EVENT CENTER WITHIN THE CBD (CENTRAL BUSINESS DISTRICT) FOR
PROPERTY LOCATED AT 515 MAGNOLIA AVENUE IN THE CITY OF
BEAUMONT, JEFFERSON COUNTY, TEXAS.
WHEREAS, Ebonia Winfield has applied for a specific use permit to allow an event
center in the CBD (Central Business District) for property located at 515 Magnolia Avenue,
being all of Lot 15 and lb and 10' of the adjacent alley, Calder Addition, Beaumont, Jefferson
County, Texas, containing 0.344 acres, more or less as shown on Exhibit "A," attached hereto;
and,
WHEREAS, the Planning and Zoning Commission of the City of Beaumont considered
the request and is recommending approval of a specific use permit to allow an event center in the
CBD (Center Business District) for property located 515 Magnolia Avenue, subject to the
following conditions:
1. Construction plans must meet all requirements by Water Utilities for water and
sanitary sewer services, including any requirements of the City's backflow, pre-
treatment and/or FOG program; and,
2. Construction plans shall comply with all applicable Fire and Building Code
requirements; and,
3. To ensure safety and prevent future parking issues during large events, the owner
will need to submit a written parking agreement with nearby property owners to
ensure proper overflow parking. It will be the responsibility of the owner to
ensure overflow parking during events; and,
WHEREAS, the City Council is of the opinion that the issuance of such specific use
permit to allow an event center is in the best interest of the City of Beaumont and its citizens;
NOW, THEREFORE, BE IT ORDAINED
BY THE CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the statements and findings set out in the preamble to this ordinance are Hereby, in all
things, approved and adopted; and,
Section 1.
That a specific use permit to allow an event center in the CBD (Central Business District)
for property located at 515 Magnolia Avenue, being all of Lot 15 and 16 and 10' of the adjacent
alley, Calder Addition, Beaumont, Jefferson County, Texas, containing 0.344 acres, more or less
as shown on Exhibit "A," attached hereto is Hereby granted to Ebonia Winfield, their legal
representatives, successors, and assigns, as shown on Exhibit "B," attached hereto and made a
part hereof for all purposes, subject to the following conditions:
1. Construction plans must meet all requirements by Water Utilities for water and
sanitary sewer services, including any requirements of the City's backflow, pre-
treatment and/or FOG program.

That the specific use permit herein granted is expressly issued for and in accordance with
each particular and detail of the site plan attached hereto as Exhibit "B," and made a part hereof
for all purposes.
Section 3.
Notwithstanding the site plan attached hereto as Exhibit "B" the use of the property
herein above described shall be in all other respects subject to all of the applicable regulations
contained in Chapter 28 of the Code of Ordinances of Beaumont, Texas, as amended, as well as
comply with any and all federal, state and local statutes, regulations or ordinances which may
apply.
The meeting at which this ordinance was approved was in all things conducted in strict
compliance with the Texas Open Meetings Act, Texas Govermient Code, Chapter 551.

like to give insight to my background, purpose, and mission. I am. ---a smalli
business owner of The Party Box Events, and a prominent leader in m —
communitythat advocates for change in many areas. My ersonal mission is]
o bring something unique to my. hometown. I'm a former dreamer of the Bey
Ro ers/Lamar University I Have a Dream Program. That program Prepared m
,with life skills and contributed to my educational accomplishments. I am
d, eeply connected with the region of downtown Beaumont. Growing m 1
family owned a business on Bonham St. which is now art of the Downtown
Event Center. My personal reason for obtaining this space is to be a resource
to the community through involvement and givin back. A ercenta e o
ands obtained from specific events'will be allocated back in the community
hrough scholarships, drives and resources. Below you will find a breakdown

Business Description:
TPB Studio will operate as a venue offering flexible space configurations.to
accommodate gatherings of different sizes, from intimate gatherings to large
celebrations. Our facility will be equipped with tables, chairs, and versatile
furniture arrangements to meet the specific requirements of each event.
Additionally, we will offer optional services such as planning, decor rentals,
and private space rentals at a daily rate to provide a comprehensive solution
for our clients. TPB Studio will not sell food, however clients will be allowed tc
bring in food fully prepared and hire catering from local licensed businesses.
ITPB Studio plans to collaborate with other local businesses which help
circulate funds in the community such as photographers and videographers,
DYs, Other Event Planners, and Non -Profit organizations etc.
'Operations Plan
TPB Studio will be managed by a team of experienced professionals and
coordinators dedicated to ensuring seamless operations. Staff will include
coordinators, cleaning personnel, and day attendants. We will implement
efficient booking systems to manage reservations and maintain
communication with clients throughout the planning process.
