BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF BEAUMONT:
THAT the City Manager or his designee be and are hereby authorized to receive fiuiding
in an amount up to $2,500,00 though the Motiva 2024 First Responder Grant Program.
The meeting at which this resolution was approved was in all things conducted in strict
compliance with the Texas Opeli Meetings Act, Texas Government Code, Chapter 551.
PASSED BY THE CITY COUNCIL of the City of Beaumont this the 29th day of
October, 2024.

Motiva Photograph and Publicity Release
I hereby grant to Motiva Enterprises, Its legal representatives and assignees the
irrevocable, perpetual and unrestricted right and permission to take still and moving
photographs, portraits and pictures of me. I hereby grant to Motiva the unrestricted right to use,
publish, transmit, display and license the photographs in which I may be included in whole or in
part without restriction as to changes or alterations or reproductions. I authorize Motiva to use
the photographs in composite or in distorted character or form, in conjunction with my own or
a fictitious name in any and all media now known or hereafter developed, invented or
discovered including but not limited to all print, digital, Internet, Intranet, social media and
broadcast media for all purposes whatsoever including illustration, promotion, art, editorial,
advertising and trade.
I also consent to the digital manipulation or distortion of the photographs, Including
without restriction any changes or alterations as to color, size, shape, perspective, context,
foreground and background. I further consent to the use of any published matter in conjunction
with the photographs. I waive any rights that I may have to inspect or approve the finished
product or products and any advertising copy or other matter that may be used in connection
with the photographs or the use to which they may be applied.

The Beaumont Police.Department provides the Region's only Real -Time Command Center and.
Emergency Operations Center, The Department's. Emergency Management Program. prepares .the City
fora coordinated response to major events, emergencies, and.disasters. The Emergency Management
program also.manages the Emergency Operations Center during incidents. The Real -Time Crime
Center. is a recent. addition to the department and is.a toot to. assist not only.police, but also emergency;
management, fire and EMS personnel. throughout the.region. It provides real-time intelligence for.
improved situational awareness and safety for first responders and citizens involved in the incidents.

We are requesting the purchase of four outdoor bullet cameras (256 GB, 30 days max. $459.79/each,
$1,839.16 total), a three year camera license for each camera ($1,17.1.66/eac.h,`$4,68.6.64 total), four
cellular routers.(Peplink Max or similar, $349/each, $1,396 total), four Eusus Cores for integration with thee',
Real -Time Command Center ($200/each, $800 total), and four enclosures to keep the items. safe from
weather.($200/each, $800 total). With the .remaining funds we'd like to purchase. SIM cards, These
cameras and equipment will be. placed in.areas that historically flood .and will .help.first responders monitor'',
and respond safely and efficiently with the intelligence gathered by the Real -Time Command Center.

How will the grant increase the units ability to serve the community and/or protect your personnel?
The equipment purchased with grant funds will greatly improve the response time, efficacy, and safely of first responders to Incidents In the areas that will be
monitored by the Real -Time Command Center. The cameras and Integration with the command center will also Improve citizen safety throughout Beaumont as
the monitoring and.real-time Intelligence can help first responders develop a plan and have more inclusive information before attempting rescue. The Intelligence 1
gathered from the cameras and Integration with the Real -Time Command Center can also prevent Incidents, for example, closing streets or areas due to the
information gathered demonstrating it's unsafe for citizens to travel in those areas.The cameras and monitoring will provide views to areas that first responders.
