Council consider a resolution authorizing the City Manager to award a contract to Gulf Coast Electric Co., Inc., of Beaumont, for the Electrical Control Improvements for Mulberry Street, Piney Point Lane, and Wall Street Lift Stations (REBID) Project. 2. Council consider a resolution authorizing the City Manager to award a contract to Greenscapes Six, of Liberty, for the Howell St and Sue Lane Pavement Restoration Project. 3. Council consider a resolution authorizing the City Manager to award a contract to Pardalis Industrial Enterprise Inc., of Houston, for the Cattail Marsh Wetland 72-Inch Outfall Pipe Coating Project. 4. Council consider a resolution authorizing the City Manager to award a contract to Capital Underground Utilities, LLC, of Houston, for the Water Line Replacement for Street Rehabilitation Phase VI (Odom Rd, Shamrock Ave, & Harriot St). 5. PUBLIC HEARING Council to conduct a Public Hearing to declare the following 50 structures to be unsafe and order the owners to raze the said structures within 10 days. If the property owner fails to comply within 10 days, staff is requesting City Council authorization to demolish these structures without further notification to the property owner or City Council action. Additionally, if the property owner of a structure requests and is authorized by City Council to enroll in a work program, all delinquent taxes shall be paid in full, or a payment plan shall be established prior to enrollment in the work program. Enrollment in the work program shall occur within 10 days after the effective date of the ordinance. Parigi Property Management, Ltd., extended Northchase Avenue approximately 534 linear feet to the north, constructed Michele Court approximately 373 linear feet east-west to include culde-sacs and constructed Bellechase Court approximately 373 linear feet east-west to include culde-sacs. On April 15, 2025, by Resolution No. 25-088, City Council awarded a contract to SETEX Construction Corp., of Beaumont, Texas, in the amount of $215,908.46 for the 23rd Street Sanitary Sewer Trunkline Rehabilitation Phase I Project. Proposed Change Order No. 1, in the amount of $20,562.45, is needed to remove Bid Item 20 and add a new bid item. The current project layout does not provide sufficient space to install the work as originally designed under Bid Item 20. An additional 35 calendar days is requested to allow for change order approval time and lead time for the delivery of the new manhole. If approved, the revised contract amount will be $236,470.91. Funds will come from Water Revenue Bonds. Approval of the resolution. To foster transparency, accountability, and promote community trust a Bond Oversight Committee will be established should any proposition on the Bond Election pass. All Councilmembers voted in favor of changing the name of the Oversight Committee to Bond Facilitation Committee. BACKGROUND The calendar was originally approved by Council on November 5, 2024. Upon review, it was determined that the evening meeting schedule for December 30, 2025, falls during the holiday period and should be canceled. BACKGROUND This purchase is exempt from competitive bidding as the software is available exclusively from a single source with exclusive modification and maintenance rights. The software maintenance agreement includes unlimited phone support and up to three yearly software updates. The annual cost for this maintenance is $123,458.86, covering the period starting November 1, 2025. The agreement applies to the following applications: Finance Cash Receipts Asset Management Accounting Loans Accounts Receivable Purchasing Water Billing FUNDING SOURCE General Fund – Information Technology and Water Fund. Williams, City Manager PREPARED BY:Angela Wright, Chief Technology Officer MEETING DATE:October 21, 2025 REQUESTED ACTION:Council consider a resolution approving an annual maintenance agreement for a third-party cybersecurity monitoring service. BACKGROUND The current solution is being used by the Information Technology department citywide on all computers and servers to detect and respond to cybersecurity threats. The service fully investigates, responds, and addresses any threat on protected devices within sixty minutes, 24/7. This reduces the City’s need for immediate threat response capabilities. To match this capacity, Beaumont would require 24/7 availability to respond to threats within one hour. This agreement is for an annual period beginning on October 31, 2025, in the amount of $184,108.85. Pricing was obtained through the Texas DIR purchasing cooperative, which provides government entities with the means to purchase information technology at volume prices under Texas procurement statutes. Williams, City