STAFF REPORT
Alberto Elefano of Fitt z & Shipman, Inc. has requested Preliminary Plat approval of Graystone
Subdivision, Phase 1. Conditional approval of this plat was previously granted in May 2022;
however, development did not proceed, and the approval expired without the recordation of a
final plat. The application is now being brought back to the Planning Commission for
consideration of the 8.5045 acre development, which will consist of 31 new residential lots
within an R-S (Residential Single -Family Dwelling) District. The proposed collector streets Oak Crest
Drive and Maple Grove Drive, will have a 60' wide right-of-way and a Sift. back -of -curb to
back -of -curb pavement width. Water and sewer will be provided by an extension of the city's
facilities.
IFC2021 Appendix D Section D107 States, "'Developments of one- or two-family dwellings where
the number of dwelling units exceeds 30 shall be provided with two separate and approved fire
upporatus access roads." Addresses condition #1.
Section 2602.002(l) states, ""...written evidence of ownership, acceptable to the city attorney,
shall be required in order to identify ownership and vorious easements, conditions, restriction,
and covenants pertaining to the use of the land being subdivided," Addresses condition #2.
Section 2 6.0 3.0 0 8 (a) (2) states "Stre etligh ts are required in a// subdivision developed after the
effective date o this chapter, consistent with thefollowingcriteria:Streetlights shall be installed

at a// intersections and at additional locations not less than two hundred (200)feet apart.
Locations shall be designated so as to provide an average separation of approximately two
hundred fifty (250) feet. Variations shall occur only where lot widths and `or other conditions
necessitate." Addresses condition #3.
Section 2 6.0 3. 11 states, "'Utility eas em en ts and water and sewer facilities shall be provided by
the subdivider in accordance with the standards and specifications for minimum water and
sanitary sewer req uire m en ts on file in the office of the water utilities director for the city.
Addresses condition H4.
Section 2 6.0 3.0 0 2 (4) states, "Colle c tor s tre e ts and minor collector streets shall be constructed in
n e w subdivisions by the subdivider. A street serving more than sixty four (s4), b u t less than four
hundred fifty (450J dwelling units, shall be a minor collector street with a right-ofway of no less
than sixty (60j feet and a thirty-six foot face of curb to face of curb pavement.' Addresses
condition #5.
The Planning staff recommends approval with the following conditions:
1. Future phases will require a second separate and approve fire apparatus access road.
2. The dates in the title blocks should be updated from 2022 to the current year for the
execution of the Preliminary Plat.
3. Revise the streetlight layout plan to meet City Ordinance Requirements.
4. The Design of final water and sewer utilities to be approved by City Engineering.
5. Additional right-of-way must be dedicated along Felix Street to allow a sixty -foot (60')
wide collector street or limit future development to the west.

Submitted for your review and comment are two (2) prints of the Preliminary Plat and the preliminary
drainage calculations for a proposed 8.5405 acre subdivision titled Graystone Subdivision, Phase I
located approximately at the 3150 block of Wescalder Rd.
Phase I Graystone subdivision will consist of 31 residential lots in approximately 8.5045 acres in
size. Street Right -of -Way (ROW) for Oak Crest Drive and Maple Grove Drive will be 60 feet with 37
foot wide concrete pavement that is constructed to City of Beaumont Subdivision Standards with
curb and gutter type construction and underground storm drainage. A 10 foot utility and drainage
easement will be provided on each side of the street ROWs. A front building set back line will be 25
feet. Sidewalks will be constructed on each side of the roadway as each residence is completed. If
the lot is not developed within five (5) years of the recordation of the final plat, the current property
owner shall construct the sidewalk.
Drainage will be provided by underground storm lines along the residential streets which will then be
detained at a detention pond northwest of the subdivision. The detention pond will detain the storm
water and release the same flow as pre -developed conditions to the existing Jefferson County
Drainage District No. 6 (DD6) drainage channel 202B.
Water lines and gravity sewer lines shall be connected to the existing water and sewer system in
Wescalder Rd. Water line will be tapped into in Wescalder and Oak Crest Drive and will be looped
in Maple Grove and into the street ROW of Jones Street and complete the loop at Jones and
Wescalder. The sanitary sewer line will be constructed in Oak Drive and Maple Grove and will be
dead ended with a clean out at the end of the Phase I construction. The sanitary sewer line will be
connected to the existing manhole at Wescalder and Oak Crest Drive that is connected to
Wescalder @ Fig Acres Lift Station.
