A Regular Meeting of the Historic Landmark Commission was held on July 15, 2024 and called
to order at 3:31 p.m. with the following members present-

Commissioner Makin moved to approve the minutes of the Regular Meeting held on June to,
2024. Commissioner Bell seconded the motion. The motion to approve carried 7:0. Conumssioner
Berube,, Con-miissioner Craig, and Commissioner Crawford not yet present.
REGULAR MEETING
1) PZ2024-1.56: A request for a Certificate of Appropriateness to construct a second
driveway on property.
Applicant: Milagros D Martell Ponce

Ms. Luckey presented the staff report. Milagros Martell Ponce, is requesting a Certificate of
Appropriateness to construct a second driveway located in the rear of . the property at 2595
Louisiana Avenue. Ms. Ponce plans to add a driveway to the side rear yard in order to have access
to the backyard from North I Ot" Street.
The home is not listed in the SPARE Survey.
Slides of the subject property were shown
Planning staff recommended approval of the request with the following condition:
1. All applicable permits and inspections are obtained through the Building Codes
Department.
The applicant was not present.
Commissioner Makin moved to approve the request for a Certificate of Appropriateness to
construct a second driveway ono property, as requested in 202 -1 6, with the following
condition:
1. All applicable permits and inspections are of through the Building Codes
Department.
Commissioner Sigee seconded the motion.

2) PZ2024-158: A request for a Certificate of Demolition to demolish an unattached garage
on property and a Certificate of Appropriateness to place a new accessory
building.
Applicant: Homer Howard
Location: 885 North 0' Street
Ms. Luckey presented the staff report. Homer Howard, is requesting a Certificate of Demolition
to demolish an unattached garage on the property at 885 North 4"' Street. The existing garage has
reached a point of disrepair and is no longer, functional, the applicant is also requesting a Certificate
of Appropriateness to place a new accessory structure at the property. Mr. Howard will replace the
structure with a new 85 x 12' wooden storage building, with vertical siding, a pitched roof with
shingles, and a double door with transom lights.
The home is not listed in the SPARE, Survey.

Scvcnteen (17) notices were mailed to property owners within two hundred (200) feet of the
subject property. Zero (0) responses were received in favor and zero (0) were reccived ill
opposition.
Slides of the subject property were shown.
Planning staff recommended approval of the requests with the following conditions:
1. All applicable permits and inspections are obtained through the Building Codes
Department.
2, The Accessory building be painted to match the main structure.
Brief discussion followed concerning size of the proposed storage building.
The applicant was present. Homer Howard, 885 N. 4'h Street, Beaumont., Texas addressed the
Commission. fie stated that he will demolish the old building and replace it with an 8' x 12' utility
building with vertical siding and a pitched roof. Mr. Iloward furthcr stated that lie recently
purchased the home and is uncertain of the paInt, color of the main residence. He also stated that
he intends to personally construct the building on site and paint it with white primer until such
time that research can be conducted regarding the correct color that should be used. ')taff advised
Mr. Howard that research will be conducted as to the paint color.
Commissioner Sigee moved to approve the request for a Certificate of Demolition to demolish an
unattached garage on property and a Certificate of Appropriateness to place a new accessory
building, as requested in PZ2024-158, with the following conditions:
1. All applicable permits and inspections are obtained through the Building Codes
Department.
2. The Accessory building be painted to match the main structure.
Gong-nissioner Goodness seconded the motion.
A roll call vote was taken. Chairman LaBiche-Aye; Commissioner Bell -Aye; Commissioner
Berubc-Aye; Commissioner Craig -Aye; Commissioner Goodness -Aye; Commissioner Makin -
Aye; Conunissioner Provo -Aye; Commissioner Sigee-Aye; Commissioner Thomas -Aye. The
motion to approve the request carried 9:0. Commissioner CralArford was not present for full
discussion and did not enter a vote for this item.
HISTORIC DISTRICT CODE ENFORCEMENT REPORT
Officer Wilson presented the Historic District Code Enforcement Report for the month of June,
including information about current violations and inspections.
The Commission thanked Officer Wilson for his work in the District.

Mrs. Luckey provided updates to the Bandit Sign Program and the Downtown Proactive Code
Enforcement Program. A Downtown Central Business District Inspection Dashboard overview
was distributed to the Commission

Program as it relates to the Downtown Proactive. Code Enforcement Progrfam.

