A Joint Public Hearing of the Planning Commission and City Council was held on September 16,
2024 and called to order at 3:10 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Linton moved to approve the minutes of the Joint Public Hearings held on August
19, 2024. Commissioner Sorrell seconded the motion. The motion to approve the minutes carried

REGULAR MEETING
1) PZ2024-238:
Request for a Replat of Lot 38, Block A, Beaumont Improvement Co.
Subdivision, Beaumont, Jefferson County, Texas into Lots 38-A and 38-B,
Block A, Beaumont Improvement Co Subdivision, Beaumont, Jefferson
County, Texas.
Applicant: Access Surveyors, LLC
Location: 3765 Roland Road
Mrs. Engman presented the staff report. Scott Brackin of Access Surveyors, LLC, requests
approval of a Replat of Lot 38, Block A, Beaumont Improvement Co. Addition, Beaumont,
Jefferson County, Texas into Lots 38-A and 38-B, Beaumont Improvement Co. Addition,
Beaumont, Jefferson County, Texas. The intent of the plat is to divide the existing 4.91 acre lot
into two residential lots.
Slides of the site plan and subject property were shown.
Staff recommended approval of the request.
Fourteen (14) notices were mailed to property owners within two hundred (200) feet of the subject
property. Zero (0) responses were received in favor and zero (0) in opposition.

A representative of the applicant was present. Colby Bracken of Access Surveyors, LLS, 11025
Old Voth Road, Beaumont, Texas addressed the Commission. He stated that the land transaction
is between family members and will allow access to both properties along Roland Road.
The public hearing on this item was opened and closed without comment.
Commissioner Jabbia moved to approve the request for a Replat of Lot 38, Block A, Beaumont
Improvement Co. Subdivision, Beaumont, Jefferson County, Texas into Lots 38-A and 38-B,
Block A, Beaumont Improvement Co. Subdivision, Beaumont, Jefferson County, Texas, as
requested in PZ2024-238.
Commissioner Javed seconded the motion. The motion to approve the request carried 5:0.
2) PZ2024-245:
Request for a Replat of Tract 161 out of the David Choate League
Survey, Abstract 11, Beaumont, Jefferson County, Texas into Lots 1-5,
Sour Lake Moore Addition, Beaumont, Jefferson County, Texas.
Applicant: Access Surveyors, LLC
Location: 135 Moore Road
Mrs. Engman presented the staff report. Scott Brackin of Access Surveyors, LLC, request approval
of a Replat of Tract 161 out of the David Choate League Survey, Abstract 11, Beaumont, Jefferson
County, Texas into Lots 1,2,3,4 and 5, Sour Lake Moore Addition, Beaumont, Jefferson County,
Extraterritorial

subject property. One (1) response was received in favor and zero (0) in opposition.
A representative of the applicant was present. Colby Bracken of Access Surveyors, LLS, 11025
Old Voth Road, Beaumont, Texas addressed the Commission. He stated that the request will allow
a shared access easement to benefit the neighboring property to the west by allowing access to the
properties via one driveway.
The public hearing on this item was opened.
Robert Mouton, 2430 Moore Road, Beaumont, Texas addressed the Commission. He stated that
he is in opposition to the request because there is currently no access to the property.
The representative of the applicant was given an opportunity to speak in rebuttal. Mr. Bracken
stated that the property is currently vacant, however, Sour Lake Road will allow access for Lots 1
& 2, while Lots 3-5 will have access along Moore Road.
The public hearing on this item was closed.
Commissioner Linton moved to approve the request for a Replat of Tract 161 out of the David
Choate League Survey, Abstract 11, Beaumont, Jefferson County, Texas into Lots 1-5, Sour Lake
Moore Addition, Beaumont, Jefferson County, Texas, as requested in PZ2024-245.
Commissioner Javed seconded the motion. The motion to approve the request carried 5:0.

Chairman Nejad announced that due to a lack of a quorum for the Joint Public Hearing, agenda
items 3-6 will not be presented
