HomeMy WebLinkAbout06-09-25 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION June 9, 2025 Council Chambers, City Hall, 801 Main Street, Beaumont, Texas \] A Regular Meeting of the Historic Landmark Commission was held on June 9, 2025 and called to order at 3:30 p.m. with the following members present: Chairman Dohn LaBiche Commissioner Hester Bell Commissioner John Berube * arrived at 3:33 pm Commissioner Christina Crawford * arrived at 3:32 pm Commissioner Theresa Goodness Commissioner Ronald Kelley Commissioner Marva Provo Commissioner Janelle Templeton Commissioner Kirk Thomas Commission Members absent : Commissioner Marty Craig Commissioner Lynda Kay Makin Commissioner Thomas Sigee Also present: Demi Engman, Director of Planning & Community Development Susan Smith, Recording Secretary Abigail LeBlanc, Oaks Historic Code Enforcement Inspector APPROVAL OF MINUTES Commissioner Goodness moved to approve the minutes of the Regular Meeting held on May 12, 2025. Commissioner Thomas seconded the motion. The motion to approve carried 7:0. Commissioner Berube and Commissioner Crawford were not yet present. REGULAR MEETING 1) PZ2025-172 : A request for a Certificate of Appropriateness to extend an existing chain link fence to enclose a front yard. Applicant: Fernando Casas Location: 2305 South Street Historic Landmark Commission $$ June 9, 2025 $ Ms. Engman presented the staff report. Fernando Casas, on behalf of Nazario Trujillo, is requesting a Certificate of Appropriateness to extend an existing chain-link fence surrounding the property located at 2305 South Street. Staff recommended denial of the request 2$$ Slides of the subject property, site plan and surrounding area were shown. The property owner was present. Nazario Trujillo, 2305 South Street, Beaumont, Texas addressed the Commission. Assisting him with translation was Daisy Arellano. Mrs. Engman explained the fencing requirements. Mr. Trujillo stated that he is considering an ornamental iron or wood fence and will need to obtain a pricing quote. Mrs. Engman stated that the existing fence is grandfathered and Mr. Trujillo would like to extend the fence near the sidewalk in order to deter homeless individuals from entering his property. Brief discussion followed concerning specifics of the request. It was also discussed that should the chosen fence meet ordinance requirements, the applicant will only need approval of Planning staff and will not be required to appear before the Commission. The Commission commended the applicant for the improvements made to his property. Commissioner Goodness moved to deny the request for a Certificate of Appropriateness to extend an existing chain link fence to enclose a front yard, as requested in PZ2025-172. Commissioner Templeton seconded the motion. A roll call vote was taken. The motion to deny the request carried 9:0. 2) PZ2025-179 : A request for a Certificate of Appropriateness to convert a garage structure. Applicant: Nalleli Garcia Location: 2395 Angelina Street 6$ $ Historic Landmark Commission $$ June 9, 2025 $ Ms. Engman presented the staff report. Nalleli Garcia is requesting a Certificate of Appropriateness to convert a garage structure to a mother-in-law suite at the property located at 2395 Angelina Street. Ms. Garcia is seeking to remove the current roll up garage door and replace it with a standard front door, vertical siding to match the structure will be installed to enclose the remaining area. Windows will be installed on the front, and sides of the structure to meet applicable residential codes. The property is not in the SPARE Beaumont Survey. Staff recommends approval of the request with the following condition: 1. The windows installed be one over one. 2. All necessary permits and inspections are obtained through the Building Codes Department. Slides of the subject property and site plan were shown. Brief discussion followed concerning location of the mother-in-law suite on the property, number of bedrooms in the proposed structure and zoning of the property. The applicant was not present. Commissioner Templeton moved to approve the request for a Certificate of Appropriateness to convert a garage structure to a mother-in-law suite, as requested in PZ2025-179, with the following conditions: 1. The windows installed be one over one. 2. All necessary permits and inspections are obtained through the Building Codes Department. Commissioner Bell seconded the motion. A roll call vote was taken. HISTORIC DISTRICT CODE ENFORCEMENT REPORT Ms. LeBlanc presented the Historic District Code Enforcement Report for the month of May 2025, including information about current violations and inspections. 7$ $ Historic Landmark Commission $$ June 9, 2025 $ The Commission thanked Officer LeBlanc for her work in the District. The Commission requested that Planning staff research a temporary tent that is located at 2312 Evalon Avenue. OTHER BUSINESS None.
