STAFF REPORT
Matthew and Kimberly Moyle, are seeking approval of a Specific Use Permit to allow an eating
place to be located at 2090 Broadway. The proposed "Moyle Manor" is a concept designed
around traditional southern afternoon tea. The proposed tea room, will boast traditional
southern hospitality with baked goods, tea sandwiches, and carefully selected teas. In addition,
the Moyles will maintain their residency on the upper floor of the historically preserved and
restored home. Parking is provided directly across the street in an existing parking lot. This is a
great example of adaptive reuse to a historic structure
Planning staff recommends approval of the request with the following conditions:
1. Construction plans must meet all requirements by Water Utilities for water and sanitary
sewer services, including any requirements of the City's back-flow, pre-treatment
and/or FOG program.
2. The establishment and property premises shall be in compliance with the building code,
fire code, zoning code, offenses and nuisance code, health and sanitation code and all
other applicable codes of the city.
Please note that final occupancy approval is subject to review and acceptance of submitted
plans and field inspections to verify compliance with applicable codes.

We are writing to share our vision and request your support for an exciting new venture in the
heart of Beaumont's historic district: Moyle Manor—A Southern Afternoon Tea Experience.
Moyle Manor will be located in a lovingly preserved historic home, chosen specifically to
celebrate the charm and hospitality that define the South. Our goal is to offer the community
and visitors a refined and welcoming place to enjoy traditional Southern afternoon tea—
complete with freshly baked scones, delicate tea sandwiches, and carefully selected teas, all
served with gracious professional hospitality.
Together, we bring over 60 years of combined experience in the culinary and hospitality
industries. Chef Kimberly Moyle is a 40-year veteran who has cooked for everyone from local
communities to Hollywood stars. Matthew Moyle is a hospitality professional with experience in
the ski resort industry as well as luxury hotels and resorts.
Our professional backgrounds include work at distinguished properties such as Gaylord Hotels,
Marriott, Canyons Resort, Devil's Thumb Ranch, The Historic Brown Palace, and Sundance
Resort. It is this wealth of experience and our shared passion for service and tradition that we
bring to Moyle Manor.
We believe Moyle Manor will add a distinctive and valuable cultural experience to Beaumont. It
will enhance the appeal of the historic district, support tourism, and offer residents a unique
venue to gather and celebrate Southern tradition.
We are deeply committed to preserving the historical integrity of the neighborhood and the
home, and we are excited about the opportunity to contribute positively to Beaumont's growth
and character.
