1. The placement of a sidewalk will require the ditch to be partially backfilled, reducing the
capacity of the ditch.
2. Construction will endanger the underground utility and communications lines within the
construction area.
3. Placing an underground storm sewer would not be practical due to the lack of depth
available inthe ditch and the downstream elevations.
The City"s Traffic Engineer has reviewed the request for said sidewalk waiver and concurs with
Planning staff recommends approval of the request.

construction of sidewalk along the Calder Avenue right-of-wayon a new commercial
development aLG51OCalder Avenue. Avicinity map, topographic survey, and proposed
construction site plan are attached to this request.
Calder Avenue isapublic with aZ4foot asphalt riding surface within a5O
foot right-of-way. Adjacent tothe west side ofthe roadway (adjacent tothis tract) isan
earthen ditch. The east side ofthe roadway has open ditches, and aportion ofthe ditch
is enclosed. This site has one (1) driveway entrance approximately in the middle of the
site. The existing entrance will be removed and new entrances will be placed.
Areview of the topographic survey indicates that the ditch adjacent tothe site overlaps
the property line asmuch asthree i3lfeet. The area within the ditch and adjacent tothe
ditch have numerous cable lines, agas line, and asanitary sewer line. The ditch isshallow
uv(th a depth of 1.6 feet} however, the vvldth of the ditch is 9.1 feet (approximatevalues,
the widths and depths vary).
The construction of a sidewalk in this area would not be feasible due to the following
circumstances.
l. The placement of a sidewalk will require the ditch to be partially bacNlUed,
reducing the capacity ofthe ditch.
2. Construction will endanger the underground utility and communications lines
within the construction area.
3. Placing an underground storm sewer would not be practical due to the lack of
depth available inthe ditch and the downstream elevations.
