2024. Commissioner Bell seconded the motion. The motion to approve carried 7:0. Con n-nissiones

R-E GULAR MEETING
1) PZ204-32: A request for a Certificate of Appropriateness to replace garage doors.
App] icant: Lauren Martin
Location.- 863 Fifth Street
Mrs. Engman presented the staff report. Lauren Martin, is requesting a Certificate of
Appropriatcness to replace three garage doors on the accessory structure located in the rear of the
property at 863 Fifth Street. The request comes after a stop work order was 1osted when an

inspection revealed the garage was being repaired by the property owner without the benefit of an
approved Ccrtificate of Appropriateness or bitilding permits.
The previous garage doors removed were mismatched designs and materials. Two metal doors and
a wooden door that appeared to be original to the StrUcture. "I'lic proposed white metal garage doors
designs closely match the ren-ioved wooden door design, more closely aligning the project to match
the original design of the craftsman style structure.
The home is listed in the 1990 SPARE Beaumont Survey as built circa 1905 and classified as a
craftsman. The recorder noted that "changes inacle to the structure inn ke its infegritj)

Slides of the sub I . ect property were shown.
Planning staff recommended approval of the request with the following condition -
All applicable permits and inspections are obtained through the Building Codes
Department.
The applicant was present. Lauren Martin, 863 5'11 Street, Beaumont, Texas addressed the
Commission. She stated that the garage doors are being replaced with the same style and color and
did not realize that she needed to obtain a permit.
Further discussion followed concerning permit requirements,, wind storm inspections and TDI
"Ye as Dcpartment of Insurance) guidelines.
Commissioner Bell moved to approve the request for a Certificate of Appropriateness to replace
garage doors, as requested in PZ2024-32, with the following condition:
All applicable permits and inspections are obtained through the Building Codcs
Department.
Commissioner Crawford seconded the motion.
A roll call vote wceis taken. Chairman LaBiche-Aye; Commissioner Bell -Aye; Commissioner
Berube-Aye; Commissioner Crawford -Aye; Commisioner Kelley -Aye; Commissioner Ikin-
Aye; Commissioner Provo -Aye; Commissioner Sigee-Aye. The motion to approve the request
carried 8:0.
Brief discussion followed regarding the TDI website for aceess to information relating to standards
and guidelines.

siding.

STAFF REPORT
Tdshan Addington requests permission to remove the stucco facade from the apartment
complex located at I880 Broadway Street. He intends to match the profile of the side of the
structure, with four (4) by eight (8) Hardie sheets stacked vertically. This structure is currently
orange tagged for numerous violations of the adopted International Property Maintenance
Code (IPMC).
The apartment complex is listed in the 1989 SPARE Beaumont survey, with its significance listed
as "'The building isogood example of middle class apGrtmentbuildings constructed in
Beaumont /n the 1920"s.° When recorded during the survey notes were made that ""The
building /s structurally sound, but unsympathetic alterations detract from its overall
apPeononce.^
Removal of the stucco and replacement of vertical Hardie siding could eliminate many existing
code violations ultimately bringing the structure closer to compliance. Additionally, this could
prevent further dannaQeLothe interior ofthe structure and preserve the contributing historic
structure.
Staff recommends approval of the request with the following conditions:
1. All applicable permits and inspections shall be obtained through the Building [odes

Two-story masonry apartment house. Two projecting front bays with recessed wings on either side of narrow recessed
entry. Central wood and gt6ss door with masonry steps, tile shed roof entry porch. Triple one -over -one sash
centered on first and second story of projecting west bay, first story windows removed from east bay. SingLe one/one
sash on first and second stories of each wing and above entry porch, window rem'ved from second story of west wing.
Masonry stringcourse between first and second stories. Castel lasted parapet with masonry relief detailing. Rouryded
arch parapet above central, bay with "La Belle" in relief.
