HomeMy WebLinkAbout11-18-24 HLC Minutes * M I N U T E S * HISTORIC LANDMARK COMMISSION November 18, 2024 Council Chambers, City Hall, 801 Main Street, Beaumont, Texas _ A Regular Meeting of the Historic Landmark Commission was held on November 18, 2024 and called to order at 3:30 p.m. with the following members present: Chairman Dohn LaBiche Commissioner Hester Bell Commissioner Marty Craig Commissioner Christina Crawford Commissioner Theresa Goodness Commissioner Ronald Kelley Commissioner Thomas Sigee Commissioner Janelle Templeton Commissioner Kirk Thomas Commission Members absent : Commissioner John Berube Commissioner Lynda Kay Makin Commissioner Marva Provo Also present: Elayna Luckey, Planner I Susan Smith, Recording Secretary Audwin Samuel, Councilmember APPROVAL OF MINUTES Commissioner Craig moved to approve the minutes of the Regular Meeting held on October 14, 2024. Commissioner Bell seconded the motion. The motion to approve carried 9:0. REGULAR MEETING 1) PZ2024-293 : A request for a Certificate of Appropriateness to add two (2) accessory buildings for classrooms. Applicant: Misty McCord Location: 2390 Cartwright Avenue Ms. Luckey presented the staff report. Misty McCord, on behalf of Trinity Charter School, is requesting a Certificate of Appropriateness to add two (2) modular buildings for classrooms behind the main structure at 2390 Cartwright Avenue. The classrooms will serve as support to the students Historic Landmark Commission $$ November 18, 2024 $ of the currently housed programs at 2390 Cartwright, the previous location of the Sprott Family Hospital. No exterior alterations or changes will be made to the existing structure and if at such time the tenant relocates the buildings can be moved without adversely affecting the building. The Sprott Hospital was founded in 1944 to meet the healthcare needs of Beaumont h`!OYNPX! citizens. The Sprott Hospital continued in general use until the late 1950s and served as a great \[RRQ!\]_V\\_!a\\!aUR!V\[aRT_NaV\\\[!\\S!aUR!ZRQVPNY!`aNSS!\\S!9RNbZ\\\[ah`!ZNW\\_!U\\`\]VaNY`+!KUR!J\]_\\aa! Hospital was granted the HC-L (Historic Cultural-Landmark) Designation on May 4, 1999. The Sprott Hospital is currently being used as a residential care facility for youth. Slides of the subject property were shown. Planning staff recommended approval of the request with the following condition: 1. All applicable permits and inspections are obtained through the Building Codes Department. Brief discussion followed concerning color of the proposed buildings, along with the tie-down methods for securing each building. Representatives of the applicant were present. Lynida Clifton of Preferred Facilities Group, 5555 College Street, #104, Beaumont, Texas and Nikki Relford of Wise & Rooted Counseling, 2295 N. th 10 Street, Beaumont, Texas addressed the Commission. Ms. Relford stated that Wise & Rooted Counseling, a residential treatment center, is the current tenant and the proposed buildings will serve as classrooms for children ages 5-17. The Board thanked the Sprott family for attending the meeting and serving the community. Commissioner Bell moved to approve the request for a Certificate of Appropriateness to add two (2) accessory buildings for classrooms, as requested in PZ2024-293, with the following condition: 1. The motion to approve the request carried 9:0. 6$ $ Historic Landmark Commission $$ November 18, 2024 $ 2) PZ2024-298 : A request for a Certificate of Appropriateness to support the relocation of two (2) State Historical Markers. Applicant: Jennifer Trenbeath, Jefferson County Historical Commission Location: 700 Crockett Street Ms. Luckey presented the staff report. The Jefferson County Historical Commission is seeking approval for the relocation of two State Historical Markers from the Texas Historical Commission onto City of Beaumont property. The Nancy Tevis Historical Marker (Marker number 10573, posted in 1976) and the Beaumont Lumber Mill City of the Nineteenth Century Historical Marker (Marker Number 10496, posted in 1977) were washed away from Riverfront Park as a result of Hurricane Harvey in 2017. Post Hurricane Harvey, the Jefferson County Historical Commission had the markers recast, and they are currently held in storage. The markers were originally intended to be replaced at Riverfront Park once the restoration was complete, however there is concern about the possibility of another storm event washing away the replaced markers. With consideration of the details for both markers and their locations, the Jefferson County Historical Commission has requested to relocate the Historical Markers to the Event Centre located at 700 Crockett Street. This will allow for the markers to still be within an appropriate location regarding their context and will likely gather a larger audience due to the continued repairs at Riverfront Park limiting access to the public. Slides of the subject property were shown. Planning staff recommended approval of the request. A representative of the applicant was present. Kate Hambright, 7 Cheska Hollow, Beaumont, Texas addressed the Commission. She stated that the markers have been in storage for three years and will have good visibility at the Event Centre location. Ms. Hambright then gave a brief history of the proposed placement location. Commissioner Goodness stated that she will abstain from voting as she is the Chair of the Jefferson County Historical Commission, which is the Commission requesting the marker. Commissioner Templeton moved to approve the request for a Certificate of Appropriateness to support the relocation of two (2) State Historical Markers, as requested in PZ2024-298. Commissioner Craig seconded the motion. A roll call vote was taken. The motion to approve the request carried 8:0:1 (Goodness). 3) PZ2024-327 : A request for a Certificate of Appropriateness to paint a front door. 7$ $ Historic Landmark Commission $$ November 18, 2024 $ Applicant: Andrea Karlin Location: 2449 Harrison Avenue Ms. Luckey presented the staff report. Property owner Andrea Karlin, is requesting a Certificate of Appropriateness to repaint the previously painted brick structure and paint the front door on the home located at 2449 Harrison Avenue. Ms. Karlin plans to change the color of the front door to Parakeet (SW6711), which is not an approved color on the currently adopted color palette. The home is listed in the 1991 SPARE Beaumont Survey as built circa 1940 and classified as a traditional. Slides of the subject property were shown, along with the proposed paint color. Planning staff recommended approval of the request. The applicant was present. Andrea Karlin, 2449 Harrison Street, Beaumont, Texas addressed the Commission. She stated that she purchased the home in 2000 and that the current paint color of the main house will remain. Ms. Karlin further stated that the proposed paint color will compliment the rest of the home. Commissioner Goodness moved to approve the request for a Certificate of Appropriateness to paint a front door, as requested in PZ2024-327. Commissioner Sigee seconded the motion. A roll call vote was taken. HISTORIC DISTRICT CODE ENFORCEMENT REPORT Mrs. Luckey announced that the new Oaks Historic District Code Officer will begin employment on November 25, 2024. She further presented the Historic District Code Enforcement Report for the month of October, including information about current violations and inspections. OTHER BUSINESS None.
