A Regular Meeting of the Historic Landmark Commission was held on October 14, 2024 and
called to order at 3:32 p.m. with the following members present:

Chairman Laffiche and Mrs. Luckey briefed the Commissioners on the voting and abstention
process.

Commissioner Goodness moved to approve the minutes of the Regular Meeting held on August
12, 2024. Commissioner Makin seconded the motion. The motion to approve carried 9:0.
Commissioner Craig not yet present.

The applicants of Agenda Item No. 1, PZ2024-265, and No. 2, PZ2024-266, were not present. In
order for the Commission to have a complete understanding of all the details of each request, the
applicant should make every effort to be in attendance at the meeting. To allow time for the
applicants to arrive, Chairman La fiche amiounced that the presentation of Agenda Item No. 1

(PZ2024-265) and No. 2 (P,Z32024-266) will be delayed until the end of the meeting. Therefore,
the Commission moved forward with the presentation of Agenda Item No. 3, PZ2024-296.
3) PZ2024-296-0 A request for a Certificate of Appropriateness to support a
designation for a State Historical Marker.

Ms. Luckey presented the staff report. The Jefferson County Historical Commission is seeking
support for an Undertold Marker application through the Texas Historical Commission. The
Undertold Marker program was established to address historical gaps, promote diversity of topics,
and proactively document significant underrepresented subjects or untold series. The application
is to highlight the 1943 Beaumont Race Riots.
Between 1940 and 1943, Beaumont became a destination for workers in the defense industry with
the population growing from 59,000 to 80,000, with African Americans maintaining a proportion
of roughly one third of the population in Beaumont. In 1943, racial tensions were worsened by the
pressure of World War 11 and increased population related to Beaumont's shipbuilding industry.
On Julie 15"'., the tension reached a head when a white woman accused an African American man
of assault. For five days that followed, mobs raged in the streets of downtown Beaumont,
converging on the Police Department and Sall, demanding to search all prisoners for the attacker.
Three people lost their lives, thousands were injured and the African American sections of Gladys
and Forsythe Streets were ravaged, with over a dozen fires being fought by the Fire Department.
Ultimately the Texas Rangers and National Guard were brought in to establish martial law. The
highway was closed to prevent others from outside the city entering to join the violence, curfews
were set and gatherings of large crowds prohibited and some even were not permitted to work until
the violence ceased. In great irony, our nation was engaged in war battling genocide due to racism
and supremacy, the very issue that cost over 200,000 labor hours of wartime shipbuilding during
the week of the Beaumont Race Riots.

Plaiuiing staff recommended approval of the request.
The applicant was present. Jennifer Trenbeath, 1149 Pearl Street, Third Floor, Beaumont, Texas
addressed the Commission. Ms. Trenbeath provided the history of the Beaumont Race Riots and
the process for obtaining the requested historical markcr.
Gordon Williams,, 18 10 N. Travis, Cleveland Texas addressed the Commission. Mr. Williams
discussed the research he conducted which resulted in the creation of a fictional film relating to
the Beaumont Race Riots.
Commissioners expressed support of the Untold Marker and the need to bring awareness to the
community of the historical event.

Commissioner Makin moved to approve the request for a Certificate of Appropriateness to allow
support a designation for a State Historical Marker, as requested in PZ2024-296. Commissioner
Bell seconded the motion.
Commissioner Goodness stated that she will abstain from voting as she is the Chair of the Jefferson
C'ounty Historical Commission, which is the Commission requesting the marker.
A roll call vote was taken. Chairman LaBiche-Aye; Conu-nissioner Bell -Aye; Commissioner
Bcrube-Aye; Con-imissioner Craig -Aye; Commissioner Crawford - Aye-, Commissioner Goodncss-

