A Regular Meeting of the Historic Landmark Commission was held on August 12, 2024 and
called to order at 3:3 1 p. in. with the following meiii bers present:

APPROVAL OF MINUTES
Commissioner Sigcc moved to approve the minutes of the Regular Meeting held on July 15,
2024. Commissioner Goodness seconded the motion. The inotion to approve carried 8:0.
Commissioner Berube was not yet present.
REG'ULAR MEETING
PZ2024-218: A request for a Certificate of Appropriateness to install a metal roof,
Applicant: Robert Dickson
Location: 2495 Louisiana Street
Ms. Luckey presented the staff report. Robert Dickson, is rcqucsting a Certificate of
Appropriateness to install a metal roof locatcd at 2495 Louisiana Street. The roof will be an
asphalt shine color or darker and will have vertical panes.

Section 28.03.018 (g)(1)(M)(i) of the City of Beaumont Code of Ordinance states, "roof
materials and colors must complement the style and overall color scheme of the building or
structure. On residential structures, tar and gravel (built-up) is permitted only as a roof n-iaterial
on covered porches and Porte cocheres with flat roofs. Carpet is not permitted as a roof material.
Composition shingle, cedar shingle, and metal roofing materials may be permitted."
The home is not listed in the SPARE-4, Beaumont Survey, however could be classified as a
Neoclassical home with its steep side gable pitch and flat ftill-fayade porch covering. This tipc
of construction was popular from 1925 to 1950, and often featured slender columns lacklIng the
elaborate capitals or fluted surfaces of traditional columns.
Slides of the subject property were shown.
Planning staff recommended denial of the request as there are no other metal roofs within the
area and does not seem to complement the Neoclassical architectural features.
The applicant was not present.
Discussion followed concerning the rules relating to metal -roofs witbin the district. It was noted
that only one metal roof, with visibility from the street, has been approved in the district after
Hurricane Rita. "I'he Commission inquired as to the reason for the recommended denial by staff
Staff provided that prior approval was granted by the Commission, however, staff
recommendations are based upon text of the City Ordinance. Discussion also followed regarding
the style of home that currently has a metal roof within the district and if there have been other
applications for metal roofs. Staff provided a description of applications that have been made.
Further discussion followed regarding the type and style of metal roof to be installed onto the
structure.
Commissioner Templeton moved to deny the request for a Certificate of Appropriateness to
install a metal roof, as requested in PZ2024-218. Commissioner Provo seconded the motion.
A roll call vote was taken. Acting Chair Makin -Aye; Commissioner Bell -Nay; Commissioner
Goodness -Aye; Commissioner Kelly -Nay; Commissioner Provo -Aye; Commissioner Sigee-Nay;
Commissioner Templeton -Aye; CommIssioner Thomas -Aye. The mot -ion to deny the request
carried 5:3. Commissioner Berube was not yet present.
2) PZ2024-219: A request for a Certificate of Appropriateness to construct a circular
driveway.
Applicant: Hollis Read
Location: 2240 Ashley Avenue
Ms. Luckey presented the staff report. Hollis Read, is requesting a Certificate of Appropriateness
to construct a circular driveway located at 2240 Ashley Avenue. The circular driveway world tie

into the existing driveway and be ten (10) feet wide at its narrowest point and twelve (12) feet
wide at its largest point.
The home is listed in the 1990 SPARE Beatimont. Survey as built circa 1938 and classified as a
National Folk style home. The recorder notcd that "Siding is pulling away from the struCtUre."'
The significance of this home is listed as "-Tlie house is an example of middle-class housing built
in Beaumont in the 1930s.".
Slides of the subj ect property were shown.
Plamung staff reconiniended denial of the proposed circle drive as the ordinance discourages
parking in front yards.
The applicant was present. Hollis Read, 2240 Ashley Ave, Beaumont, 'Texas addressed the
Commission. He stated that the current parking situation is in-ipractical and is difficult to only be
able to get one car in and out at a time. He added that it is too large of a home to only have one
parking spot and that there is no room for parking in the back.
Discussion followed concerning parking in the front of the house obstructing the view of the
architectural design, the spceifies of the request and other circular driveways in the district. Ms.
Luckey added that if the request werc to lac approved., the City Engineering department has
tentativcly approvcd the request subject to all required permits.
The applicant returned to the podium to answer additional questions by the Commission.
Commissioner Berube moved to deny the request for a Certificate of Appropriateness to
construct a circular driveway, as requested in PZ2024-219. Commissioner Sigee seconded the
motion.
A roll call vote was taken. Acting Chair Makin -Aye; Commissioner Bell -Aye; Commissioner
Berube-Aye; Commissioner Goodness -Aye.; Commissioner Kelly -Aye; Commissioner Provo -

The motion to approve the request carried 9:0.
3) PZ2024-225: A request for a Certificate of Appropriateness to allow a chain link fence
to remain surrounding the property.
Applicant: Maria Vizcaino
Location: 2085 Angelina Street
Ms. Luckey presented the staff report. Maria Vlzcaino, is requesting a Certificate of
Appropriateness to allow a chain -link fence to remain surrounding the property located at 2085
Angelina Street. The chain -lick fence was installed without the benefit of a Certificate of
Appropriateness. The chain -link fence is six (6) feet in height, in the front yard, in front of the
home and visible from the street right-of-way.

