ENTITLED AN ORDINANCE ISSUING AN AMENDED SPECIFIC USE
PERMIT TO EXPAND A PREGNANCY RESOURCE CLINIC IN AN RM-II
(RESIDENTIAL MULTIPLE FAMILY DWELLING -HIGHEST DENSITY)
DISTRICT FOR PROPERTY LOCATED AT 3740 LAUREL STREET IN THE
CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS.
WHEREAS, on April 30, 2019, City Council approved Ordinance No. 19-024 to allow a
specific use perinit for the expansion of a pregnancy resource clinic in a RM-H (Residential
Multiple Family Dwelling -Highest Density) District for property located at 3740 Laurel Street,
being Lots 14, 15, 29, & 30, and Lots 13 & 31, Tract 2 and Lots 16 & 28, Tract 2, Block 4,
Laurel Heights & Tract C Abandoned Liberty Avenue, Beaumont, Jefferson County, Texas,
containing 1.3727 acres, more or less, as shown on Exhibit "A," attached hereto; and,
WHEREAS, Hope Women's Resource Clinic wishes to amend the specific use permit for
the expansion of a pregnancy resource clinic in a RM-H (Residential Multiple Family Dwelling -
Highest Density) District for property located at 3740 Laurel Street, being Lots 14, 15, 29, & 30,
and Lots 13 & 31, Tract 2 and Lots 16 & 28, Tract 2, Block 4, Laurel Heights & Tract C
Abandoned Liberty Avenue, Beaumont, Jefferson County, Texas, containing 1.3727 acres, more
or less, as shown on Exhibit "A," attached hereto; and
WHEREAS, the Plaruiing and Zoning Commission of the City of Beaumont considered
the request and is recommending approval to amend the specific use peen- it to expand a
pregnancy resource clinic in an RM-H (Residential Multiple Family Dwelling -Highest Density)
District for property located at 3740 Laurel Street, subject to the following conditions:
1. Construction plans must meet all requirements by Water Utilities for water and
sanitary sewer services, including any requirements of the City's back- flow, pre-
treatment and/or FOG program; and,
2. Construction plans shall comply with all applicable Building and Fire Code
requirements; and,
WHEREAS, the City Council is of the opinion that the anhendment of such specific use
permit to allow the expansion of a pregnancy resource center is in the best interest of the City of
Beaumont and its citizens;
NOW, THEREFORE, BE IT ORDAINED
BY THE CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the statements and findings set out in the preamble to this ordinance are hereby, in
all things, approved and adopted; and,
Section 1.
That Ordinance 19-024 be amended by anhending a specific use permit granted to Hope
Women's Resource Clinic, their legal representatives, successors and assigns, as shown on
Exhibit "B," attached hereto and made a part Hereof for all purposes, to allow the expansion of a
pregnancy resource clinic subject to the following conditions:
1. Construction plans in-ust meet all requirements by Water Utilities for water and
sanitary sewer services, including any requirements of the City's back- flow, pre-
treatment and/or FOG program,
2. Construction plans shall comply with all applicable Building and Fire Code
requirements.
Section 2.
That the specific use permit herein granted is expressly issued for and in accordance with
each particular and detail of the site plan attached hereto as Exhibit "B," and made a part hereof
for all purposes.
Section 3.
Notwithstanding the site plan attached hereto, the use of the property herein above
described shall be in all other respects subject to all of the applicable regulations contained in
Chapter 28 of the Code of Ordinances of Beaumont, Texas, as amended, as well as comply with
any and all federal, state and local statutes, regulations or ordinances which may apply.
The meeting at which this ordinance was approved was in all things conducted in strict
compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551.

HOPE WOMEN'S RESOURCE CLINIC
To Whom It May Concern;
Our clients receiving medical services are primarily of no or low Income. They are encouraged to enroll
In The Hope Academy program which offers group and online classes designed to educate and empower
the clients In positive relationships, parenting skills, and life skills. Through the Hope Academy, clients
earn points through class attendance, maintaining employment, attending high school or college,
completing prenatal doctor visits, taking baby to well -check visits, and much more. All of the points
earned are spent In the Blessings Boutique, which Is a store for clients where they can "purchase"
diapers, wipes, cribs, car seats, strollers, clothing, and anything else for baby's needs until the baby's
first birthday, The combination of education and rewards Is essential In building positive reinforcement
through the early stages of parenthood and a child's life. The benefits of the program not only provide
material assistance to clients but also build a community within itself. Most clients do not know each
other when they begin the program. However, throughout the in -person classes, friendships are formed
and support systems are put in place making In -person attendance vital to the program.
The operations of the Clinic have outgrown the current facility. This became even more evident
over the past year. The total number of enrolled and active clients In hope Academy doubled over the
past year. Additionally, clients completed 6 times as many online classes as the previous year. In -person
shopping days not only Increased in frequency but also in attendance, with more than
four times as many clients attending In a Boutique that Is approximately 327 square feet. The space
Inside the main facility is limited and therefore we have endured the need to move the entire class,
boutique, and limited childcare services to a larger, more easily accessible building that will also provide
extended hours.
Expansion of services can only happen with an exterior building for activities related to the Hope
Academy (classes, Boutique, and childcare). This new parenting center will allow us to have classes and
shopping 4 days a week. The open hours will be 10 am-2 pm Monday -Thursday. This expansion will
allow us to offer more services to smaller groups at a time. As well as expand our current program to the
child's Bin birthday which we have seen has become a greater need in this economical situation.