1) PZ2024-265: A request for a Certificate of Appropriateness to construct a second
driveway.
Applicant: KW Rentals
Location: 2137 Liberty AvenUe
Ms. Luckey presented the staff report. KW Rentals, is requesting a Certificate of Appropriateness
to construct a second driveway located at 2137 Liberty Avenue. The proposed drive will be to
accommodate the second dwelling unit to allow separation of the parking for the tenants. The drive
will be constrUcted to the side of the structure, and will not allow for parking in front of the
structure.
The home is listed in the 1989 SPARE Beaumont Survey as built circa 1910 and classified as a
neoclassical with Queen Arme influences. The recorder noted that "The house is sli-licturally sound

Ms. Luckey presented the staff report. Charlie Jones, on behalf of Judith Rich, is requesting a
Certificate of Appropriateness to install an 8' fence on the property located at 2390 Broadway
Street to prevent pedestrian foot traffic from crossing her property. "I"he fence will be eight (8) feet
in height and wood along the interior side yard and once it reaches the front of the home it will
continue forward to the front property line with wrought iron.
Section 29.03.018 (g)(3)(C)(i) Historic -Cultural Landmark Preservation Overlay District states "'A

Misty McCord,, on behalf of Trinity Charter School is requesting a Certificate of Appropriateness
to add two (2) modular buildings for classrooms behind the main structure at 2390Cartvvr|ch1
Avenue. The classrooms will serve as support to the students of the currently housed programs
atZ39OCartwright, the previous location ofthe Sprott Family Hospital.
The proposed buildings will be24':64'and will bepainted gray with maroon trim. The
buildings will be secured to the property however not affixed to the previous Sprott Hospital
building. No exterior alterations or changes will be made to the existing structure and if at such
time the tenant relocates the buildings can be moved without adversely affecting the building.
The Sprott Hospital was founded in 1944 to meet the healthcare nee& of Beaumont's black
citizens. The Sprott Hospital continued in general use until the late 1950s and served as a great
need prior tothe integration ofthe medical staff ofBeaunnont'smajor hospita|s.TheSprott
Hospital was granted the HC'L (Historic Cultunal-bandmark) Designation on Kxay/i 1989. The
Sprott Hospital is currently being used as a residential care facility for youth.
Planning staff recommends approval of the request with the following condition -
1. All applicable permits and inspections are obtained through the Building Codes
Department.

On behalf of Trinity Charter School, I am submitting a request for a Certificate of Appropriateness for a
project aimed at expanding our campus. Trinity Chaiter School serves children in the care of residential
facilities, and these particular classrooms will support the students of Alin to Achieve Ranch Shelter,
Aspire 2 Dream, and Wise and Rooted.
We are proposing to add two modular buildings behind the main structure of the property at 2390
Cartwright St, which will be used as classroom space. The following along with the other attached
documents are the details of the project-
0 Paint: The buildings will be painted gray with maroon trim.
0 Roof: The roofing will consist of either III 16b Metal or EPDM (rubber membrane).
0 Deeldng and Handrails: We will be including decking and handrails for safe accessibility.
0 Signage: No signage is required for these additions.
a Landscaping: No additional landscaping is required for this project.
We are corru-nitted to ensuring that these additions meet the standards set by the City of Beaumont. We

STAFF REPORT
The Jefferson County Historical Commission is seeking approval for the relocation of two State
Historical Markers from the Texas Historical Commission onto City ofBeaumont property. The
Nancy Tevis Historical Marker (Marker number 10573, posted in 1976) and the Beaumont
Lumber Mill City of the Nineteenth Century Historical Marker (Marker Number 10496, posted in
1877\ were washed away from Riverfront Park as a result of Hurricane Harvey in 2017. Post
Hurricane Harvey, the Jefferson County Historical Commission had the rnarkers recast, and they
are currently held in storage. The markers were originally intended to be replaced at Riverfront
Park once the restoration was complete, however there is concern about the possibility of
another storm event washing away the replaced markers.
With consideration of the details for both markers and their locations, the Jefferson County
Historical Commission has requested to relocate the Historical Markers to the Event Centre
located at 700 Crockett Street. This will allow for the markers to still be within an appropriate
location regarding their context and will likely gather a larger audience due to the continued
repairs at Riverfroni Park limiting access to the public.
Planning staff recommends approval of the request.
