Commissioner Bell seconded the motion. The motion to approve carried 8:0. REGULAR MEETING 1) PZ2023-510 : A request for a Certificate of Demotion to demolish a house. Applicant: City of Beaumont Location: 2229 Liberty Avenue Ms. Luckey presented the staff report. Boyd Meier, Building Official, requests a Certificate of Demolition for the house located at 2229 Liberty Avenue. According to the inspection report, this structure was originally tagged as a substandard structure on September 27, 2021 after multiple Historic Landmark Commission $$ January 13, 2025 $ code violations were discovered. The foundation is collapsing, a full roof replacement will be needed, and the eaves are falling due to rot. This request came before the Historic Landmark Commission on January 8, 2024 and was denied when adjacent property owners stated they were interested in purchasing the property to repair the structure. However, no new ownership has taken place and the structure continues to fall further into disrepair. The property is listed in the 1989 SPARE Beaumont Survey and was built circa 1915. The The house is a good example of a local adaptation of _USZURUOMZOQ!\[R!`TQ!_`^aO`a^Q!cM_!XU_`QP!M_!g the Craftsman style and is representative of middle class homes built in Beaumont during the early decades of the century )h! Based on the extensive repairs needed for this structure the Building Codes Staff recommended approval of the raze order. Slides of the subject property were shown. Twenty-seven (27) notices were mailed to property owners within two hundred (200) feet of the subject property. One (1) response was received in favor and zero (0) were received in opposition. Mrs. Luckey read the response in favor of the request. Planning staff recommended approval of the request. Brief discussion followed concerning `TQ!\\^\[\\Q^`e!\[cZQ^i_!XM_`!O\[Z`MO`!cU`T!`TQ!EXMZZUZS! Department, length of time in which the house has been vacant, City of Beaumont mowing fees associated with the property, unpaid taxes, and ownership of the land. Demolition Coordinator Silas Clutter explained the demolition process as it relates to unpaid taxes. The property owner was not present. The public hearing on this item was opened and closed without comment. Commissioner Bell moved to approve the request for a Certificate of Demolition to demolish a house, as requested in PZ2023-510. Commissioner Sigee seconded the motion. A roll call vote was taken. The motion to approve the request carried 8:0. 2) PZ2024-351 : A request for a Certificate of Appropriateness to allow an accessory building. 6$ $ Historic Landmark Commission $$ January 13, 2025 $ Applicant: Jonathan Ester Location: 2311 Angelina Street Ms. Luckey presented the staff report. Jonathan Ester, on behalf of Uneeda Beverly, is requesting a Certificate of Appropriateness to allow an accessory building in the rear yard of the home located at 2311 Angelina Street. The accessory building will be visible from the Seventh Street right-of- way. The structure will be made of wood with vertical panels. This home is not in the SPARE Beaumont Survey. Slides of the subject property were shown. Planning staff recommended approval of this request with the following condition: 1. All applicable permits are obtained through the Building Codes Department. The applicant was not present. Commissioner Makin moved to approve the request for a Certificate of Appropriateness to allow an accessory building, as requested in PZ2024-351, with the following condition, 1. All applicable permits are obtained through the Building Codes Department. Commissioner Sigee seconded the motion. A roll call vote was taken. The motion to approve the request carried 8:0. 3) PZ2024-370 : A request for a Certificate of Appropriateness to change windows and remove shutters. Applicant: Blanca Zuniga Location: 2652 Harrison Avenue Ms. Luckey presented the staff report. Blanca Zuniga, is requesting a Certificate of Appropriateness to keep exterior alterations made to the structure located at 2652 Harrison Avenue. The windows were replaced without the benefit of a Certificate of Appropriateness or building permits. Originally the windows were six over six panes, the windows that have been 7$ $ Historic Landmark Commission $$ January 13, 2025 $ installed are one over one in appearance. The shutters were removed when the windows were replaced and the property owner wishes to keep the shutters off. The property is not listed in the SPARE Beaumont Survey, however with minimal to no architectural features, the structure relates closely to characteristics of Minimal Traditional architecture. An intermediate-pitched roof, gabled, and one story with roof eaves having little to no overhang. (McAlester, Virginia, and Lee McAlester. A Field Guide to American Houses, p. 478.) Slides of the subject property were shown. Planning staff recommended denial of the request to remove the shutters as shutters are typical of the style, along with other structures within the immediate area. Planning staff recommended approval of the request to replace the windows with the following conditions: 1. All applicable building permits be obtained through the Building Codes Department. 2. The shutters be replaced on the front left and front right windows of the front of the structure, to be painted white as was originally on the structure. The applicant was present. Blanca Zuniga, 2652 Harrison Avenue, Beaumont, Texas addressed the Commission. She stated that she was unaware that a permit was required to remove the shutters and replace the windows. Ms. Zuniga further stated that the windows needed to be replaced due to poor insulation. She also stated that the shutters broke when removed from the structure, however, she will replace them with new shutters. The Commission reminded the applicant that permits are required for work performed on homes located within the Historic District. Brief discussion followed concerning the time frame in which to replace the shutters, size of the shutters, and the Oaks Historic District Homeowners Association Grant Program. Commissioner Goodness moved to approve the request for a Certificate of Appropriateness to change windows and remove shutters, as requested in PZ2024-370, with the following conditions: 1. All applicable building permits be obtained through the Building Codes Department. 2. The shutters be replaced on the front left and front right windows of the front of the structure, to be painted white as was originally on the structure. Commissioner Bell seconded the motion. The motion to approve the request carried 8:0. 8$ $ Historic Landmark Commission $$ January 13, 2025 $ HISTORIC DISTRICT CODE ENFORCEMENT REPORT Mrs. Luckey introduced Oaks Historic Code Enforcement Inspector Abigail LeBlanc. Mrs. Luckey then presented the Historic District Code Enforcement Report for the month of December, including information about current violations and inspections. The Historic District Code Enforcement for November was conducted by multiple inspectors due to the vacancy of the Historic Inspector position. The total number of inspections for November will be included in the Community Development monthly report, alongside the ususal Code Enforcement numbers. Brief discussion followed relating to on-street parking. OTHER BUSINESS 1) Texas Historical Commission update regarding the Blanchette Cemetery and the Pear Orchard Cemetery. Designated Historic Cemeteries, both located in the J.W. Bullock Survey along Hegele Street and Barbara Lynn Ollie Street. Mrs. Luckey shared that the Jefferson County Historical Commission has obtained two new historical dedications. Blanchette Cemetery and Pear Orchard Cemetery each received a dedication as a historical marker for Servicing of Human Graves.