National Folk style home. The significance of this home is listed as "The house is typical of
working-class bousing built in the 1920's and 1930's in Beaumont. It is identical to 2095
Angelina, site #883."

The applicant was present. Maria Vizcaino, 2085 Angelina Street, Beaumont, Texas addressed
the Commission. She stated that she installed the fence for security as there had been a recent
arson issue and the fire inspector had recommended a fence. She added that she has lived at the
address since the 1990's and did not know that she needed a permit for the fence.
Discussion followed concerning safety issues in the neighborhood, the fact that Coastal Welding
Supply borders the house and already has a fence on part of the property, alternative safety
methods and fence rules in the district.
Conu-nissioner Bcrube moved to deny the request for a Certificate of Appropriateness to allow a
chain Iii-Lk fence to remain surrounding the property, as requested in PZ2024-225. Commissioner
Goodness seconded the motion.

Commissioner Kelly moved to approve the request for a Certificate of Appropriateness to allow
a chain link fence to remain stiff ounding the propefty, as requested in PZ2024-225.

STAFF REPORT
Charlie Jones on behalf of Judith Rich, is requesting a Certificate of Appropriateness to install an
8' fence on the property located at 2390 Broadway Street to prevent pedestrian foot traffic
from crossing her property. The fence will be eight (8) feet in height and wood along the
interior side yard and once it reaches the front of the home it will continue forward to the front
property line with wrought iron.
Section 28.03.018 (g)(3)(C)(i) Historic -Cultural Landmark Preservation Overlay District states A
fence in an inn rior side yard must be located no furth r r c rd on the lot than the front of th e
main building. "' Additionally, Section 28.03.018 (g)(3)(B) states "Within a front yard, no solid
fence or wo // shall be erected to exceed a h e igh t of four (4) feet...In n o circums ton ce shall a solid
wall or fence located in a front yard exceed a ma imum of six (6) feet. A fence or wall that is cat
least eighty (80) percent open may be erected to a maximum height of six (6) feet.'
The home is not listed in the SPARE Beaumont Survey.
Planning staff recommends approval of the request with the following conditions:
1. Installation of the fence shall not create a sight obstruction.
2. All parts of the fence must be installed on private property.

STAFF REPORT
The Jefferson County Historical Commission is seeking support for an Undertold Marker
application through the Texas Historical Commission. The Under -told Marker program was
established to address h|Stor1ca| gaps, prornote diversity oftopics, and proactively document
significant u nde rrep resented subjects or untold series. The application is to highlight the 1943
Beaumont Race Riots.
Between 1940 to 1943 Beaumont became a destination for workers in the defense industry
with the population growing from 59,000 to 80,000, with African Americans maintaining a
proportion ofroughly one third ofthe population inBeaumont. |nI943,racial tensions were
worsened bythe pressureofWorld War l|end|ncneasedpop u|at1onrelated toBea unmont"s
shipbuilding industry. OnJune l5m,the tension reached a head when awhite woman accused
an African American man of assault. For five days that followed, mobs raged in the streets of
dovvntovvnBeaurnont,conve[g|ngonthepoHceOeparirnent,and]o|[dernand1ngtosearchoU
prisoners for the attacker. Three people lost their lives, thousands were injured and, the
African American sections of Gladys and Forsythe Streets were ravaged, with over a dozen fires
being fought bythe Fire Department.
Ultimately the Texas Rangers and National Guard were brought in to establish martial law. The
highway was closed to prevent others f rom outside the city entering to join the violence,
curfews were set and gatherings of large crowds prohibited and some even were not permitted
to work until the violence ceased. In great irony, our nation was engaged in war battling
genocide due toracism and supremacy, the very issue that cost over 2OO,OOOlabor hours of
wartime shipbuilding during the week ofthe Beaumont Race Riots.
Planning staff recommends approval of the request.

a head when a white woman accused a Black man of assault. For
five days that followed, mobs raged in the streets of downtown
Beaumont, converging on the Police Department, and Jail,
demanding to search all prisoners for the attacker. Three people lost
Moir lives, thousands were injured, the Black sections Hof Gladys and
Forsyth Streets were ravaged, with over a dozen fires being fought by
the Fire Department. Ultimately the Texas Rangers and National
Guard were brought in to establish martial law. In great irony, our
nation was engaged in war battling genocide due to racism and
supremacy, the very issue that cost over 200,000 labor hours of
wartime shipbuilding during the week of the Beaumont Race Riots.

2024 UNDERTOLD MARKER APPLICATION
Request for Consideration for Marker Application Funds
In 2006, the Texas Historical Commission established the Undertold Program to address gaps in the
marker program and underrepresented topics. This form constitutes a request for the Texas Historical
Commission (THC) to consider approval of an Official Texas Historical Marker for the undertold topic in
this application using Marker Application Funds. The THC will review the request and make its
determination based on adopted rules, procedures and scoring criteria. The final determination of
eligibility and approval for a state marker will be made by the THC.
