ENTITLED AN ORDINANCE ISSUING A SPECIFIC USE PERMIT TO ALLOW
SWIMMING LESSONS WITHIN AN R-S (RESIDENTIAL SINGLE-FAMILY
DWELLING) ZONING DISTRICT FOR PROPERTY LOCATED AT 8130
SHENANDOAH DRIVE IN THE CITY OF BEAUMONT, JEFFERSON COUNTY,
TEXAS,
WHEREAS, Staci Ishee has applied for a specific use permit to continue offering
swimming lessons in an R-S (Residential Single -Family Dwelling) District for property located
at 8130 Shenandoah Drive, being all of Lot 1, Block 3, Longmeadow Addition, Beaumont,
Jefferson County, Texas, containing .488 acres more or less, as shown on Exhibit "A," attached
hereto; and,
WHEREAS, the Planning and Zoning Commission of the City of Beaumont considered the
request and is recommending approval of a specific use permit to continue offering swimming
lessons in an R-S (Residential Single -Family Dwelling) District for property located at 8130
Shenandoah Drive, subject to the following condition;
1. Per Engineering, the driveway can accommodate four (4) cars and seventeen (17) cars
can park on the street. At no point shall cars block driveways or restrict life safety
vehicles to navigate the neighborhood. The owner of the business shall be responsible
for enforcing such parking restrictions; and,
WHEREAS, the City Council is of the opinion that the issuance of such specific use permit
to continue offering swimming lessons is in the best interest of the City of Beaumont and its
citizens;
NOW, THEREFORE, BE IT ORDAINED
BY THE CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the statements and findings set out in the preamble to this ordinance are hereby, in
all things, approved and adopted; and,
Section 1.
That a specific use permit to continue offering swimming lessons in an R-S (Residential
Single -Family Dwelling) District for property located at 8130 Shenandoah Drive, being all of
Lot 1, Block 3, Longmeadow Addition, Beaumont, Jefferson County, Texas, containing .488
acres more or less, as shown on Exhibit "A," attached hereto is hereby granted to Staci Ishee,
their legal representatives, successors, and assigns, as shown on Exhibit "B," attached hereto and
made a part hereof for all purposes, subject to the following condition:
1. Per Engineering, the driveway can accommodate four (4) cars and seventeen (17) cars

vehicles to navigate the neighborhood. The owner of the business shall be responsible

Section 2.
That the specific use permit herein granted is expressly issued for and in accordance with
each particular and detail of the site plan attached hereto as Exhibit "B," and made a part hereof
for all purposes.
Section 3.
Notwithstanding the site plan attached hereto as Exhibit `B" the use of the property
herein above described shall be in all other respects subject to all of the applicable regulations
contained in Chapter 28 of the Code of Ordinances of Beaumont, Texas, as amended, as well as
comply with any and all federal, state and local statutes, regulations or ordinances which may
apply.
The meeting at which this ordinance was approved was in all things conducted in strict
compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551.

neighborhood, the only vacant property belongs to dra[nngo district.
All adequate utilities, roads, drainage and necessary facilities have

To Whom It may Concern,
hope this letter finds you well, I am writing to formally request a Specific Use Permit to
conduct swimming lessons at a residence, located at 8130 Shenandoah, Beaumont,
Texas. For about six weeps each June and July, I teach ten classes per day. Classes
are held from 9:00 am to 1:00pm and again from 3:00 to 6:45 pm. Each group consists
of a maximum of eight students. Normal class days are Monday -Thursday with Friday
reserved for make-up lessons. Saturday and Sunday are reserved for private and
makeup lessons if needed. Also, In the months of May and August I sometimes teach
sporadic private swim lessons.
What started out as teaching my own children and close friends' children has grown to a
service that has benefited many. For 30 years I have taught at this location and have
dedicated my time and expertise to teaching swimming to both children and adults.
This not only contributes to the personal safety and confidence of each participant but
also benefits our community by promoting health, fitness, and water safety. A number of
my former students participate in local swim teams and school swimming programs.
Offering swimming lessons in the backyard has allowed me to create a safe, controlled
environment tailored to the needs of my students. My extensive experience ensures that
each session is conducted with the highest standards of safety and instruction.
am confident that granting this permit will continue to serve the community positively,
providing an essential service to families in Beaumont. Swimming is a critical life skill,
and with the increasing number of homes with pools and the proximity to natural bodies
of water In our area, it is imperative that as many people as possible have access to
duality swimming instruction.
have always adhered to all relevant regulations and guidelines to ensure that my
swimming lessons are conducted responsibly. I am more than willing to comply with any
additional requirements the city may impose to safeguard the community and maintain
the integrity of the neighborhood.
