A Regular Meeting of the Historic Landmark Commission was held on February 12, 2024 and
called to order at 3:34 p.m. with the following members present:

APPROVAL OF MINUTES
Conimissioncr Makin moved to approve the minutes of the Regular Meeting held on January 8,
2024. Commissioner Bell seconded the motion.The motion to approve carried 9:0. Commissioner.
Bey ube and Commissioner Crawford not yet present.

1) PZ2023-518: A request for a Certificate of Appropriateness to install shutters.
Applicant: David Bienvenu
Location: 2621 Hazel Avenue

Mrs. Luckey presented the staff report. David Bienvenu., is requesting a Certificate of
Appropriateness to install shutters on the home located at 2621 Hazel Avenue. The shutters to be
installed are made of vinyl, and will be black in color to match the front door. The shutters are
proposed to be installed only on the front windows of the home.
The home is not listed in the SPARE Bcauniont Survey, however could be considered as a colonial
style home, making the proposed shutters appropriate for the architecture of the home.
Slides of the subject property were shown.
Planning staff recommended approval of the request.
The applicant was present. David Bienvenu, 1645 Orange Street, Beaumont, Texas addressed the
Commission. He stated that lie is clearting and clearing the property. Mr. Bienvenu ftirther stated
that he wants to dress up the neighborhood through curb appeal. He also stated that lie plans to sell
the home.
Commissioner Makin moved to approve the request for a Certificate of Appropriateness to install
shutters., as requested in PZ2023-518.
Commissioner Craig seconded the motion.
A roll call vote was taken. Chairman LaBiche-Aye; Commissioner Bell -Aye; Commissioner
Berube-Aye.; Con-imissioner Craig -Aye; Commissioner Crawford -Aye; Commissioner Goodness -
Aye; Commissioner Makin -Aye; Comm-ussioner Provo -Aye; Commissioner Sigee.-Ayc;
Commissioner Templeton -Aye; Commissioner Thomas -Aye. The motion to approve the request
carried 11: 0.
HISTORIC DISTRICT CODE ENFORCEMENT ItEPORLT
Mr. Wilson presented the December 2023 and January 2024 1 listoric District Code Enforcement
Reports.
Chairman LaBiche explained the role of the Oaks Historic Code Enforcement Officer.

1) Minoi- Rehabilitation Prograin pi-esentation facilitated by CDBG/Housing
Manager Jes Prince
Mrs. Luckey outlined how to access the City' s website for Minor Rehabilitation Program
applications.

CDBG Manager Jes Prince presented. She explaincd income limits and qtialifications for
rehabilitation assistance. She further stated that there is a one-year it list for the program which
is offered on a first --come, first -serve basis. Mrs. Prince also stated that the program is advertised
fluough social media, Neighborhood Association Meetings,, and newsletters.
2) Other Btisiness
Commissioner Ten-ipleton provided an update relating to saving dilapidated hon-ics within the
Historic District. She stated that she hopes to schedule a round -table discussion within the next
two (2) weeks.

STAFF REPORT
Lauren Martin, is requesting a Certificate of Appropriateness to replace three garage doors on
the accessory structure located in the rear of the property at 863 Fifth Street. The request
comes after a stop work order was posted when an inspection revealed the garage was being
repaired by the property owner without the benefit of an approved Certificate of
Appropriateness or building permits.
The previous garage doors removed were mismatched designs and materials. Two metal doors
and a wooden door that appeared to be original to the structure. The proposed white metal
garage doors designs closely match the removed wooden door design, more closely aligning the
project to match the original design of the craftsman style structure.
The home is listed in the 1990 SPARE Beaumont Survey as built circa 1905 and classified as a

and spindle -turned balustrade and handraits.
