A Regular Meeting of the Historic Landmark Commission was held on July 15, 2024 and called
to order at 3:31 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Makin moved to approve the minutes of the Regular Meeting held on June 10,
2024. Commissioner Bell seconded the motion. The motion to approve carried 7:0. Commissioner
Berube, Commissioner Craig, and Commissioner Crawford not yet present.
REGULAR MEETING
1) PZ2024-156
: A request for a Certificate of Appropriateness to construct a second
driveway on property.
Applicant: Milagros D Martell Ponce
Location: 2595 Louisiana Avenue

Ms. Luckey presented the staff report. Milagros Martell Ponce, is requesting a Certificate of
Appropriateness to construct a second driveway located in the rear of the property at 2595
Louisiana Avenue. Ms. Ponce plans to add a driveway to the side rear yard in order to have access

to the backyard from North 10 Street.
The home is not listed in the SPARE Survey.
Slides of the subject property were shown
Planning staff recommended approval of the request with the following condition:
1. All applicable permits and inspections are obtained through the Building Codes
Department.
The applicant was not present.
Commissioner Makin moved to approve the request for a Certificate of Appropriateness to
construct a second driveway ono property, as requested in PZ2024-156, with the following
condition:
1. All applicable permits and inspections are obtained through the Building Codes
Department.
Commissioner Sigee seconded the motion.
A roll call vote was taken. Chairman LaBiche-Aye; Commissioner Bell-Aye; Commissioner
Berube-Aye; Commissioner Goodness-Aye; Commissioner Makin-Aye; Commissioner Provo-
Aye; Commissioner Sigee-Aye; Commissioner Thomas-Aye. The motion to approve the request
carried 8:0. Commissioner Craig and Commissioner Crawford not yet present.
2) PZ2024-158
: A request for a Certificate of Demolition to demolish an unattached garage
on property and a Certificate of Appropriateness to place a new accessory
building.
Applicant: Homer Howard

Ms. Luckey presented the staff report. Homer Howard, is requesting a Certificate of Demolition

to demolish an unattached garage on the property at 885 North 4 Street. The existing garage has
reached a point of disrepair and is no longer functional, the applicant is also requesting a Certificate
of Appropriateness to place a new accessory structure at the property. Mr. Howard will replace the
structure with a new 8x 12 wooden storage building, with vertical siding, a pitched roof with

shingles, and a double door with transom lights.
The home is not listed in the SPARE Survey.

Seventeen (17) notices were mailed to property owners within two hundred (200) feet of the
subject property. Zero (0) responses were received in favor and zero (0) were received in
opposition.
Slides of the subject property were shown.
Planning staff recommended approval of the requests with the following conditions:
1. All applicable permits and inspections are obtained through the Building Codes
Department.
2. The Accessory building be painted to match the main structure.
Brief discussion followed concerning size of the proposed storage building.

The applicant was present. Homer Howard, 885 N. 4 Street, Beaumont, Texas addressed the
Commission. He stated that

building with vertical siding and a pitched roof. Mr. Howard further stated that he recently
purchased the home and is uncertain of the paint color of the main residence. He also stated that
he intends to personally construct the building on site and paint it with white primer until such
time that research can be conducted regarding the correct color that should be used. Staff advised
Mr. Howard that research will be conducted as to the paint color.
Commissioner Sigee moved to approve the request for a Certificate of Demolition to demolish an
unattached garage on property and a Certificate of Appropriateness to place a new accessory
building, as requested in PZ2024-158, with the following conditions:
1. All applicable permits and inspections are obtained through the Building Codes
Department.
2. The Accessory building be painted to match the main structure.
Commissioner Goodness seconded the motion.
A roll call vote was taken. Chairman LaBiche-Aye; Commissioner Bell-Aye; Commissioner
Berube-Aye; Commissioner Craig-Aye; Commissioner Goodness-Aye; Commissioner Makin-
Aye; Commissioner Provo-Aye; Commissioner Sigee-Aye; Commissioner Thomas-Aye. The
motion to approve the request carried 9:0. Commissioner Crawford was not present for full
discussion and did not enter a vote for this item.
HISTORIC DISTRICT CODE ENFORCEMENT REPORT
Officer Wilson presented the Historic District Code Enforcement Report for the month of June,
including information about current violations and inspections.
The Commission thanked Officer Wilson for his work in the District.

OTHER BUSINESS
Mrs. Luckey provided updates to the Bandit Sign Program and the Downtown Proactive Code
Enforcement Program. A Downtown Central Business District Inspection Dashboard overview
was distributed to the Commission
Beau Hansen, Deputy Building Official, addressed the Commission by explaining the Work
Program as it relates to the Downtown Proactive Code Enforcement Program.
