SUBJECT: Consider a request for a Specific Use Permit to allow two (2), duplexes within the
RCR-H (Residential Conservation Revitalization -Historic) District.

STAFF REPORT
Cornell Price is requesting a Specific Use Permit to allow two (2) duplexes within the RCR-H
(Residential Conservation Revitalization -Historic) District located at 2490 Liberty Avenue. This
property is located within the Oaks Historic District and received design approval from the
Historic Landmark Commission in November of 2023. Due to the proposed orientation of the
duplexes, Mr. Price sought a Variance to the rear yard setback to be reduced from 25' to 18'
and the Board of Adjustment approved said request in January of 2024. This proposal is in
compliance with the lot area requirements of Section 28.03.024(b)(1) District area and height
regulations of the City"s Code of Ordinances.
According to our City's Comprehensive Plan the property is located within the "'Stable
Area.' Such areas are "'built up areas which are generally characterized by good to excellent
s tru ctural con ditions and n eighb orh o o ds that are free fro m b ligh tin g influ e n ces s u ch as
in comp a tib le laird uses, dilapidated and delic t b uildin gs and de te riorat e d or poor p ublic
infras tructure. Vacant parcels wh ich m ay exist are go o d to excellent de velop m e n t sites." This
request appears to align with our City's Comprehensive Plan of Beaumont.
Staff recommends approval of the request with the following conditions:
1. Construction plans must meet all requirements by Water Utilities for water and sanitary
sewer services, including any requirements of the Citys backflow, pre-treatment and/or
FOG program.
2. Construction plans shall comply with all applicable Fire and Building Code requirements.
Please note that final occupancy approval is subject to review and acceptance of submitted plans
and field inspections to verify compliance with applicable codes.
