MI N U T E S HISTORIC LANDMARK COMMISSION May 12, 2025 Council Chambers, City Hall, 801 Main Street, Beauniont, Texas A Regular Meeting of the Historic Landmark Coniniission was held on May 12,2025 and called to order at 3:37 p.m. with the following members present: Chairn-ian Dolin LaBiche Commissioner Christina Crawford Commissioner Theresa Goodness Commissioner Ronald Kelley Commissioner Lynda Kay Makin Conunissioner Janelle Templeton Commissioner KirkThomas Coniniission Members absent: Commissioner Hester Bell Commissioner John erube Commissioner Marty Craig Commissioner Marva Provo Conuinssioner Thomas Sigee Also present: Elayna Luckey, Planner I Catherine Allen, Recording Secretary Abigail LeBlanc, Oaks Historic Code Enforceinent Inspector APPROVAL OF MINUTES Commissioner Makin moved to approve the minutes of the Regular Meeting held on April 14, 2025. Commissioner Templeton seconded the motion. The motion to approve carried 7:0. RE, GI LAR MEETING 1) PZ2025-107-0 A request for a Certificate of Appropriateness to enlarge a driveway. Applicant: Curtis Roy White Location: 2535 Louisiana Street Ms. Luckey presented the staff report. Curtis White, on behalf of the property owner, is requesting a Certificate of Appropriateness to enlarge the driveway at 2535 Louisiana Street. The applicant Historic Landmark Commission May 12, 2025 plans to remove a part of the drive and then create a larger driveway to the right of the home and not to extend in front of the home. Section 28.03.024(c)(I 8) states "all paved surfaces, including but not limited to sidewalks, d riveways, pool decks, and patios shall be a minimum of two (2) feet from a 11 y side or rear prop erty line." The proposed site plan indicates the new driveway to be V from the property line. The home is listed in the 1991 SPARE-4, Beatiniont Survey as built circa 1942 and classified as a traditional ranch style home. The recorder noted that the "house is well-n-iaintained." The significance of this home is listed as "An example of World War 11 housing that was popular throughout the country." Planning staff recommended approval of the request with the following conditions* 1. The new pavement maintains 2' from the property line as required by ordinancc, or obtain. a successful variance froin the Board of Adjustment. 2. All applicable permits and inspections are obtained through the Building Codes Department. Slides of the subject property, site plan and surrounding area were shown. Brief discussion followed to clarify the specifies of the request and that if approved, the request will then go before the Board of Adjustment conceming the setback issue. Curtis White, 2325 W Cardinal Drive, Beaumont, Texas addressed the Commission. He stated that no frees would be taken down, landscaping will be maintained and that the owners are elderly and caimot walk across the grass so this request is to make it easier for them to get to their vehicles. He added that the driveway width will be within code. Con u-nissioner Makin moved to approve the request for a Certificate of Appropriateness to enlarge a driveway, as requested in PZ2025-107, with the following conditions: 1. The new pavement maintains 2' froin the property line as required by ordinance, or obtain a successful variance from the Board of Adjustment. 2. All applicable permits and inspections are obtained through the Building Codes Department. 3. The flower beds are to be maintained at the front of the home so that the concrete does not coy 'iect to the front of the home. Commissioner Templeton seconded the motion. 2 Historic Laiidniark Commissioll May 12, 2025 A roll call vote was taken. The motion to approve the request carried 7:0. 2) PZ2025-108: A request for a Certificate of Appropriateness to paint a home. Applicant: Joey Livesay Locatioll: 2445 South Street Ms. Luckey presented the staff report. Joey Livesay, is requesting a Certificate of Appropriateness to n-taintain the new exterior color of the honk and rear building located at 2445 South Street. The home and rear building were painted teal green without the benefit of an approved Certificate of Appropriateness. Section 28.03.018(H)(1) states "When painting the exterior of structures, property owners shall use dominant colors that comply with the officially adopted acceptable color range as maintained in the office of the plarming director. Any dominant colors that are not within the officially adopted acceptable color range must be revIeNved and approved by the Historic Landmark Conunission based on their appropriateness and compatibility with the structure, blocfaceand the historic district." The home is not listed in the SPARE Beauniont Survey. Planning staff recommended approval of the request. Slides of the subject property (before and after paint) and surrounding area were shown. Brief discussion followed concerning that the Commission has approved similar colors in the past. The Conin-lission members compliniented the applicant on the improvements done so far. Steve Hayes, 917 Mary Lynn, Crystal Beach, Texas, addressed the Commission. He stated this is his sister's property and he was assisting her in the renovation and was unaware of the historic district requirements. Commissioner Goodness moved to approve the request for a Certificate of Appropriateness to paint a home, as requested in PZ2025-108. Commissioner Makin seconded the motion. A roll call vote was taken. The motion to approve the request carried 7:0. 