HomeMy WebLinkAboutRES 23-215RESOLUTION NO. 23-215 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the City Manager be and he is hereby authorized to award a contract to Brystar Contracting, Inc., of Beaumont, Texas in the amount to not exceed $189,645.00, for the Evalon Street 8'x8' Box Culvert and Cavity Emergency Repair Project. The meeting at which this resolution was approved was in all things conducted in strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551. Upon visiting the site, further investigation identified the failure to an 8'x8' concrete box culvert located partially In the roadway and partially into the yard of the residence at 3750 Evalon Street. Upon arrival at the site, it was discovered that a collapsed 18-inch storm line that ties Into the box culvert was the cause of the cavity, it seems that a previous attempt to make a street repair to a failed section of roadway caused by the cavity caused damage to the top of the box culvert. Thls was likely due to the top of the box also serving as the concrete roadway. This investigation also -led to the discovery that an approximately 40-foot section of the side wall to the box culvert was defective, causing It to bulge in. Due to poor soil conditions, and the rest of the box being In good condition, it was decided to reach out to a local structural engineer to ask them to design a repair to the wall of the box culvert that required as little excavation as possible. Fittz & Shipman was secured to design the structural repair to the interior of the box culvert. Upon receiving the final repair plans from Fittz & Shipman, we have secured a qualified local contractor who can address this repair. Brystar Contracting, Inc., can begin the work as early as Tuesday, July 25th. They were selected based on their prior experience in repairing storm sewers of similar construction. Due to the proximity to several residences and the threat of the cavity expanding in size and extending onto private property, Public Works/Engineering has determined that the repair of this cavity, concrete box culvert, and storm sewer line, must be performed on an emergency basis.
