STAFF REPORT
The Texas Department of Transportation (TXDOT)1srequesting closure of access to Interstate
1OFast Feeder Road from 8thand qmStreets. This request istofacilitate construction ofa
sound wall barrier between the feeder road and the Oaks Historic District to minimize impact
from the State's |H-10 & U3-69 Interchange Project. Traffic will be able to access the feeder
road by way of loth Street and 7m Street. This item was sent to all interested parties and
received zero in opposition from City staff.
Planning staff recommends approval of the request.

Texas Department of Transportation iscurrently /nthe final design stages of designing the|H'10
&US'GOinterchange. |naccordance with TxDOT"sEnvironmental Process, asound study was completed
during the schematic phase. During the study, soundwalls. between The Oaks Neighborhood and IH-10
EBIFIR along Beech Street were found to be reasonable and feasible. The public was surveyed, and the
local property owners voted in favor of the soundwalls being placed between Beech Street and IH-10
E8FR.
During the detailed PS&Eprocess, intersection sight distance calculations were performed at the
intersections of IH-10 EBFR with8th & 9th Streets. It was determined that in order to achieve necessary
sight lines at these intersections, the soundwalls would need to be reduced in length. A new analysis was
performed with the reduced walls, and it concluded that the walls would have limited effect on sound
reduction and thus would nolonger beconsidered reasonable and feasible.
The remaining option tomeet both the intersection sight distance requirements and to achieve elevel of
sound reduction that would make the soundwalls reasonable and feasible would be to close both the 8"
& OmStreets' access to |H-1O EBFR.
In closing access to the frontage road at these locations, the soundwall would be continuous from 101h
Street through OmStreet. This would also allow the height ofthevvaUtobedecreasedfnom18|seenin
the schematicphase, to14||norder tofit the sou ndwe||between Beech Street and the IH'1OEBFR,
,Beech �ech Street would be reconstructed between 9m 8' 8�Street shifting at most 4' to the south. TxDOT
has sufficient right of way to accommodate this shift and no additional right of way would be needed.
Beech Street would remain a two'waystreet, and the width would remain the same as existing.

survey concluded that residents were in favor of the soundwall and the closing of 81" and 9` Streets'
frontage road access.
