Ms. Engman presented the staff report. Fernando Casas, on behalf of NazarioTrUjillO, is requesting
a Certificate of Appropriateness to extend an existing chain -link fence surrounding the property
located at 2305 South Street. 'The chain -link fence will be in front of the home and visible from
the street right-of-way.

Staff recommended denial of the request.
Slides of the subject property, site plan and surrounding area were shown.
The property owner was pies lit. Nazario TRIjillo, 2305 Sotifli Street., Beatimont, 'Texas addressed the
Commission. Assisting him with trajislatioii was Daisy Arellatio. Mrs. Digman explained the fencing
requirements. Mr. Trujillo stated that lie is comiderhig an ornamental iroii or wood fence and will need to
obtain a priciiig qLiote. Mrs. Engman stated that the existing fence is grandfathered and Mr. Trujillo woLild
like to extend the fence near the sidewalk in order to deter homeless individuals from entering his property.
Mr. Trujillo further stated that the neighbor"s cats enter his gardeii at night. Mrs. Nigman stated that she
will iiotify Animal Care for ordinance enforcenmit of the large volunie of cats iii the at-ca.
Brief discussion followed conceming specifics of the request. It was also discussed that should the
chosen fence meet ordinance requirements, the applicant will only need approval of Plann, ing staff
and will not be required to appear before the Commission.
'The Commission commended the applicant for the improvements made to his property.
Comniissioner Goodness moved to deny the request for a Certificate of, Appropriateness to extend
an existing chain link fence to enclose a front yard, as requested in PZ2025-172.
Commissioner Templeton seconded the motion.
A roll call vote was taken. Chairman LaBiche-Ayc; Commissioner Bell -Aye; Commissioner
Berube-Aye; Commissioner Crawford -Aye; Commissioner Goodness -Aye; Commissioner

Ms. Enginan presented the staff report. Nalleli Garcia is requesting a Certificate of
Appropriateness to convert a garage structure to a mother-in-law suite at the property located at
2 3 9 5 Angel i na Street. M s. G a rcia is seekki in to remove the current roll tip garage door and replace
it with a standard front door, vertical siding to match the structure will be installed to enclose the
remaining area. Windows will be installed on the front, and sides of the structure to meet applicable
residential codes.
The property is not in the SPARE Beaumont Survey.
Staff recommends approval of the request with the following. condition:
1. The windows installed be one over one.
2. All necessary permits and inspections are obtained through the Building Codes
Department.
Slides of the subject property and site plan were shown.
Brief discussion followed concerning location of the mother-in-law suite on the property, number
of bedrooms in the proposed structure and zoning of the property.
The applicant was not present.
Commissioner Templeton moved to approve the request for a Certificate of Appropriateness to
convert a garage structure to a mother-in-law suite, as requested in PZ2025-179, with the following
conditions:

Ms. LeBlanc presented the Historic District Code Enforcement Report for the month of May 2025,
including information about current violations and inspections.

Boyd Meier, Building Official, requests aCertificate ofDemolition for the garage structure
located at 2405 Laurel Street. According to the inspection report this structure was originally
tagged as o substandard structure on January 29. 2024 after multiple code violations were
discovered. The foundation is collapsing) rotten exterior vva.k� and is considered unsafe for
human occupancy. The owner has signed a dernolition consent, and at this time has no plans to
reconstruct an additional parking structure.
Based on the extensive repairs needed for this structure the Building Codes Staff is
recommending approval of the raze order.
The property is not listed in the SPARE Beaumont survey.

STAFF REPORT
Boyd Meier, Building Official, requests a Certificate of Demolition for the house located at 2098
North Street. According to the inspection report,, this structure was originally tagged as a
substandard structure on May 29, ZOZO after multiple code violations were discovered. The
foundation is collapsing, rotten exterior walls, and is considered unsafe for human occupancy.
There have been multiple changes of ownership, and multiple work programs enrolled in with no
progress made from the time of the initial tagging of the structure. The last inspection report was
completed on June 4. 2024show/|ng no work has been completed and that the structure is
unsecureand easily accessible tothe unsafe interior.
This request came before the Historic Landmark Commission in June 2023 and was denied to see
ifsomeone would purchase the house and make the necessary repairs.
Based on the history and extensive repairs still needed for this structure the Building Codes Staff
isrecommending approval ofthe raze order.

Italian Renaissance. The recorder noted that ""The house appears structurally sound and well -

STAFF REPORT
Boyd Meier, Building Official, requests a Certificate of Demolition for the multi -tenant structures
located at 2385 Broadway Street. According to the inspection report, the structures were
originally tagged as substandard on November 19, 2024 after rnuidp|e code violations were
discovered. The foundation is collapsing, rotten exterior walls, and both are considered unsafe
for human occupancy.
The property has received previous citations for property maintenance. In June of 2022- a repair
application was submitted for repairs to be made to the interior, exterior, and roof of the

Liberty Avenue. According to the inspection report, this structure was originally tagged as a
substandard structure on February 10L 2021 after it received damage from afire. The property
owner initiated a work program on January 9, 2024; however, no work has been done since an
inspection dated atJuly 23,2O24.
This request has come before the Historic Landmark Commission in March 2022 and January
2024 and was denied both times due to the Commission wanting to preserve historic homes
instead ofdemolishing thenn.
The property islisted inthe l989SPARE Beaumont Survey and was built circa l925and classified
as a Craftsman. The recorder noted that "'Thmhouse isstructurally sound, but not particularly
m/e/l-nna/nto/neo\ Unsympathetic alterations detract from its architectural integrity."" The
significance of the structure was listed as "The house is representative of the local adaptation of
the Craftsman style and of larger middle-class homes built in Beaumont during the first decades
of the century.'
