F|LE. PZ2023'361 STAFF REPORT Jeremiah Brarnmer has requested Preliminary Plat approval of Windemere Subdivision, Section Five. This 5.402 acre development will extend Windmeadow Drive and consists of 21 residential lots. All lots rneet the requirements for a residential lot. Water and sewer will be provided by an extension of the city's facilities. Section 217.55(g) of the Texas Administrative Code states, "Manholes may not be spaced farther apart than the distances specified in the table for a wastewater collection system with s traighialignmen tonduniform grades. "Sect|on217.S5(a)(1)oftheTexasAdm1n1st rat ive Co de states, "An owner must include manholes inocollection systemot (1) a//points of change in alignment, grade, or nominal diameter..." (Condition #1) Section 26.03.008(a)(2) of the Subdivision Ordinance states, "Streetlights shall be installed at all intersections and ot additional locations not less than two hundred (2OO)feetapart. Locations shall be designated so as to provide anoveracie separation of approximately two hundredfifty (250) feet. Variations shall occur only where lot m/b/d7s onoYnrothe/ conditions necessitate." (Condition #2) Section 26.02.002(15) ofthe Subdivision Ordinance states "Alist ofthe proposed restrictive covenants,cond|tlons,and)irnitationstogovernthematureanduseoftheproperLvbe\ng subdivided." (Condition #3-4) Staff recommends approval of the request with the following conditions: l. The sanitary sewer line is installed per Texas Commission on Environmental Quality regulations, manholes should be spaced at a maximum of 500 feet for pipes 6-15 inches in diameter. Manholes must beinstalled atall points ofchange inalignment, grade, or nominal diameter. 2. Eliminate the streetlight adjacent to Lots 12 and 13, Block 2, property line. 3. Shall add note on final plat to state, "Temporary erosion control measures must remain in place until permanent measures are established." 4. Shall add note on final plat to state "A|| property owners will be required to construct 4' concrete sidewalk adjacent tothe street, located 4feet from the back ofcurb. At street intersections, if applicable, sidewalks are to include construction of 5' wide landing to tie-in with concrete access ramps. If any lot is not developed within five (5) years of recordation of the final plat, the current owner shall construct the sidewalk." This item was sent to all interested parties.