3) PZ2025-122: A request for a Certificate of Demolition to demolish a ]ionic and a Certificate of Appropriateness for a new construction home. Applicant: Zoraya Trujillo 3 Historic Landmark Conimissioii May 12, 2 025 Location: 2246 South Street Ms. Luckey presented the staff report. Property owncr Zoraya Trujillo is requesting a Certificate of Demolition to demolish the home garage structure located at 2246 SOLIth Street. Additionally, the applicant requests a Certificate of Appropriateness to construct a new home that will be completed under the Texas General Land Office (GLO) program. The proposed home will be approximately 1545 sq. ft. in size. The construction methods en-iploycd would dictate th�cat the hOLIse is to be constructed with a pier and bcani foundation with hardy plank siding with a 6.25" reveal, windows will be white vinyl and six (6) over six (6) in appearance. The roof will have a minimum 12-inch overhang with the pitch rising 6 inches every 12 inches horizontally. Additionally, the roof will be 30-year architectural shingles and weather wood in color. The front door will be a craftsman style door with six (6) panels. The exterior body paint color will be Ellie Fray (SW 7650) and the trim will be white. The home is listed in the 1990 SPARE Beaumont Survey as built circa 1925 and classified as a vernacular craftsman. The recorder noted that "The structure lacks architectural integrity due to the porch enclosure and additions." The significance of this home is listed as "The house is typical of middle-class housing built in Beaumont in the 1920"s."' Planning staff recommended approval of the rcquest with the following conditions: i I All applicable permits and nspections are obtained through the Building Codes Department. 2. The colunms should be tapered craftsman style to match the six (6) panel crafisman style door. 3. Shutters be installed and maintalned on the front windows. 4. Lattice be installed and maintained around the bottom of the structure and stained or painted to compliment the new construction. Slides of the subject property and surrounding area were shown. Twenty-thrce (23) notices were mailed to property owners within two hundred (200) feet of the subject property. Zero (0) responses were received in favor and zero (0) were rceeived in opposition. Brief discussion followed concerning the specifics of the request and the requirements of the GLO program. Arturo and Esteffany Aguilar, 2246 South Street, Beaumont, Texas addressed the Commission. They stated that they have lived in the house for 18 years and that it has a lot of storm damage so they have applied for the GLO program for the demolition and rebuilding. 4 Historic Landmark Commission May 12, 2025 Con-unissioner Makin moved to approve the request for a Certificate of Demolition to deinolish a home and a Certificate of Appropriateness for a now construction home., as requested in PZ2025- 122, with the following conditions: 1 All applicable permits and inspections are obtained through the Building Codes Dep,artment. 2. Applicant: Ashtyn Hebert Location: 2655 North Street Ms. Luckey presented the staff report. Property owner Ashtyn Hebert is requesting a Certificate of Appropriateness to repaint the brick exterior of the home located at 2655 North Street. Ms. Hebert is re uestin to change the body color to Stargazer by Glidden and the trim color to Onyx by Glidden. Painting began without the benefit of an approved Certificate of Appropriateness. Ashtyn Hebert, 2655 North Street, Beaumont, Texas addrcsscd the Commission. Slac stated that she was not aware of the historic district requirements for paint colors and that the brick needs patching and the paint will help cover the patching. Further discussion followed concerning the paint color, particularly the onyx color. Commissioner Templeton moved to approve filc PZ2025-124, the reqtiest for a Certificate of Appropriateness to paint a home on property located at 2655 North Street, with the following added condition: 1. The body of the home to be painted Stargazcr, while the trim should be Westchester Grey SW2949. Commissioner Crawford seconded the motion. A roll call vote was taken.
