A Regular Meeting of the Historic Landmark Commission was held on January 13, 2025 and called
to order at 3:36 p.m. with the following members present-.

APPROVAL OF MINUTES
Commissioner Makin moved to approve the minutes of the ocular Meeting held on November
18) 2024. Commissioner Bell seconded the motion. The motion to approve carried 8:0.
REGULAR MEETING
1) PZ2023-510.- A request for a Certificate of Demotion to demolish a house.
Applicant: City of Beaumont
Location-, 2229 Liberty Avenue
Ms. Luckey presented the staff report. Boyd Meier, Building Official, requests a Certificate of
Demolition for the house located at 2229 Liberty Avenue. According to the inspection report, this
structure was originally tagged as a substandard structure on September 27, 2021 after n-1-ultiple

code violations Nvere discovercd. The foundation is collapsing, a frill roof replacement will be
needed, and the caves are falling due to rot.
This request carve before the Historic Landmark Commission on January 8, 2024 and was denied
when adjacent propert)F owners stated they were interested in purchasing the property to repair the
structure. However, no new ownership has taken place and the structure continues to fall ftirther
into disrepair.
The property is listed in the 1989 SPARE Beaumont Survey and was built circa 1915. The
significance of the structure was listed as "The house is ct good exwnI)le of a local ad apation of

Based on the extcnsive repairs needed for this structure the Building Codes Staff recommended
approval pproval of the raze order.
Slides of the subject property were shown.
Twenty-seven (27) notices were mailed to property owners within two hundred (200) feet of the
subject property. One (1) response was received iii favor and zero (0) were received in opposition.
Mrs. Luckey read the response in favor of the request.
Plarming staff recommended approval of the request.
Brief discussion followed concerning the property owner's last contact with the Platming
Department, length of time in which the house has been vacant, City of Beaumont mowing fees
associated with the property, unpaid taxes, and ownership of the land. Demolition Coordinator
Silas Clutter explained the demolition process as it relates to unpaid taxes.
The property owner was not present.
The public, Bearing on this item was opened and closed without comment.
Commissioner Bell moved to approve the request for a Certificate of Demolition to demolish a
house, as requested in PZ2023-510.
Commissioner Sigee seconded the motion.
A roll call vote was taken. Chairman LaBiche-Aye; Commissioner Bell -Aye; Commissioner
Berube-Aye; Conn-nissioner Crawford -Aye; Commissioner Goodness -Aye; Commissioner

2) PZ2024-351: A request for a Certificate of Appropriateness to allow ail accessory
building.

Applicant: Jonathan Ester
Location: 2311 Angelina Street
Ms. Luckey presented the staff report. Jonathan Ester, on behalf of Unceda Beverly, is requesting
a Certificate of Appropriateness to allow an accessory building in the rear yard of the home located
at 2311 Angelina Street. The accessory building will be visible from the Seventh Street right-of-
way.
The structure will be made of wood with vertical panels. The roof will be golden cedar three (3)
tab shing1c. The body of the structure will be "ponytail" and the trim will be "delicate white". The
setbacks displayed on Mr. Ester's site plan are in conformance with Sec. 29.03.024 District area
and height regUlations of the City of Beaumont Code of Ordinances.
This hom-e is not in the SPARE Beaumont Survey.
Slides of the subject property were shown.
Planning staff recommended approval of this request with the following condition:
L All applicable permits are obtained through the Building Codes Department.
The applicant was not present.
Commissioner Makin moved to approve the request for a Certificate of Appropriateness to allow
an accessory building, as requested in PZ2024-351 , with the following condition,
1. All applicable permits are obtained through the Building Codes Department.
Commissioner Sigee seconded the motion.