Robert Dickson, is requesting a Certificate of Appropriateness to install a metal roof located at
24D5Louisiana Street. The roof will beanasphalt shingle color ordarker and will have vertical

Section28.03.O18 (g)(1)(M)(i) of the City of Beaumont Code ofOrdinance states, ""roof

structure. On residential structures, tar and grovel (b(ilt-up) is permitted only as o roof material
on covered porches ondPorte oochereswith flat roofs. Corpet is not permitted asoroof

The honne is not listed in the SPARE Beaumont Survey, however could be classified as a Neoclassical
home with its steep side gable pitch and flat fuU-fa�ade porch covering. This type of construction was
popular from 1925 to 1950, and often featured slender columns lacking the elaborate capitals or fluted
surfaces of traditional columns.
Planning staff recommends denial ofthe request asthere are noother metal roofs within the
area and does not seem to complement the Neoclassical architectural features.

classical styles. Most examples were btfilt from 1895 to 1915; few, after World War 1.

Variants and Details
The principal areas of elaboration in Neoclassical houses are porch -support colurnn
corilices, doorways, and windows. 11S)
PORCH -SUPPORT COLUMNS —In Neoclassical houses built before about 192. o, the
columns are generally more of nate than those of Early Classical Revival or Greek Revival
prototypes. Corinthian or tonic capitals, or mixtures of the two, are found in about 75
percent of Neoclassical houses but in less than 9-o percent of Greek Revival examples,
This change was made possible by the introduction of mass-produced capitals prefabri..
cated ofmolded plaster or composition materials. Fluted column shafts are common in ry
early I -louses. After abOLIt 1915, very slender, unfluted (often square) columns began to
be used, primarily on houses with full -facade porches. 1"hose usually lack capitals, and;
their proportions readily distinguish them from earlier Neoclassical and Greek Revival
examples.
DOORWAYS —Doors commonly have elaborate, decorative surrounds based on Greek
Revival, Federal, or even, Georgian precedents (see pages 2-03, 2ig, and 249), Those
with Georgian or Federal doorways are easily distinguished, because original examples
very rarely had full -height, two-story colunins (although some have had such porches
added later). Greek Revival —type doorways may be more easily confused with original
examples.
CORNICES Neoclassical houses usually have a boxed cave with a moderate overhang,
frequently with dental s or niodillions beneath; a wide frieze band is occasionallY f01JJ3d
beneath the cornice. These are loosely based on Federal or Greek Revival precedents, -
WINDOWS —Windows are rectangular with double -hung sashes. Exarnplr-s f0l'aw'
ing early precedent have six or nine panes to each sash; others have a multi-Paf"e Or:
single -pane upper sash arid a single -pane lower sash. The presence of bay inflow ,
paired windows, triple windows (except the Palladian type), transomed windows,
arched windows differentiate Neoclassical from Grcek Revival or Early Classical Revival!
examples.

OTHER DETAILS—Mallyelaborations found on Early Classical Revival and Gr k'
Revival houses also occur in Neoclassical examples. Roof -line balustrades, ill ParriculOr'

Occurrence
Neoclassical was a dominant style for domestic building throughout the cou rit ty dating,:,

Hollis Read I is requesting a Certificate of Appropriateness to construct a circular dr vew y
located at 2240 Ashley Avenue. The circular driveway would tie into the existing driveway and
be ten (10 feet wide at its narrowest point and twelve (12) feet wide at its largest point.
The home Is listed in the 1990 SPARE Beaurnont Survey as built circa 1938 and classified as a
National Folk style home. The recorder noted that ". iding is pulling awayfrom the structure.""
The significance of this home is listed as .The house is an example of middle-class housing built
in Becrumont in the 1930s. "
Planning staff recommends denial of the proposed circle drive as the ordinance discourages
parking in front yards.

STAFF REPORT
Maria Vizcaino, is requesting a Certificate of Appropriateness to allow a chain -link fence to
remain surrounding the property located at 2085 Angelina. Street. The chain -link fence was
installed without the benefit of a Certificate of Appropriateness. The chain -link fence is six (6)
feet in height, in the front yard, in front of the home and visible from the street right-of-way.
Section .28-03.018 ()( (F) of the City of Beaumont Code of Ordinances states., hr wrought iron
and' metal fen ces m us t be compa tib le with the style and pe rio d of the main bull ping. Ch clin - lin k,
barbed wired and razor wire fences are permitted only in the back yards and must not be visible
from any street. //
The home is listed in the 1990 SPARE Beaumont Survey as built circa 1940 and classified as a
National Folk style home. The significance of this home is listed as ""The house is typical of
working-class housing built in the 1920"s and 1930's in Beaumont. It is identical to 2095
Angelina, site #883. ""
