is seeking approval of a Preliminary Plat for Wise Retreats at. Concor(l. The proposed ChIstel'
Jiojj,c,,ing (level o Imient. will be located at 5090 Concord Road. The subdivision would create
twenty-seven (27) new residential lots along the proposed privatc street, Wise Wary. Water and
sanitary sewcr set -vices will be an extension of existing City utilities. 'Pile development will
include common areas and a pond that will be the responsibility of the Homeoivners Associatioll,
The Sanitary Sewer system will be maintained by the Homeowners Associatioll.
Mr. Faust is requesting a Variance to reducc the required right-of-way radills at the Cul-de-sac

Mrs. Engnian present the staff report. This item was heard and recommended approval by the
Board of Adjustments on June 6, 2024.
Staff intends to amend Secuon 28.02.005(3)(B) of the City of Beauniont Cock of Ordinances to
correct inaccurate language within the ordinance. "I"he ordincrince was anicnded in April of 2023
to be compliant wi0i the passing of House Bill 1475. During recent reviews of ordinance staff
noted an editing entor that needs to be correctcd. The change is minor by lamending the word
"handic-ap" with "hardship", shown below.

STAFF REPORT
In March of 2024, planning staff received concerns of commercial uses encroaching Into a
residential neighborhood near the Isla Street area. Research revealed that this area (Exhibit A)
has been zoned as LI (Light Industrial) since 1981. Development in this area [lave been
stagnant and very little industrial uses have taken advantage of the existing zoning district. To
pro -serve the existing residential land uses and address a lack of development, staff is proposing
a rezoning of the area between Oakland Street heading east to Magnolia Avenue and from
Maple Street extending south to Interstate 10 Eastbound feeder road to encourage appropriate
infill development to this area.
Existing Uses are predominantly residential with some light commercial uses, churches and one
truck lot. Staff is recommending a zone change from I -I to RCR (Residential Conservation
Revitalization), GC -MD (General Commercial — Multiple Family Dwelling), GC-MD-2 and NC
(Neighborhood Corny ercial) zoning districts as displayed in "Exhibit 13," of the pact et. over the
last 15 years, ten (10) structures were demolished, and four (4) residential homes were
conStrUcted as shown in "Exhibit C."
The entirety of Oakland Street including 1405 Isla, 1420 Concord and from 1890 Magnolia South
to where Magnolia intersects 11110 East Feeder Road, to be rezoned from I -I (Light Industrial) to
GC -MD (General. Commercial- Multiple Family Dwelling) zoning district. This will foster the
existing commercial zoning heading south along Magnolia and will extend the commercial

zoning district frorn Martin Luther King Parkway south, to Concord Road.
The southern side of Maple Street, beginning at 1075 Maple Street through to 1355 Maple
Street, including the 2-000 Blocks of Linson Street, Forrest Street, and Cable Avenue to end at
Isla Street be rezoned to RCP (Residential Conservation Revitalization). This will allow for both
residential developments, and sorne commercial development with an approved Specific Use
Permit.
The lots known as 2036 I-Inson and 1260 Isla., are recommended to be rezoned to GC-MD-2
(General Commercial- Multiple Family Dwell ing 2) as this plot ' of land is ate established truck lot.
Staff recognizes the existence Of the Use a n d its prox] mity to neighboring res! d ences, the
GC-MD-2 zoning district will allow the ti-Lick lot to be conforming and enSUre necessary
protection to neighboring residences should expansion occur.
Th el southern side of Isla, starting at 1065 Isla Street to 1175 Isla Street, through to St Charles,
and 200' south from where Isla Street intersects Cable Avenue Is proposed to be. rezoned frorn
I-1 (Light I n d UStH a 1) to N C (N elgh b o rho o d Co m rn ercia 1) to allow for smaller n el gh borhoo d type
uses, such as a corner store, beauty salon, etc.
The remaining portions of the oUtlined area, along Isla, Linson, Forrest, St Charles and Cable,
are proposed to be rezoned frorn Ll (Light Industrial) to RCR (Residential Conservation
Revitalization) allowing for residential development and some commercial development with
an approved Specific Use Permit.

I hope this letter finds you well. I am writing to formally request a Specific Use Permit to
conduct swimming lessons at a residence, located at 8130 Shenandoah, Beaumont$
Texas. For about six weeks each June and July, I teach ten classes per day. Classes
are held from 9:00 am to 1:00pm and again from 3:00 to 6:45 pry. Eacli groUp consists
of a maximum of eight students. Normal class days are Monday -Thursday with Friday
reserved for make-up lessons. Saturday and Sunday are reserved for private and
make-up lessons if needed. Also, In the months of May and August I sometimes teach
sporadic private swim lessons.
What started out as teaching my own children and close friends' children has grown to a
set -vice that has benefited many. For 30 years I have taught at this location and have
dedicated my time and expertise to teaching swirnming to both children and adults.
This not only contributes to the personal safety and confidence of each participant but
also benefits our community by promoting health, fitness, and water safety. A number of
my former students participate in local swim teams and school swimming programs.
Offering swimming lessons in the backyard has allowed me to create a safe, controlled
environment tailored to the needs of my students. My extensive experience ensures that
each session is conducted with the highest standards of safety and instruction.
I am confident that granting this permit will continue to serve the community positively,
providing an essential service to families in Beaumont, Swimming is a critical life skill,
and with the increasing number of hornes with pools and the proximity to natUral bodies
of water in our area, it is imperative that as many people as possible have access to
quality swimnning instruction.
I have always adhered to all relevant regulations and guidelines to ensure that my
swimming lessons are conducted responsibly. I am more than willing to comply with any
additional requirements the city may impose to safeguard the community and maintain
the integrity of the neighborhood,
