ENTITLED AN ORDINANCE ISSUSING THE CLOSURE OF
ACCESS TO INTERSTATE 10 EAST FEEDER ROAD, IN
THE CITY OF BEAUMONT, JEFFERSON COUNTY,
TEXAS.
WHEREAS, the Texas Department of Transportation (TXDOT) is requesting closure of
access to Interstate 10 East Feeder Road from 8tt' and 9t" Streets; and,
WHEREAS, the request is to facilitate construction of a sound wall barrier between the
feeder road and the Oaks Historic District to minimize impact from the State's IH-10 and US-69
Interchange Project; and,
WHEREAS, traffic will be able to access the feeder road by way of 101t' Street and 7t1'
Street; and,
NOW, THEREFORE BE IT ORDAINED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the statements and findings set out in the preamble to this ordinance are hereby, in
all things, approved and adopted; and,
THAT the City Council be and they are hereby authorized to approve the requested
closure of access to Interstate 10 East Feeder Road from 8t" and 9tt' Streets from the Texas
Department of Transportation (TXDOT).
The meeting at which this ordinance was approved was in all things conducted in strict
compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551.

Texas Department of Transportation (TxDOT) is currently in the final design stages of designing the IH-10
& US-69 interchange, In accordance with TxDOT's Environmental Process, a sound study was completed
during the schematic phase, During the study, soundwalls between The Oaks Neighborhood and IH-10
EBFR along Beech Street were found to be reasonable and feasible. The public was surveyed, and the
local property owners voted In favor of the soundwalls being placed between Beech Street and IH-10
EBFR,
During the detailed PS&E process, intersection sight distance calculations were performed at the
intersections of IH-10 EBFR with 8111 & 91h Streets. It was determined that in order to achieve necessary
sight lines at these intersections, the soundwalls would need to be reduced In length. A new analysis was
performed with the reduced walls, and it concluded that the walls would have limited effect on sound
reduction and thus would no longer be considered reasonable and feasible.
The remaining option to meet both the intersection sight distance requirements and to achieve a level of
sound reduction that would make the soundwalls reasonable and feasible would be to close both the 811'
& 9th Streets' access to IH-10 EBFR.
In closing access to the frontage road at these locations, the soundwall would be continuous from 101h
Street through 8t1 Street. This would also allow the height of the wail to be decreased from 18', seen in
the schematic phase, to 14'. In order to fit the soundwall between Beech Street and the IH-10 EBFR,
Beech Street would be reconstructed between 911 & 81h Street, shifting at most 4' to the south. TxDOT
has sufficient right of way to accommodate this shift and no additional right of way would be needed.
Beech Street would remain a two-way street, and the width would remain the same as existing.
TWOT held an additional public meeting In Beaumont on May 18th, 2023 to present to the community
and property owners potentially impacted by the wall the revised options of either having the soundwall
while closing 8th and 9tI' Streets' access to the frontage road or having no soundwall at all. A survey was

also sent out to property owners to facilitate input, The results from both the public meeting and the
survey concluded that residents were in favor of the soundwall and the closing of air' and 91h Streets'
frontage road access.
Please find attached public information collected during the schematic phase and an exhibit illustrating
the new street closure design.
It is our recommendation that the access to 1H-1.0 EBFR from 81h and 911' Streets be permanently closed to
allow construction of soundwall between Beech Street and IH-1.0 EBFR.
