A Regular Meeting of the Historic Landmark Commission was held on October 9, 2023 and called
to order at 3:30 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Bell moved to approve the minutes of the Regular Meeting held on September 11,
2023. Commissioner Goodness seconded the motion. The motion to approve carried 7:0.
Commissioner Kelley and Commissioner Sigee not yet present.
REGULAR MEETING
1)PZ2023-329
: A request for a Certificate of Appropriateness to construct an accessory
structure.
Applicant: Elizabeth Jean Stark
Location: 2645 Long Avenue
Mrs. Luckey presented the staff report. Elizabeth Jean Stark, is requesting a Certificate of
Appropriateness to construct a new accessory structure at 2645 Long Avenue. The structure will
be located in the rear yard and used for personal storage, and will be visible from the street right-
of-way.

The accessory structure will be made of wood, with horizontal siding to match the home. It will
have a shingle roof with the pitch rising five (5) inches every twelve (12) inches. It will feature an
overhead door and a swing door at the front. There will also be an attached breezeway from the
swing door to the back door of the home; the breezeway will not be visible from the right-of-way.
The setbacks displayed on the site plan are in compliance with the Section 28.03.024 District area
and height regulation

The home is not listed in the SPARE Beaumont Survey.
Staff recommended approval of the request with the following conditions:
1. The accessory structure be painted to match the home.
2. All applicable permits and inspections shall be obtained through the Building Codes
Department.
Slides of the subject property were shown.
Brief discussion followed concerning location of the structure on the property.
The applicant was not present.
Commissioner Goodness moved to approve the request for a Certificate of Appropriateness to
construct an accessory structure, as requested in PZ2023-329, with the following conditions:
1. The accessory structure be painted to match the home.
2. All applicable permits and inspections shall be obtained through the Building Codes
Department.
Commissioner Avery seconded the motion.
A roll call vote was taken. Acting Chair Makin-Aye; Commissioner Avery-Aye; Commissioner
Bell-Aye; Commissioner Berube-Aye; Commissioner Crawford-Aye; Commissioner Goodness-
Aye; Commissioner Kelley-Aye; Commissioner Templeton-Aye. The motion to approve the
request carried 8:0. Commissioner Sigee not yet present.

2) PZ2023-375
: A request for a Certificate of Appropriateness to install lattice.
Applicant: Roy Malveaux
Location: 2346 Broadway Street
Mrs. Luckey presented the staff report. Roy Malveaux, is requesting a Certificate of
Appropriateness to install lattice around the crawlspace under his home at 2346 Broadway. The
purpose of the lattice will be to keep animals out from under the home. The lattice will be a

traditional wood lattice in the diamond pattern and be painted a cream color to match the trim and
porch.
The home is not listed in the SPARE Beaumont Survey.
Staff recommended approval of the request.
Slides of the subject property were shown.
The applicant was present. Kaffie Malveaux, 2346 Broadway Street, Beaumont, Texas addressed
the Commission. She stated that she wishes to install the lattice to prevent animals from entering
under her home. She further stated that a homeless person bathed near her property and threw his
clothes under her home.
Further discussion followed concerning securing the lattice to the frame of the residence.
Commissioner Kelley moved to approve the request for a Certificate of Appropriateness to install
lattice, as requested in PZ2023-375.
Commissioner Bell seconded the motion.
Additional discussion followed concerning adding a condition to secure the lattice to the residence.
The applicant approved of the condition recommended by the Commission.
Commissioner Kelley revised the motion by moving to approve the request for a Certificate of
Appropriateness to install lattice, as requested in PZ2023-375, with the following added condition:
1. The lattice be framed as to secure the lattice to the structure.
Commissioner Bell seconded the motion.
A roll call vote was taken. Acting Chair Makin-Aye; Commissioner Avery-Aye; Commissioner

3) PZ2023-384
: A request for a Certificate of Appropriateness to expand a driveway.
Applicant: Ricky Pinkston
Location: 2555 Harrison Avenue
Mrs. Luckey presented the staff report. Ricky Pinkston, is requesting a Certificate of
Appropriateness to expand the driveway at 2555 Harrison Avenue. The expansion would make the
driveway twelve (12) feet in width starting at the property line extending to the rear of the structure,
where the p

The home is listed in the 1991 SPARE Beaumont Survey with its significance listed as

example of upper middle class housing built during the World War

Staff recommended approval of the request with the following conditions:
1. The new pavement shall comply with Section 28.03.024(18) District area and height

Commissioner Goodness revised the motion by moving to approve the request for a Certificate of
Appropriateness to expand a driveway, as requested in file PZ2023-384, with the following
conditions:

4) PZ2023-392
: A request for a Certificate of Appropriateness to enclose and resize
windows and change the front door.
Applicant: Alberto Perez
Location: 1955 Long Avenue
Mrs. Luckey presented the staff report. Alberto Perez, is requesting a Certificate of
Appropriateness to enclose and resize windows and change the front door to the home located at
1955 Long Avenue. He intends to change the front windows on the north side of the home from
one large window into two 32x60 four (4) pane windows that are side by side. He intends to enclose
two (2) windows on the west side of the structure, three (3) on the east and two (2) on the south
side making for a total of seven (7) windows to be enclosed. The windows would be closed with
alike siding to match the home. Lastly, Mr. Perez intends to change the front door from the existing
solid craftsman style door to a craftsman style door with a transom light.
The home could be classified as a National style home with its gable front and wing. This style
was extremely popular in the south and typically featured a hall and parlor type entry. Most homes
feature a large number of windows with prominent windows and shudders along the front gable
and wing. Examples of National architecture details can be seen in A Field Guide to American
Houses (McAlester et al., pgs. 92-93).
The request to eliminate a number of windows on the sides of the home will substantially change
the design of this structure. The request to change from one large window to two individual
windows side by side would change the appearance of this structure, however, seems appropriate
based on the National architecture. The request to change the front door seems appropriate, with
the design of the home.
The home is not listed in the SPARE Beaumont Survey.
Staff recommended denial of the request to eliminate the windows on the east and west sides of
the structure and recommended approval of the request to eliminate the two (2) windows on the
south of the home, change the front two (2) widows into four (4) individual windows, and to
change the front door with the following conditions:
1. Removal of the windows to the south of the home shall be replaced with alike siding to
match the home.

2. The shutters on the north side of the home shall be reinstalled after the alteration is
complete.
3. The front door shall be approved by Planning Staff before installation.
4. All applicable permits and inspections shall be obtained through the Building Codes
Department.
Slides of the subject property were shown.
Brief discussion followed concerning the color of the siding, the shutters, and specifics of the
request.
The applicant was not present.
Commissioner Goodness moved to approve the request to for a Certificate of Appropriateness to
enclose and resize windows and change the front door, as requested in PZ2023-392, with the
following conditions:
1. To enclose only the two (2) windows on the south (rear of the structure), the bathroom
window, and the window to the rear bedroom on the east side to be replaced with a like
siding to match the home.
2. The shutters on the north side of the home shall be reinstalled after the alteration is
complete.
3. The front door shall be approved by Planning Staff before installation.
4. All applicable permits and inspections shall be obtained through the Building Codes
Department.
Commissioner Templeton seconded the motion.
A roll call vote was taken. Acting Chair Makin-Aye; Commissioner Avery-Aye; Commissioner

Mrs. Luckey announced that the applicant for Agenda Item No. 1 (PZ2023-329) was now present
should the Commission have questions relating to the request. The Commission had no questions
for the applicant.
