SUBJECT: Request for Preliminary Plat approval of the 8eUechaseSubdwision, Section Two,
Beaumont., Jefferson County, Texas.
STAFF REPORT
Zach Rowe ofLeav ns Engineering & Des' LL[ requests approval of the Preliminary Mat of the
BeUechase Subdivision, Section Two, Beaumont., Jefferson County, Texas. The 10.082-acre
development is located at the north end of Northchase Avenue containing twenty-four (24)
new residential lots. The proposed extension of Northchase Avenue includes 55 ft. wide
right-of-way with 27 ft. in pavement width and the same for Michele and Nodhchase Court.
The subdivision will include cul-de-sacs at each proposed street where it dead ends. Water
and sewer will be provided by extension of City utilities.
Mr. Rowe requests a waiver to allow a residential street with a single outlet to serve thirty-four

Section 26.03.002(8)NJ of the Subdivision Ordinances states, "a cul-de-scicsho0 be no more
than eight hundred (800) feet long, unless topography, density, adequate circulation, or other
unusual conditions necessitate ogreater length, and shall terminate atocircle with ominimum
rioht-nf-w/uy rod/us of fifty (50) feet and o pavement radius of thirty-three (33) feet back to bock
of curb." Address condition #1.
Section 26.02.002(a)(7) of the Subdivision Ordinances states, ""proposed plan of
showing streets, blocks, lots, alleys, easements, building lines, parks and other such areas with
principal dimensions." (Condition #2)
Staff recommends approval of the request and the waiver with the following conditions:
1. The final plat shall indude a 33-ft back to back of curb pavement radii dimensions to all
cul-de-sacs.
Z R1ght'of-vvaydimension call outs shall belabeled "r\ght'of+may."
3. Shall obtain a storm pipe tie-in permit for the proposed pipe tying into Ditch 126. per
Drainage District#6.
4. Fire hydrants shall be installed nofurther than 500/ apart, per 2021 International Fire
Code.

Please find attached herein a preliminary plat and drainage computations for a proposed residential subdivision,
BeUechaseWest Section Two. This proposed single-family development consists of 10.082-acres, be!ng a portion of
that tract of land as recorded in Clerk's File No. 2023005232 of the Official Public Records of Real Property, Jefferson
This subdivision proposes to createtwenty-four (24) lots along the proposed extension of Northchase Avenue.
Water distribution service will be provided hwexisting eight -inch (8") line previous|yconstructed in the ln1da| phase
of the Montdo|re subdivision to provide domestic water and fine protection tothe proposed residences. Sanitary
sewer collection will be extended into the development by extending an existingtv«e|ve'|nch (12") line currently
terminated atthe north end mfthe existing portion ofAvenue Montc|a\re. Storm water runoff will becollected and
conveyed north along Nor1hchaseAvenue, ultimately discharging into Ditch 126.
In support of the proposed development, we request that a variance be granted to ordinance Sec 26lI3.002 to
permit the construct/on uf]4 lots. The granting of this variance will allow for the continued development of this
property consistent with previous adjoining phases of development in an safe and orderly manner without being
injurious to other properties.
