FILE: PZ2025-47 r%TAPP PFPnPT Tabitha Haygood, of Fitt z & Shipman, Inc. requests approval of the Preliminary plat for Whispering Heights, Phase 11. Conditional approval was previously granted in April of 2022. However, no final plat has been recorded prompting the renewal of the Preliminary Plat in compliance with section 26.02.002(c) of the Code of Ordinances which states"".. Failure to prepare a final plat and have it recorded in accordance with the provisions of this chapter within twenty-four ('4 r oaths from the date of preliminary plat approval shall result in the expiration of the previous approval. "' The development is located north of Behan Wood Street. The 5.53 acre development will feature eighteen (18) new residential single family lots, in an R-S (Residential Single -Family Dwelling) zoning district. The proposed residential streets Taher Wood and Yasmin Wood Street will have a 50 ft. right-of-way with a 27 ft. pavement width. All lots will access Pointe Parkway via the extension of Mumtaz Drive and the existing Rehan Wood Street. Water and sewer will be provided by extension of City utilities. Section 26.03.002 (4) states, "'Collector s tree ts and minor collector streets sh all be constructed in n e w s ubdivisio ns by the subdivider. A d d re s s e s condition #1. Section 2 6.03.008 (a) (2) states, "`.Streetlights shall be installed at- a// intersections and at additional 10 ca b on s n o t less than two hundred (2 00) feet apart. Lo ca 0 o ns shall b e designated s o as to provide an average separation of approximately two hundred fifty (50) feet." Addresses condition #2 Section 2 6.03. 11 states, "Utility easements and water and sewer facilities shall be provided by the subdivider in accordance with the standards and specification for minimum water and sanitary sewer requirements on file in the office of the wa te r utilities director for the city." Addresses condition #3 & #4 Secti o n 26.02. 00 1 states, "". .the subdivider shall submit a master or tentative plan for all contiguous property owned or intended far development by the subdivider as required by the secretary of the planning commission. The plan shall show a proposed future street system and lot pattern sufficientfor the secretary of the planning commission to review the proposed developmeat for general compliance with respect to surrounding land use, street connections,, utilities, drainage facilities arid' park and open sp ace n eeds. " Planning staff recommends approval of the request with the following conditions: Correct the right-of-way width and pavement width for Mumtaz Drive to be in accordance with Section 26.03.002(4). 2. Space streetlights to meet City Subdivision Ordinance requirements. Revise the streetlight layout plan to meet City Ordinance Requirements. 3. Construction plans must meet all requirements by Water Utilities for water and sanitary sewer services., including any requirements of the City' s back -flow, pre-treatment and/or FOG p rogra m. 4. Relocate the sanitary sewer service connections to be offset from the telecorn and energy easement for Blocks 5-7, as shown in detail H-29. 5, Submit an updated master plan prior to the recordation of the plat.
