Commissioner Makin moved to approve the minutes of the Regular Meeting held on October 9,
2023. Commissioner Sic e seconded the motion. The motion to approve carried 9:0.

REGULAR MEETING
1) PZ2023-340: A request for a Certificate of. ppropriateness to construct two duplexes.
Applicant: Cornell Price
Location: 2490 Liberty Avenue
Mrs. Luckey presented the staff report. Property owner Cornell Price, of CMP3 Enterprises LLC,
has requested a Certificate of Appropriateness to allow the construction of two duplexes of
property located at 2490 Liberty Avenue at the corner of Liberty and 9t" Street.

Mrs. Luckey presented the staff report. Property owner Cornell Price, of CN4P3 Enterprises LLC,
has requested a Certificate of Appropriateness to allow the construction of two duplexes on
property located at 2490 Liberty Avenue at the corner of Liberty and 9t" Street.
The proposed construction inethods employed would dictate that the two story structures will be
constructed on a slab foundation with wood framing. The siding will be of a I x 8 x 12 profile and
made of HardiPlank with a proposed body color of Alabaster (SW 7008) and proposed trim color
of Acces sible Beige (S W 703 6). The roof will be finished with weather good 3 0 -y e ar arch i tectura I
shingles.
The orientation of the duplexes will have the proposcd structures and attached garages facing 9"'
Street with the side of the structure facing Liberty Avenue. The site plan is subject to an approved
Variance through the Board of Adjustment and the use of the lot for duplexes subject to approval
of a Specific Use Permit by the Planning Commission and City Council.
Slides of the subj ect property were shown.
Planning staff recommended approval of the request, subject to the following Conditions:
1.Storn-i shutters be included for all upper windows and painted to match the
structure.
2. All windows be one (1) over one (1) in appearance.
3. Roof overhang minimum shall be 12".
Brief discussion followed concerning the size of each proposed duplex, which will be two two-
story buildings each containing two units for a total of 4 units with a one car garagc for each unit.
Specifics of the request relating to setback requirements were also discussed.
The applicant was present. Cornell Price of CMP3 Enterprises, 2635 Rigby Drive, Beatin-lont.,
`I"exas addressed the Commission. He stated th-at the duplexes are not for low income housing and
presented a proposed blueprint to the Commission.
Further discussion followed concerning removal of the trees,, exterior materials, duplex size,
landscaping, and rental fees were discussed.
Conuiiissioner Bell i-noved to approve the request for a Certificate of -Appropriateness to construct
two duplexes, as requested in PZ2023-340, with the following conditions:
1.Storm shutters be included for all upper windows and Painted to match the
structure.

2) PZ2023-384: A request to revoke a Certificate of Appropriateness for expansion of a
driveway.
Applicant: City of Beaumont
Location: 2555 Harrison Avenue
Mrs. Luckey presented the staff report. rrhe City of Beaumont is requesting to revoke a Certificate
of Appropriateness to cxpand the driveway at 2 5 5 5 Harrison Avenue. The request. comes foil wi11 g
the discovery that the applicant had mistakenly applied for a Certificate of Appropriateness for the
wrong address of where the work is intended. A corrected application has been submitted and will
be before you for review.
Staff recommended approval of the request.
Brief discussion followed concerning specifies of the request.
Commissioner Goodncss moved to approve the request to revoke a Certificate of Appropriateness
for expansion of a driveway, as requested in PZ2023-394.
Commissioner Makin seconded the motion.

3) PZ2023-403-0 A request for a Certificate of Demolition to demolish a house,
Applicant: City of Beaumont
Location.- 2370 Pecos Street
Mrs. Luckey presented the staff report. Boyd Meier, Building Official, requests a Certificate of
Demolition for the house located at 2370 Pecos Street. According to the inspection repoil, this
structure was originally tagged on June 9, 2023 after damage from a fire. The structure received
substantial damage such as a collapsed ceiling, rafter damage, the rear roof and walls completely
destroyed with substantial smoke damage to the remainder of the structure, making it considered
unsafe for human occupancy.

Based on the extensive repairs needed for this structure the Building Codes Staff recommended a
raze order.
The property is not listed in the SPARE Beauinwit Survey, and the OJ�Vner has signed the
Demolition Consent.
Seventeen (17) notices were mailed to property owners within two hUndrcd (200) feet of the
subject property. Zero (0) responses were received in favor or in opposition

Planning staff recommended approval of this request.
Commissioner Makin moved to approve the request for a Certificate of Demolition to demolish a
house, as requested in file PZ2023-403.

4) PZ2023-425: A request for a Certificate of Appropriateness to change all windows and
the exterior doors.
Applicant: Tina Ellis for Melvin Taylor
Location: 2570 Rusk Street
Mrs. Luckey presented the staff report. Tina Ellis, on behalf of the property owner Melvin Taylor,
has requested a Certificate of Appropriateness to allow the renovation of the home located at 2570
Rusk Street through the Texas General Land Office Harvey Recovery Program.
The applicant is requesting to remove all of the existing four (4) over one wood window and
replace them with one over one windows. Additionally, the existing exterior doors would be
removed and replaced with a solid six (6) panel exterior door.
The hoine seems to be coil structed with the inspiration of Tudor architecture with its multiple front
gables, steeply pitched side gable, rounded porch entry and brick detailing around decorative
edges, however lacks the grandeur details of the architecture. Examples of the Tudor details as

In reviewing the examples, multi -pane windows appear to be featured throughout the Tudor home
exan-iples, making the request to change the windows to one over one seem inappropriate.
The property is not listed in the SPARE Beaumont Survey.

