND
On November 19, 2024, by Resolution No. 24-304, City Council awarded a contract to King
Solution Services, LLC, of Houston, TX in the amount of $2,954,370.00 for the Grand Avenue
& Magnolia Avenue Pipe Bursting Contract – Phase I.
Previous Change Orders Nos. 1 – 2, in the amount of $213,700.00, are attached for your
reference.
Proposed Change Order No. 3, in the amount of $183,317.00, is necessary to add two (2)
additional bid items to relocate a sanitary sewer line and adjust quantities to reflect actual field
conditions. The change incorporates the replacement of originally specified fiberglass manholes
with pre-cast concrete manholes due to material availability and field depth variations.
Additional quantities are included for obstruction removals, asphalt pavement repairs on
Magnolia Avenue, and adjustments to pipe bursting length based on as-built measurements. The
change also includes the relocation and abandonment of an 8-inch sewer line discovered beneath
a private structure outside of a known easement. An additional fifteen (15) calendar days are
requested to complete this work. If approved, the new contract amount will be $3,351,387.00.

REQUESTED ACTION:Council to consider amending the ordinance containing the Master
Fee Schedule for Water/Sewer and Environmental Health rates.
BACKGROUND
On September 16, 2025, City Council approved a budget ordinance that included a Master Fee
Schedule. After budget discussions, City Council approved an increase to the demand charges
for non-residential customers. In the analysis performed by HDR, demand charges were updated
for Inside-City rates. However, the Outside-City rate table was not updated to reflect increased
demand charges for non-residential customers. This amendment increases the Outside-City rate
table to properly reflect the Outside-City rates for the new fiscal year. The update to these rates
does not change the 0% water and 8% sewer rate increases that were approved by the City
Council on September 16th, nor does it change the Senior Citizen approved water and sewer rate
freeze.
Additionally, Environmental Health rates must be updated to comply with SB 1008 as presented
to the City Council on October 7, 2025, by the Public Health Director. See the highlighted fees in
the attachment that have been updated.

BACKGROUND
During the September 30, Council meeting Councilman Crenshaw requested that the City allow
for a twenty-one (21) day grace period before adding assessing a late fee on City water bills.
Councilman Williams seconded the request.
FUNDING SOURCE
Not applicable.
RECOMMENDATION
The City currently assesses a late fee the day after payment is due, providing customers with about
twenty-two (22) days from the billing date to pay. A review of neighboring cities found that late
fees were assessed within one (1) to ten (10) days after the due date. Based on this comparison and
potential impacts on revenue and cash flow, staff recommends implementing a ten (10) day grace
period.

These structures have been inspected by the Building Codes Division and found to be unsafe
structures as defined by the City of Beaumont’s Code of Ordinances, Chapter 24, Article 24.04
Unsafe Substandard Structures, Division 1, Sec. 24.04.001 of the 2021 International Property
Maintenance Code. Additionally, these structures have deteriorated to a condition that they are
no longer considered suitable for repair.
