A Regular Meeting of the Historic Landmark Commission was held on May 12, 2025 and called
to order at 3:37 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Makin moved to approve the minutes of the Regular Meeting held on April 14,
2025. Commissioner Templeton seconded the motion. The motion to approve carried 7:0.
REGULAR MEETING
1) PZ2025-107
: A request for a Certificate of Appropriateness to enlarge a driveway.
Applicant: Curtis Roy White
Location: 2535 Louisiana Street
Ms. Luckey presented the staff report. Curtis White, on behalf of the property owner, is requesting
a Certificate of Appropriateness to enlarge the driveway at 2535 Louisiana Street. The applicant

plans to remove a part of the drive and then create a larger driveway to the right of the home and
not to extend in front of the home.

Planning staff recommended approval of the request with the following conditions:
1.

a successful variance from the Board of Adjustment.
2. All applicable permits and inspections are obtained through the Building Codes
Department.
Slides of the subject property, site plan and surrounding area were shown.
Brief discussion followed to clarify the specifics of the request and that if approved, the request
will then go before the Board of Adjustment concerning the setback issue.
Curtis White, 2325 W Cardinal Drive, Beaumont, Texas addressed the Commission. He stated
that no trees would be taken down, landscaping will be maintained and that the owners are elderly
and cannot walk across the grass so this request is to make it easier for them to get to their vehicles.
He added that the driveway width will be within code.
Commissioner Makin moved to approve the request for a Certificate of Appropriateness to enlarge
a driveway, as requested in PZ2025-107, with the following conditions:

2) PZ2025-108
: A request for a Certificate of Appropriateness to paint a home.
Applicant: Joey Livesay
Location: 2445 South Street
Ms. Luckey presented the staff report. Joey Livesay, is requesting a Certificate of Appropriateness
to maintain the new exterior color of the home and rear building located at 2445 South Street. The
home and rear building were painted teal green without the benefit of an approved Certificate of
Appropriateness.

The home is not listed in the SPARE Beaumont Survey.
Planning staff recommended approval of the request.
Slides of the subject property (before and after paint) and surrounding area were shown.
Brief discussion followed concerning that the Commission has approved similar colors in the past.
The Commission members complimented the applicant on the improvements done so far.
Steve Hayes, 917 Mary Lynn, Crystal Beach, Texas, addressed the Commission. He stated this is
was assisting her in the renovation and was unaware of the historic
TU_!_U_`Q^i_!\\^\[\\Q^`e!MZP!TQ
district requirements.
Commissioner Goodness moved to approve the request for a Certificate of Appropriateness to
paint a home, as requested in PZ2025-108.
Commissioner Makin seconded the motion.

3) PZ2025-122
: A request for a Certificate of Demolition to demolish a home and a
Certificate of Appropriateness for a new construction home.
Applicant: Zoraya Trujillo

Location: 2246 South Street
Ms. Luckey presented the staff report. Property owner Zoraya Trujillo is requesting a Certificate
of Demolition to demolish the home garage structure located at 2246 South Street. Additionally,
the applicant requests a Certificate of Appropriateness to construct a new home that will be
completed under the Texas General Land Office (GLO) program.
The proposed home will be approximately 1545 sq. ft. in size. The construction methods employed
would dictate that the house is to be constructed with a pier and beam foundation with hardy plank
_UPUZS!cU`T!M!1)-0h!^QbQMX'!cUZP\[c_!cUXX!NQ!cTU`Q!bUZeX!MZP!_Ud!%1&!\[bQ^!_Ud!%1&!UZ!M\\\\QM^MZOQ)!JTQ!
roof will have a minimum 12-inch overhang with the pitch rising 6 inches every 12 inches
horizontally. Additionally, the roof will be 30-year architectural shingles and weather wood in
color. The front door will be a craftsman style door with six (6) panels. The exterior body paint
color will be Ellie Gray (SW 7650) and the trim will be white.

Planning staff recommended approval of the request with the following conditions:
1. All applicable permits and inspections are obtained through the Building Codes
Department.
2. The columns should be tapered craftsman style to match the six (6) panel craftsman style
door.
3. Shutters be installed and maintained on the front windows.
4. Lattice be installed and maintained around the bottom of the structure and stained or
painted to compliment the new construction.
Slides of the subject property and surrounding area were shown.
Twenty-three (23) notices were mailed to property owners within two hundred (200) feet of the
subject property. Zero (0) responses were received in favor and zero (0) were received in
opposition.
Brief discussion followed concerning the specifics of the request and the requirements of the GLO
program.
Arturo and Esteffany Aguilar, 2246 South Street, Beaumont, Texas addressed the Commission.
They stated that they have lived in the house for 18 years and that it has a lot of storm damage so
they have applied for the GLO program for the demolition and rebuilding.

Applicant: Ashtyn Hebert
Location: 2655 North Street
Ms. Luckey presented the staff report. Property owner Ashtyn Hebert is requesting a Certificate
of Appropriateness to repaint the brick exterior of the home located at 2655 North Street. Ms.
Hebert is requesting to change the body color to Stargazer by Glidden and the trim color to Onyx
by Glidden. Painting began without the benefit of an approved Certificate of Appropriateness.

Brief discussion followed concerning the paint colors.
Ashtyn Hebert, 2655 North Street, Beaumont, Texas addressed the Commission. She stated that
she was not aware of the historic district requirements for paint colors and that the brick needs
patching and the paint will help cover the patching.
Further discussion followed concerning the paint color, particularly the onyx color.
Commissioner Templeton moved to approve file PZ2025-124, the request for a Certificate of
Appropriateness to paint a home on property located at 2655 North Street, with the following
added condition:
1. The body of the home to be painted Stargazer, while the trim should be Westchester
Grey SW2949.
Commissioner Crawford seconded the motion.

HISTORIC DISTRICT CODE ENFORCEMENT REPORT
Ms. LeBlanc presented the Historic District Code Enforcement Report for the month of April 2025,
including information about current violations and inspections.
The Commission thanked Officer LeBlanc for her work in the District.