Manager PREPARED BY:Demi Engman, Director of Planning and Community Development MEETING DATE:October 21, 2025 REQUESTED ACTION:Council consider a Resolution to create and appoint members to the Steering Committee for the Beaumont Comprehensive Plan. BACKGROUND In accordance with Texas Local Government Code Chapter 213, the City is beginning the process to develop a new Comprehensive Plan for Beaumont. To ensure that Beaumont continues to grow in a thoughtful and strategic manner, staff respectfully requests the Council to consider forming a Beaumont Comprehensive Plan Steering Committee. This committee would serve as a representative body of community stakeholders, residents, and City staff to guide the process of developing the long-term vision for our city. The contract requires the contractor to have personnel onsite to assist the City with emergency repairs in the event of a disaster. Bids were requested from 412 vendors; and two responses were received. Gulf Coast Electric Company, Inc., who has held this contract for several years, is the lowest, qualified bidder. The total bid represents an approximate .04% decrease from the current contract, with a total estimated annual cost of $211,050. Bid tabulation is attached. BACKGROUND Aluminum Sulfate is used to clarify and purify the City’s water supply. The Water Utilities Department expects to purchase approximately two thousand four hundred (2,400) dry tons during the term of the contract. The contract shall be in effect for a period of six (6) months. At the end of the initial term, the City may renew the contract for two (2) additional six (6) month periods at the price quoted. Two hundred thirty-two (232) vendors were notified via email as well as advertising on the City web page and in the local newspaper. Five (5) bids were submitted. Southern Ionics, Inc. of West Point, Mississippi responded with the lowest qualified bid of $803,976. This is approximately a 64% increase in the price from the previous bid submission. BACKGROUND The Owner-Occupied Minor Repair Program provides home repairs to eligible applicants and furthers the City’s goal of sustaining affordable housing inventory within the city limits. The program is administered in partnership with the city. Each eligible and approved applicant may receive up to $24,999 per home for repairs. A request for proposals was posted totaling $813,579 to repair approximately 32 prequalified homes. Of these total funds, $198,579 are from prior year CDBG allocations, which must be expended before December 31, 2025. Therefore, due to the contractor’s capacity and abilities, staff recommend that the prior year funding be awarded to J.W. Turner Construction for the administration and repairs of eight (8) homes for the Owner- Occupied Minor Repair Program. The remaining $615,000 will be allocated to Habitat for Humanity and J.W. Turner Construction when the city receives their 2025 CDBG Grant Agreement from the U.S. Department of Housing and Urban Development (HUD). The aforementioned will be submitted as a separate item for City Council consideration at a future date. A formal Request for Proposal notification was sent to potential vendors via email as well as posting on the City web page and advertising in the local newspaper. The policy gives Council the final authority to write-off an individual account receivable identified as uncollectible when the balance due equals or exceeds $1,000.00. The City of Beaumont has been a participant in the Ambulance Service Supplemental Payment Program (ASSPP) since FY 2016. This program allows for supplement payment to governmental ambulance Medicaid Providers whose allowable costs exceed the fee-for-service revenues during a specific period. In prior years, this payment has been based on Medicaid and uninsured transport, however, in FY 2020 the program moved to a charity reimbursement methodology. As a result, on October 1, 2019, the City of Beaumont established a Charity Care Policy providing guidelines to determine eligibility for a charity care patient. Central Collections in collaboration with Revenue Optimization Solutions, Inc., LLC may classify a patient as charity if the patient meets the following requirements: uninsured, collection efforts result in no payment over a 60-day period and the payment predictor model results in a low or medium designation of likelihood of payment. The predictor model provides a picture of a patient’s propensity to pay medical bills by using dozens of points of comparison drawn from a combination of available credit-type data via partnership with the credit bureaus, demographic data, and the healthcare provider’s own information. The points of comparison are used in determining which