3) PZ2024-370: A request for a Certificate of Appropriateness to change windows and
remove shutters.
Applicant: Blanca Zuniga
Location-, 2652 Harrison Avenue
Ms. Luckey presented the staff report. Blanca Zuni a, is requesting a Certificate of
Appropriateness to keep cxtcrior alterations made to the structure located at 2652 Harrison
Avenue. The windows were replaced without the benefit of a Certificate of Appropriateness or
building permits. Originally the windows were six over six panes, the windows that have been

Installed are one over one in appearance. The shutters were renloved when the windows were
replaced and the property owner wishes to keep the shutters off.
The property is not listed in the SPARE Beatimont Survey, however with. minimal to no
architectural features, the strUCtUre relates closely to characteristics of Minimal Traditional
architecture. An Intermediate --pitched roof, gabled, and one story with roof eaves having little to
no overhang. (McAlester, Virginia, and Lee McAlester. A Field Giticle Io Ailel.ican Houses, p.
478.)
Slides of the subject property were shown.
PlannIng staff recommended denial of the request to remove the shutters as shutters are typical of
the stele, along with other structures within the immediate area.
Planning, staff recommended approval of the request to replace the windows with the following
conditions:
1. All applicable building permits be obtained through the Building Codes Department.
2. The shutters be replaced on the front left and front right windows of the front of the
strUcture, to be painted white as was originally on the structure.
The applicant was present. Blanca Zuniga, 2652 Harrison Avenue, Beaumont, Texas addressed
the Commission. She stated that she was unaware that a permit was required to remove the shutters
and replace the windows. Ms. Zuniga ffirther stated that the windows needed to be replaced due to
poor insulation. She also stated that the shutters broke when removed from the structure, however,
she will replace them with new shutters. The Commission reminded the applicant that permits are
required for work performed on homes located within the Historic District.
Brief discussion followed concerning the time frame in which to replace the shutters, size of the
shutters, and the Oaks 1-fistoric District Homeowners Association Grant Program.
Commission Goodness moved to approve the requcst for a Certificate of Appropriateness to
change windows and remove shutters, as requested in PZ2024-370, with the following conditions:
1. All applicable building permits be obtained through the Building Codes Department.
2. The shutters be replaced on the front left and front right windows of the front of the

Mrs. Luckey introduced Oaks Historic Code ElIfOrCenlent Inspector Abigail LeBlanc. Mrs. Luckey
then presented the Historic District Code Enforcement Report for the month of December,
including information about currcnt violations and inspections. The Historic District Code
Enforcement for November was conducted by multi is inspectors due to the vacancy of the
Historic Inspector position. "I'lie total nuniber of inspections for November will be included in the
Community Developn-ient monthly report, alongside the usual Code Enforcement numbers.
Brief discussion followed relating to on -street parking.
OTHER BUSINESS
.1) Texas I 11storical Commission update regarding the Blanchette Cemetery and the Pear
Orchard Cemetery. Designated Historic Cemeteries, both located in the J.W. Bullock
Survey along Hegele Street and Barbara Lynn 011ie Street.
Mrs. Luckey shared that the Jefferson County I-listorical Commission leas obtained two new
historical dedications. Blanchette Cemetery and Pear Orchard Cemetery each received a dedication
as a historical marker for Servicing of Human Graves.

STAFF REPORT
Boyd Meier, Building Official, requests aCertificate ofDemolition for the garage structure
located at 2405 Laurel Street. According to the inspection report, this structure was originally
tagged as a substandard structure on January 23, 2024 after multiple code violations were
discovered. The foundation is collapsing, rotten exterior walls, and is considered unsafe for
human occupancy. The owner has signed a demolition consent, and at this time has no plans to
reconstruct an additional parking structure.
Based on the extensive repairs needed for this structure the Building Codes Staff is
recommending approval of the raze order.
The property is not listed in the SPARE Beaumont survey.
Planning staff recommends approval of this request.

Jefferson County, Texas, my consent as owner of the property and structure identified below to
demolish and remove said structure. In consideration for the demolition, I agree as follows:
1. 1 will be responsible for raking and cleaning up of small debris left by the demolition.
2. In order for debris to be removed, I understand 1 will be required to place
the materials at the curb line in accordance with City ordinances. I
understand that the demolition may result in ruts in the property and the
potential of damage to real and personal property retraining on the
property.
3. 1 hereby indemnify the City, its employees, officers and agent against
any and all claims for injuries or darnages arising from'demoliflon on my
property, expressly including injuries to persons or damages to real or
personal property arising from negligence by the City, its employees,
officers or agents.
4. If this structure is an OUtbuilding such as rear garage apartment,
shed or garage, etc., it is the responsibillity of the property owner to
disconnect electricity, water and gas utilities from this structurell
