1) PZ2023-46.1-0 A request for a Certificate of Appropriateness to remove a chininey.
Applicant: Cornell Price
Location: 2490 Liberty Avenue
Mrs. Luckey presented the staff report. Alicia Gudino of Straight and'Narrow Foundation on behalf
of property owner Donna Kay Ware, is requesting a Certificate of Appropriateness to remove the
brick chimney and replace it with like siding on the home located at 2420 McFaddin Avenue.

The request comes as a part of a list of repairs being inade to the property. "I'lie home seemingly
identifies with prairie architecture most if not a] I examples provided by A Ffield Guicle to A inerican
Houses, include bricked chimneys featured on these structures. Examples of the prairie details can
be reviewed in A Field Guicle to American use, (McAlester et al., pgs. 448-45 1).

Plan.ning staff recommended denial of the request
The property owner was present. Domia Ware, 2420 McFaddin Street, Ialiniont, Texas addressed
the Commission. She stated that the home is being renovated and the fireplace/chimney are not
functional. Ms. Ware further stated that the home has a gas beaten and the fireplace is unnecessary.
She also stated that significant damage to the home is causing water leaks, including on either side
of the fireplace. Ms. Ware explained that bricks are falling o,ffthe chimney and the house is sagging
three inches on either side of the chimney. She further stated that the leveling company will not
level the home until the chitailicy is removed. Ms. Ware also stated that siding will replace the
chin-iney if approved for reinoval.
Further discussion followed concerning maintaining the interior mantle and bricks, installation of
a faux brick facade, removal of the second chimney located in the house, placement of siding that
will replace the ebininey, replacement of windows near the fireplace, and the architectural design
of the home in relation to aesthetics of the chimney.
Commissioner Bell moved to approve the request for a Certificate of Appropriateness to remove
a chimney and replace it with like siding, as requested in PZ2023-461.
Commissioner Sigee seconded the motion.
A roll call vote was taken. Chairman LaBiclie-Nay; Commissioner Avery -Aye: Commissioner
Bell -Aye; Commissioner Berube-Nay; Commissioner Craig -Nay; Commissioner Goodness -Nay;
Commissioner Kellcy-Aye; Commissioner Provo -Aye; Commissioner Sigee-Aye. The motion to
approve the request carried 5:4.

STAFF REPORT
Ji1iverto Lopez has requested a Certificate of Appropriateness for the construction of a new
home to be located on the vacant lot at 2241 Liberty Avenue.
The proposed home will be approximately 1633 sq. ft. in size. The construction methods
employed would dictate that the house is to be constructed on a slab foundation with Hardie
Plank siding and the windows will be six (6) over one (1) in appearance. The roof will have a l'
overhang with the pitch rising six (6) inches each twelve (12) inches horizontal distance.
Additionally, the roof will be 30year architectural shingles in Shasta White. Lastly, the porch
co|unmn}stobeatapered craftsman style column. The front door will beecraftsman style door
with ahalf light. The exterior body paint is to be Sherwin Williams Needlepoint Navy, the Gable
is to be Sherwin Williams Colonial Revival Tan and the trim is to be Sherwin Williams White.
Planning staff recommends approval of the request with the following conditions-
1. All necessary permits and inspections are obtained through the Building Codes
Department.
2. The finished floor elevation shall be 24" above the existing grade.

STAFF REPORT
Boyd Meier, Building Official, requests a Certificate of Demolition for the house located at 1032
K4cFadd1nAvenue. According to the inspection report, this structure was originally tagged on
June 1Z.2O23. The stairs to the structure are collapsing along with the ceiling in several rooms.
There are a number of broken windows on the structure where the frames have rotted. The
structure attracts transients and stray animals.
The property is listed in the 1977 SPARE Beaumont Survey and included in a local Historic
Cultural Designation; however, the structure originally listed at this location was the Byrd
Horne, which was demolished in 20I1 with approval from the Historic Landmark Commission.
The structure there today was not included in those designations, just the land from the legal

STAFF REPORT
Boyd Meier, Building Official, requests aCertificate ofDemolition for the house located at 2254
Liberty Avenue. According to the inspection report,, this structure was originally tagged on
February 10. 2021 after it received darnoge from a fire. The property owner initiated a work
program onApril 3[i2O2laiwhich time they secured the property and replaced the windows;
however no additional work has taken place since an inspection dated October 4, 2021.
The property is listed in the 1989 SPARE Beaumont Survey and was built circa 1925. The
significance ofthe structure was listed as"7hehouse /s representativemFthe/oco/od«ntutionnF
the Craftsmanstyle and oflarger middle-closshomes built in Beaumont during the first decades
of the century.,"
Additionally, the condition at the time of recordation was listed on the SPARE Survey as "Fu/r.
The house isstructurally sound but not particularly we/l-maintained Unsympathetic cilterations
detractfrn/nits architectural integrity."'
Based on the extensive repairs needed for this structure and the lack of repairs made in the
past two years, the Building Codes Staff is recommending a raze order.
Planning staff recommends approval of this request.

DESCRIPTION OF PROPERTY: This structure was brouplit to HLC on 03/14/2022 for
demolition but was denied. No work has been done since 03/14/2022. The taxes have not
been paid since 01/22/2021 by the previous owner. The owner signed up for a ivork
program allowina 150 days to make the repairs and no work was done except a few
windows beiniz replaced. The rotting siding and missing siding will need to be replaced,.
Some windows have been r reed but there are still some that have not been replaced. The
structure is secure but there are exposed electrical wires. Based on the extensive re

STAFF REPORT
Boyd Meier, Building Official, requests a Certificate of Demolition for the house located at 2229
Liberty Avenue. According to the inspection report, this structure was originally tagged on
September 27, 2021 after rnuLdp|e code violations were discovered. The foundation is
collapsing, a full roof replacement will be needed, and the eaves are falling due to rot.
The property is listed in the 1989 SPARE Beaumont Survey and was built circa 1915. The
significance ofthe structure was listed as"Thehouse bogood example nfolocal adaptation nf
the Craftsman style and is representative of middle class homes built in Beaumont during the
early decades of the century."
Based on the extensive repairs needed for this structure the Building Codes Staff is
recommending approval of the raze order.
Planning staff recommends approval of this request.