accounts are eligible for charity care by designating them as low or medium. Accounts designated as high are not eligible for charity care. Once a patient is determined to be charity care, no further attempts are allowed to collect from the patient. Attached is a list of 596 EMS runs totaling $801,258.00 from July 1, 2024, to June 30, 2025, that have been identified as charity care patients. The supplemental payment for FY 2025 is estimated to be no greater than $286,000.00. Write-off approval is requested with an effective date of September 30, 2025. The overall project includes the installation of new storm sewer lines and upgraded curb inlets to reduce localized flooding. This phase of the project encompasses the pavement restoration work to be completed following DD6’s storm sewer installation. The project will consist of reworking and compacting base material as necessary, restoring concrete pavement surfaces, and replacing curb and gutter. Disturbed areas will be graded, topsoiled, and sodded to reestablish proper drainage and restore the overall appearance of the project area. The City obtained a proposal from Greenscapes Six, in the amount of $113,700.00, to provide all material, labor and equipment necessary for the concrete pavement restoration. A total of 704 vendors were notified through email, the City’s website bidding system, and publication in the local newspaper. The Engineer’s Estimate for the contract is $300,000. BACKGROUND The Quiet Zone Median Reconstruction Project will reconstruct the concrete medians at eight (8) railroad crossings within the City’s West End Quiet Zone. The Federal Railroad Administration (FRA) has determined that the existing medians no longer meet current non-traversable standards. Reconstructing these medians is necessary to maintain the City’s quiet zone designation and ensure continued compliance with federal requirements. The project includes improvements at the railroad crossings located at Keith Road (North and South), Todd Street (North and South), Wooten Road, Major Drive (North and South), and Langham Road. BACKGROUND On November 19, 2024, by Resolution No. 24-304, City Council awarded a contract to King Solution Services, LLC, of Houston, TX in the amount of $2,954,370.00 for the Grand Avenue & Magnolia Avenue Pipe Bursting Contract – Phase I. Previous Change Orders Nos. 1 – 2, in the amount of $213,700.00, are attached for your reference. Proposed Change Order No. 3, in the amount of $183,317.00, is necessary to add two (2) additional bid items to relocate a sanitary sewer line and adjust quantities to reflect actual field conditions. The change incorporates the replacement of originally specified fiberglass manholes with pre-cast concrete manholes due to material availability and field depth variations. Additional quantities are included for obstruction removals, asphalt pavement repairs on Magnolia Avenue, and adjustments to pipe bursting length based on as-built measurements. The change also includes the relocation and abandonment of an 8-inch sewer line discovered beneath a private structure outside of a known easement. BACKGROUND On September 16, 2025, City Council approved a budget ordinance that included a Master Fee Schedule. After budget discussions, City Council approved an increase to the demand charges for non-residential customers. In the analysis performed by HDR, demand charges were updated for Inside-City rates. However, the Outside-City rate table was not updated to reflect increased demand charges for non-residential customers. This amendment increases the Outside-City rate table to properly reflect the Outside-City rates for the new fiscal year. The update to these rates does not change the 0% water and 8% sewer rate increases that were approved by the City Council on September 16th, nor does it change the Senior Citizen approved water and sewer rate freeze. Additionally, Environmental Health rates must be updated to comply with SB 1008 as presented to the City Council on October 7, 2025, by the Public Health Director. BACKGROUND During the September 30, Council meeting Councilman Crenshaw requested that the City allow for a twenty-one (21) day grace period before adding assessing a late fee on City water bills. Councilman Williams seconded the request. FUNDING SOURCE Not applicable. RECOMMENDATION The City currently assesses a late fee the day after payment is due, providing customers with about twenty-two (22) days from the billing date to pay. A review of neighboring cities found that late fees were assessed within one (1) to ten (10) days after the due date. Based on this comparison and potential impacts on revenue and cash flow, staff recommends implementing a ten (10) day grace period.
