HomeMy WebLinkAbout04-14-25 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION April 14, 2025 Council Chambers, City Hall, 801 Main Street, Beaumont, Texas ^ A Regular Meeting of the Historic Landmark Commission was held on April 14, 2025 and called to order at 3:31 p.m. with the following members present: Chairman Dohn LaBiche Commissioner Hester Bell Commissioner John Berube Commissioner Christina Crawford Commissioner Theresa Goodness Commissioner Ronald Kelley Commissioner Lynda Kay Makin Commissioner Marva Provo Commissioner Thomas Sigee Commissioner Janelle Templeton Commissioner Kirk Thomas Commission Members absent : Commissioner Marty Craig Also present: Elayna Luckey, Planner I Susan Smith, Recording Secretary Abigail LeBlanc, Oaks Historic Code Enforcement Inspector Silas Clutter, Demolition Coordinator APPROVAL OF MINUTES Commissioner Goodness moved to approve the minutes of the Regular Meeting held on January 13, 2025. Commissioner Makin seconded the motion. The motion to approve carried 11:0. REGULAR MEETING 1) PZ2025-76 : A request for a Certificate of Demotion to demolish a garage structure. Applicant: City of Beaumont Location: 2405 Laurel Street Ms. Luckey presented the staff report. Boyd Meier, Building Official, requests a Certificate of Demolition for the garage structure located at 2405 Laurel Street. According to the inspection Historic Landmark Commission $$ April 14, 2025 $ report, this structure was originally tagged as a substandard structure on January 23, 2024 after multiple code violations were discovered. The foundation is collapsing, rotten exterior walls, and is considered unsafe for human occupancy. The owner has signed a demolition consent, and at this time has no plans to reconstruct an additional parking structure. Based on the extensive repairs needed for this structure the Building Codes Staff is recommending approval of the raze order. The property is not listed in the SPARE Beaumont survey. Slides of the subject property were shown. Twenty-six (26) notices were mailed to property owners within two hundred (200) feet of the subject property. Zero (0) responses were received in favor and zero (0) were received in opposition. Planning staff recommended approval of the request. Mrs. Luckey stated that the residence is a multiple-tenant lease space and on-street parking is currently utilized. She further stated that demolition of the garage will be subsidized through CDBG grant funding and, once the garage is demolished, residents will park on the remaining concrete foundation. Brief discussion followed concerning off-street parking/parking lot requirements as it relates to new construction and existing structures. Silas Clutter, Demolition Coordinator, stated that bids will be accepted for demolition of the garage. He further stated that the foundation of the structure is unsafe for human occupancy, however, the foundation of the concrete foundation is safe. The public hearing on this item was opened and closed without comment. Commissioner Sigee moved to approve the request for a Certificate of Demolition to demolish a garage structure, as requested in PZ2025-76. Commissioner Makin seconded the motion. A roll call vote was taken. The motion to approve the request carried 11:0. 6$ $ Historic Landmark Commission $$ April 14, 2025 $ HISTORIC DISTRICT CODE ENFORCEMENT REPORT Ms. LeBlanc presented the Historic District Code Enforcement Report for the months of January, February and March 2025, including information about current violations and inspections. The Commission thanked Officer LeBlanc for her work in the District. OTHER BUSINESS None. THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED AT 3:40. 7$ $