Planning staff recommended approval of the request, with the following conditI*ODS*.
1. The front door installed., be painted to, niatch the trim and accents of the structure.
2. The windows arc replaced to include the niulling strips to give the appearance of the
original four (4) over one window's.
A representative of the applicant was present. Kevin Scott of RM Quality Construction, PO Box
813, Co roe, Texas addressed the Commission. He stated that the home is part of the Texas
General Land Office Harvey Recovery Program. Mr. Scott further stated that the Program will
allow for windows and front door as approved by the Commission. He also stated that extensive
indoor repairs will take place and the roof was recently replaced. Mr. Scott ftirther stated that the
Program does not allow for renovations to the detached garage.
Further discussion followed concerning specifics of the front door.
Con-in-ii s s loner Berube moved to approve the request to for a Certificate of Appropriateness to
change all windows and the exterior doors, as requested in PZ2023-425, with the following
amended conditions:
1. The front door to be installed to match the existing door.
2. The windows are replaced wIth four over one windows to match the existing.

5) 1'Z2023-434: A request for a Certificate of Demolition to den-iolish a house.
Applicant: City of Beaumont
Location.- 2070 Pecos Street
Mrs. Luckey presented the staff report. Boyd Meier, Building Official, requests a Certificate of
Den-iolition for the house located at 2070 Pecos Street. According to the inspection report., this
structure was originally taggcd on June 9, 2023 after damage fron-i a fire. The strLICture received
substantial damage by a second fire in October leaving the already damaged structure more than
seventy (70) percent damaged according the Beaumont Fire Department, leaving it considered as
a total loss and unsafe for human occupancy.

Brief discussion followed concerning vacancy of the residence, cause of the fire, property taxcs
owed, and CODIMUnication from the property owner.
Commissioner Tenipleton moved to approve the request for a Certificate of Demolition to
demolish a house, as requested in file PZ2023-403.
Commissioner Makin seconded the motion.

6) PZ2023-438-t A request for a Certificate of Appropriateness to expand a driveway.
Applicant: Ricky Pinkston
Location: 2255 Harrison Street
Mrs. Luckey presented the staff report. Ricky Pinkston, is requesting a Certificatc of
Appropriateness to expand the driveway at 2255 Harrison Avenue. The expansion would make the
driveway twelve (12) feet in width starting at the property line extending to the rear of the structure,
where the pavement would expand to 28' in width. The expansion would not extend in front of the
main structure.
The home is not listed in the SPARE, Beaumont Survey.
Slides of the subject property were shown.
Staff rccommended approval of the request with the following conditions:
1. The new pavement shall comply with Section 28.03.024(18) District area and height
regulations of the City of Beaumont Code of Ordinances by maintaining a 2' offset from
the side property line.

2. All applicable permits and hispections shall be obtained through the Building Codes
Department.
Brief discussion followed conceming the width and ren-ioval of the existing driveway, construction
of a new driveway, and location of the property line. It was also noted that the existing sidewalk
will be pressure washed.

1. The new pavement shall comply with Section 28.03.024(18) District area and height

HISTORIC DISTRICT CODE ENFORCEMENT REPORT
Mrs. Luckey advised the Conunission that today will be Mrs. Randle's last meeting to present the
Code Enforeeme nt Report as she received a promotion to Zoning Technician. She also introduced
John Wilson as the new Oaks Historic Code Enforcement Officer.
Mrs. Randle presented the Historic District Code Enforcement Report.
OTHER BUSINESS
1) Discuss appropriate placement of mini -split air conditioning units within the Oaks Historic
District.
Mrs. Luckey stated that the Commission is being asked to consider future appropriate placement
of mini -split air conditioning units within the Oaks Historic District.
Beau Hansen, Deputy Building Official, addressed the Commission by explaining the process of
mini -split air conditioning installation.

The Commission was favorable to installation of mini -split air conditioning units to structures
within the Oaks Historic District that are not visible from the street right-of-way. Units visible
from the street right-of-way must receive approval from the Historic Landmark Commission.

STAFF REPORT
Alicia Gudino of Straight and Narrow Foundation on behalf of property owner Donna Kay Ware,
is requesting a Certificate of Appropriateness to remove the brick chimney and replace it with
like siding on the home located at 2420 McFaddin Avenue.
The request comes as a part of a list of repairs being made to the property. The home
seemingly identifies with prairie architecture most if not all examples provided by A Field Guide
to American Houses, include bricked chimneys featured on these structures. Examples of the
prairie details can be reviewed in A Field Guide to American Houses (McAlester et al., pgs. 448-
451).
Planning staff recommends denial of the request.
The property is not listed in the SPARE Beaumont Survey.
